Rio's mayor loosens restrictions on live beach music after an outcry

Rio de Janeiro's mayor on Tuesday loosened new restrictions on live music on the city's beaches after many people warned of a threat to the dynamic cultural scene.
Mayor Eduardo Paes earlier this month introduced the measures and reinforced existing ones, citing the need to protect public safety and the environment and promote peaceful relations between tourists and residents.
The measures, due to come into effect on Sunday, outlawed food and drink sales, chair rentals, loudspeakers and live music in kiosks without official permits.
Critics warned of the threat to livelihoods of many musicians and local vendors.
Rio's city government rescinded parts of the decree including the strict regulation of live musical performances and the ban on glass bottles in kiosks. Owners of beach huts will be permitted to display names — not only numbers — as long as they follow an established format.
'Music will return to the beaches,' said Julio Trindade, who works as a DJ in the kiosks and campaigned against the measure. ' Rio's beaches are known worldwide and they deserve a soundtrack.'
Other measures including the ban on loudspeakers and the crackdown on unregulated sales of food and drink will remain in place, the city government said in a statement.
'The city remains vigilant over our beaches to ensure that public order is maintained and that public spaces continue to be respected,' Rio's secretary of public order, Brenno Carnevale, said in a statement.
Paes said the restrictions on live music had been introduced because some kiosks were playing music above permitted volumes and beyond the 10 p.m. cut-off time.
'Anyone who doesn't respect the rules will face a fine of 1,000 reais (around $180) for the first infraction, a fine of 2,000 reais for the second. And on the third, we'll cancel the license and change the owner of the kiosk,' the mayor said.
The United Street Vendors' Movement, which protested Tuesday in the municipal assembly, later said it met with assembly president Carlos Caiado.
'We secured a crucial step forward: the creation of a working group with the participation of street vendor representatives to discuss safety, sanitary regulations and most importantly, the legalization of our category,' the movement said.

Manchester United have completed the signing of Matheus Cunha. The Brazil forward has now finalised his £62.5m move from Wolves with a statement due imminently, Mail Sport understands. Cunha, 28, passed his medical last week and will be United's first statement of intent in a big summer as they seek to rebuild under Ruben Amorim. Cunha netted 33 times in 92 appearances for Wolves after initially joining from Atletico Madrid on loan in January 2023. He penned a deal permanently at the end of that season for up to 40m euros (£35m). United will pay Wolves in three instalments of £20.85m over two years after the Molineux club rejected an offer to stagger the payment over five years. Cunha enjoyed an impressive individual campaign in the Midlands, scoring 15 goals and providing six assists in 33 Premier League appearances. His total was significantly higher than any United player managed in the league, with Bruno Fernandes and Amad Diallo ending as joint top scorers with eight each. The 25-year-old was heavily linked with a move to Old Trafford throughout the season despite signing a new four-year deal with Wolves in February. Seven medical professionals are currently on trial for culpable homicide - roughly equivalent to involuntary manslaughter - but have denied the charges. They are facing prison sentences of between eight and 25 years. However, there was a shock twist when the case was declared a mistrial on Thursday, after one of the three judges overseeing proceedings stepped down following criticism surrounding her participation in an upcoming documentary. Her two fellow judges opted to restart the entire case from scratch. Morbid details on Maradona's condition before his passing were revealed during the trial. Indeed, it emerged he had suffered an agonising 12-hour death in a dark room, struggling to breathe after his heart swelled to double that of a regular size. Now, Fernando Burlando, the lawyer who represents Maradona's daughters, Dalma and Gianinna, has shed further light on the alleged negligence of his medical team. Speaking on Mirtha Legrand's show, he bluntly said: 'He died amidst the smell of urine and faeces.' Burlando then added that Maradona had been 'deeply sedated' by doctors, before claiming the medics purposefully isolated him from his loved ones. Burlando also shockingly alleged Maradona's phone number was changed constantly, and that his daughters' numbers were saved under different names so that he would not recognise them when they tried to call. He said: 'When Dalma or Gianinna arrived, Diego's face would transform, he would become a different person, his eyes would light up. 'But Diego didn't understand why they didn't call him. '"Why don't you call me?" he asked one of his daughters. They told him they did it all the time, but their calls didn't appear on his phone.' Burlando concluded: 'I doubt everything, and this deserves a serious investigation. Maradona was abandoned, isolated, and delivered to the worst possible end.' It was revealed earlier in the trial that four-and-a-half litres of fluid had accumulated in his organs due to an acute pulmonary edema brought on by heart failure. Forensic expert Carlos Mauricio Casinelli showed pictures of brain clots, a 'sign of agony', and claimed his heart weighed 503 grams - more than a football. Argentinian newspaper Clarin carried the horrifying details which became public, with Casinelli claiming that his torture would have been easy to spot for days. 'The heart was completely covered in fat and blood clots, which indicate agony,' he said. 'This is a patient who had been collecting water over the days; that's not acute. 'This was something that was foreseeable. Any doctor examining a patient would find this. The water he had in his abdomen, in both pleurae, and in his heart isn't normal. 'It doesn't form in a day or an hour. It's been forming over several days. It could have been from the time he was expelled (from hospital) until he died. 'This is likely to take at least 10 days, given the addition of cirrhosis and myocarditis.' Maradona had struggled with drug addiction, obesity and alcoholism for decades, and reportedly came close to death in 2000 and 2004. But prosecutors suspect that - were it not for the negligence of his doctors - his death could have been avoided. Maradona's cause of death was officially listed as 'acute pulmonary edema secondary to exacerbated chronic heart failure'.
