
City of Eau Claire looking ahead to possible changes of transit routes
EAU CLAIRE—In the upcoming months, the city of Eau Claire will be reviewing recommendations for their transit consultant to focus on identifying possible changes to routes to increase ridership without adding new costs.
'It's a part of our transit development plan,' said the city's new transit manager Katrina Running. 'We are doing an update on it and it's a pretty big update, but we're working with a consultant called Via. They also come up with suggestions for the future, like expansion of service.'
Overall, Running said, the goal is not simply to boost profit but to increase ridership to enable the city to provide better service for everyone.
'A typical business would want to make a bunch of revenue, but that's now how transit or city services work,' she said. 'It's basically how much can we provide for a set amount. We want people to use it.'
The last time the transit development plan was updated was in 2020, but after COVID, ridership went down.
'We've been slowly increasing to get back up to what it was before,' Running said. 'I don't know if we're back to the point where we were before, but some of our routes have been the same for quite a long time. Maybe the businesses along the routes have changed so it doesn't make sense anymore for the routes to stay exactly the same.'
Via primarily aims to analyze the existing system and offer cost neutral changes.
'They look at all our data and then they create recommendations based on inefficiencies and recommend tweaks,' she said. 'They've done outreach already. They've held stakeholder groups, and they had a survey. 450 people took the survey. About half were riders and the other half non-riders. What they present is both data-driven and has input from the public.'
Running said the timing between the development plan and the opening of the new transit center downtown is a timely coincidence, stating the plan is typically updated every five years.
'It's unrelated, but it is good timing,' she said.
The next step will be a work session group with the City Council which is occurring next Tuesday. Beyond that, there are no set dates yet but there will be future opportunities for community input before any changes happen.
Those looking for any updates to the transit routes can visit ecbus.org. From there, they can download an app simply known as Transit App.
'That helps plan trips,' she said. 'And it tells you if it would be quicker to walk or bike.'
A standard fare is $1.75 one way.
UW-Eau Claire students can ride for free and there are also income-qualifying reduced fares.
'They can pay exact change or they can buy a pass,' she said. 'We sell passes at all of the Festival Foods in Eau Claire.'
She also said the central maintenance facility on Forest Street sells passes. Currently the Transit App does not provide a way to pay for fares.
'It's always good to look for efficiencies and plan ahead if we are in a situation to expand service in the future,' she said. 'Our community changes and we need to be able to adapt to meet the needs of it.'

Zakai Zeigler's preliminary injunction challenging NCAA redshirt rule for fifth year of eligibility denied
Several weeks after Zakai Zeigler filed a lawsuit against the NCAA seeking a fifth year of eligibility, his preliminary injunction has been denied, according to Yahoo Sports' Ross Dellenger. Zeigler had already played four seasons for Tennessee and didn't begin his college career until 2021, one year after the 2020-21 class that was allowed one more year of eligibility lost during the COVID-19 pandemic. Advertisement In the lawsuit, filed in the Eastern District Court of Tennessee, Zeigler was looking to play the 2025-26 season, challenging the NCAA rule that an athlete has four years of eligibility within a five-year window. Zeigler, 22, isn't allowed an opportunity to earn NIL money for a fifth year because he used up all of his eligibility. As the lawsuit argues, that deprives him of a fifth year, "the most lucrative year of the eligibility window for the vast majority of athletes." How lucrative? The lawsuit argued that Zeigler could earn between $2 million and $4 million in a fifth year based on his record of success and visibility playing in the SEC. Those figures are projections from the Spyre Sports Group, which facilitates Tennessee's NIL collective. Advertisement Athletes who receive a redshirt are allowed a fifth year of eligibility, which gives them one more year to earn NIL income. A freshman who was redshirted, for example, would still be able to earn NIL money even if he or she doesn't play. As the filing, the documents of which were posted online by Boise State professor Sam Ehrlich, reads: "Many players, however, do compete in the fifth year of their eligibility window. And they can earn NIL compensation for all five of those years. Had Zeigler been withheld from competing in sports during one of those four years, perhaps by redshirting, the NCAA rules would permit him to participate again next year. And this is true even if he would have slowed his academic progress and taken five years to graduate." Zeigler graduated in May, majoring in retail and merchandising management. This is different from the lawsuit Vanderbilt quarterback Diego Pavia filed against the NCAA, claiming that he should be allowed a fifth year of eligibility because he played his first two years for New Mexico Military Institute, a junior college. In December, Pavia was granted an injunction allowing him to play the 2025 college football season. The Volunteers finished 30-8, 12-6 in the SEC, and advanced to the NCAA tournament's Elite Eight before losing to Houston. Zeigler holds the Tennessee single-season (275) and career (747) records for assists, and career steals with 251.

While Rivals Falter, Hyundai Has a Hidden Advantage
Hyundai has reportedly stockpiled a significant supply of rare earths used for an array of car parts as other automakers grapple with China's export restrictions on the elements. China mines 70% of the world's rare earth materials but processes and refines 90% of them. Vehicle parts such as automatic transmissions, throttle bodies, cameras, power steering, speakers, seat belts, lights, and more use magnets primarily made from rare earth materials. According to an unnamed source who attended a private Hyundai investor call and told Reuters about it, Hyundai's rare earth stockpile can last about a year, eliminating concerns of a near-term supply shortage. China's decision to restrict rare earth and related magnet exports dates back to April, when the country curbed its exports of dysprosium, gadolinium, scandium, terbium, samarium, yttrium, and lutetium rare earth elements by introducing a new licensing requirement. Hyundai reportedly increased its rare earth stockpile recently when the country relaxed its export restrictions, but declined to comment on whether it and its sister company, Kia, personally formed the reserve or if they sourced it from suppliers. Ford and BMW have already been impacted by the rare earth shortage. In May, Ford halted production on its Explorer SUV at its Chicago plant for a week. BMW said parts of its supplier network were disrupted, but its plants ran normally. Last week, China issued rare earth licenses to suppliers of the top 3 U.S. automakers, including General Motors (GM), Ford, and Stellantis. Some of the licenses are valid for six months. BMW and GM are working on motors with low-to-zero rare-earth content to avoid situations like this, but scaling production while managing costs remains challenging. "We must reduce our dependencies on all countries, particularly on a number of countries like China, on which we are more than 100% dependent," European Union Commissioner for Industrial Strategy Stephane Sejourne said, according to Reuters. Mathias Miedreich, board member for electrified propulsion at German automotive supplier ZF Friedrichshafen, expressed worries earlier this month that the rare earths bottleneck could resemble the auto industry's computer chip shortage during the COVID-19 pandemic, which subtracted millions of units from manufacturers' production. On Wednesday, President Trump said: "Our deal with China is done, subject to final approval with President Xi and me," adding that China will supply full magnets and any necessary rare earths upfront. The deal has been described as a framework agreement, but auto industry players in India have urged the country's government to accelerate Chinese approval of a rare earths deal. According to ET Times, Indian auto executives are awaiting confirmation for a meeting with China. The U.S. auto industry could encounter future troubles with China's rare earth exports, even with the recently announced framework, since China dominates the elements' global supply chain. GM appears to be in one of the best positions to avoid future rare earth export disruptions beyond the immediate term since it formed strategic alliances with two rare earth mineral processing companies four years ago for domestic rare earth sourcing and processing. The alliance's processed rare earth minerals were initially planned for GM's electric cars, and while they're not yet active, they could provide much-needed diversification in the supply chain.
