
Egypt's Official Fatwa-Issuing Body In Attack On Calls For Jihad Against Israel By Qatar-Affiliated International Union Of Muslim Scholars (IUMS): These Calls Are Irresponsible And A Violation Of Shari'a Law
On March 31, 2025, the Qatar-based and funded International Union of Muslim Scholars (IUMS) – an arm of the Qatari regime that disseminates anti-West extremist Islamic terrorist ideology – issued a fatwa (religious ruling) calling on all Muslims and all Islamic countries to wage jihad against Israel, and presenting this as an duty incumbent on every Muslim. In response to the fatwa, on April 7, 2025, Dar Al-Ifta, Egypt's official fatwa-issuing body, published a statement harshly attacking the IUMS fatwa and declaring that it contradicts shari'a law. No element or organization, it said in the statement, is entitled to issue religious rulings on a sensitive matter such as jihad in a manner contradicting Islamic shari'a law and endangering the stability of the Muslim countries and societies. It added that it is only the ruler and the country that may make decisions about war – not any entity or association lacking legitimate authority, and went on to assert: "A call to wage jihad, without taking into account the capabilities of the ummah [Islamic nation] and its existing political, military, and economic situation, is an irresponsible call, which contradicts the principles of shari'a."
Dar Al-Ifta further stressed in the statement that Islamic shari'a law warns against hasty decisions that do not take the public interest into consideration and are likely to increase the damage that will be done to the Muslim ummah (nation) and to society. It also said: "Whoever calls for waging jihad must, first and foremost, stand himself at the head of the ranks, just as the Prophet Muhammad led the battles."
It is notable that several days before the Dar Al-Ifta issued this statement, the Egyptian Salafi sheikh Yasser Borhamy spoke out against the IUMS fatwa. His move was viewed as corresponding to the position of the Egyptian regime. [2]
It may be that the tension between the IUMS and Dar Al-Ifta – religious institutions representing Qatar and Egypt respectively – reflects the tensions between the two countries, which have increased following the current "Qatargate" scandal in Israel and the allegations that Qatar had paid advisers to Israeli Prime Minister Benjamin Netanyahu to provide negative messages about Egypt to journalists, which would also lessen the latter's role as an honest broker between Israel and Hamas. These tensions were apparent in criticism of Qatar by Egyptian politicians and journalists, and accusations that it was scheming against Egypt. [3]

The following is a translation of Dar Al-Ifta's statement in response to the IUMS fatwa calling for jihad against Israel:
"In the name of Allah the Compassionate and the Merciful
"The Egyptian Dar Al-Ifta studied the calls published recently announcing that it is the duty of every Muslim to wage armed jihad against the Israeli occupation, and demanded of the Islamic countries that they intervene militarily immediately to impose a counter siege [on Israel].
"In the framework of our shari'a responsibility and based on the rules of Muslim jurisprudence and the foundations of the Islamic shari'a, Dar Al-Ifta declares the following:
"1. Jihad is an explicit shari'a concept that has clear and specific conditions, foundations, and goals from a standpoint of religious law. [No] particular element or organization has the right to initiate a religious ruling regarding such delicate and sensitive issues, in a manner which contradicts the rules of shari'a and its noble intentions or in a way which endangers the security of the societies and the stability of the Islamic countries.
"2. The Egyptian Dar Al-Ifta asserts that support of the Palestinian people and its legitimate rights is a shari'a, humanitarian, and moral obligation, but on the condition that the support will be in the framework of the interests of the Palestinian people and not in service of certain agendas or escapades whose consequences have not been taken into account and which will bring upon the Palestinians themselves more destruction, displacement, and disasters.
"3. One of the most prominent rules of the Islamic shari'a is that the declaration of jihad and the decision to wage war and fight are made only under a flag, and in our times, this is implemented [only] by a legitimate country and the political leadership, and not by means of statements that are issued by entities or associations which lack any legitimate authority and that do not represent the Muslims in theory or in practice. All incitement [urging] individuals to take action that opposes their countries and to come out against decisions made by the ruler are deemed a call to chaos, to unrest, and to degeneracy on earth, and this is forbidden by Allah and the Prophet [Muhammad].
"4. A call to wage jihad, without taking into consideration the capabilities of the ummah and its current political, military, and economic situation, is an irresponsible call which contradicts the principles of shari'a which instruct us to take measures and to take the outcomes into account. The Islamic shari'a encourages us to evaluate the benefits and damage, and warns against hasty decisions that don't consider the public interest and are even likely to multiply the damage that will be caused to the ummah and to society.
"5. One of the laws of Islam is that whoever calls for jihad must, first and foremost, stand himself at the head of the ranks, just as the Prophet Muhammad led the battles, [4] instead of sparking feelings and arousing emotions and leaving it to others to deal with the consequences.
"6. It would be wise and correspond to the aims of shari'a, if the efforts of the Islamic ummah were directed to serious work to stop the escalation and prevent the uprooting [of the Palestinians], rather than to ill-considered escapades that will deepen the crisis and worsen the tragedy of the Palestinians.
"Based on the above, the Egyptian Dar Al-Ifta stresses the necessity to gird oneself with knowledge of religious law, with wisdom and with insight and not to be influenced by grandiose slogans bereft of all logic or connection to reality..." [5]

The International Union of Muslim Scholars (IUMS) routinely disseminates extremist ideology and a discourse of hatred, incitement to jihad and terrorism and antisemitism, in a manner which corresponds to Qatar's support, for decades, of various terrorist organizations across the world. The IUMS was founded in 2004 by Egyptian-born sheikh Yousuf Al-Qaradawi, an important Muslim Brotherhood (MB) ideologue known for his extremist positions in favor of jihad and terrorism and even in support of suicide attacks, as well as for his extremist positions regarding the West and the aspiration that Islam will control Europe. As a result of these positions, Al-Qaradawi became a controversial figure in the Islamic world and appears on designated terrorist lists in several Arab countries while he is forbidden to enter a number of Western countries. Those who have followed in his footsteps in the IUMS, such as Ahmad Al-Raissouni who was the group's chairman until 2022, and Ali Al-Qaradaghi who has been chairman since 2024, have held similar positions in favor of jihad and terrorism.

Al-Deif Brigades claim rocket strike on Israel
Shafaq News/ An armed faction calling itself the 'Martyr Mohammed Al-Deif Brigades' has claimed responsibility for launching two rockets from Syria's Daraa province toward Israeli military positions in the occupied Golan Heights on Tuesday. The group's emergence has raised questions in both Israel and Gaza, with Hamas denying any link to the group, saying it has no knowledge of its formation, leadership, or backing. The Israeli army said the Grad rockets landed in open areas, causing no casualties. In retaliation, Israeli forces launched artillery and air strikes on Syrian territory, targeting areas near the villages of Maariya and Koya in the Yarmouk Basin. Local sources said four Israeli military vehicles entered a position known as Thaknet al-Jazira in western Daraa. The Pakistani Army's Complicity With Jihadi Groups
On the night of May 6-7, 2025, India launched missiles at nine sites in Pakistan and Pakistan-occupied Kashmir (PoK). These sites were mosques and madrassas (Islamic religious seminaries) that double as training centers, residences, and hideouts used by Jaish-e-Muhammad (JeM), Lashkar-e-Taiba (LeT), Hizb-ul-Mujahideen (HuM), and other jihadi terror organizations. All these sites have been in Pakistani territories for decades, indicating that Pakistan's use of non-state actors as instruments of state policy to foment terrorism with dangerous repercussions for the region. The Pakistani Army is actually complicit in encouraging, financing, training, and supporting these terror groups. The Nine Sites Hit By India The nine jihadi sites hit by India are: 1. Center Subhan Allah, JeM, Bahawalpur, Punjab Province 2. Center Taiba, LeT, Muridke, Lahore, Punjab Province 3. Sarjal/Tehra Kalan facility, JeM, Shakargarh, Narowal District, Punjab Province 4. Mehmoona Joya Facility, HuM, Head Marala, Sialkot, Punjab Province 5. Center Ahle Hadith Barnala, LeT, Bhimber District, Pakistan occupied Kashmir (PoK) 6. Center Abbas Mosque, JeM, Kotli, PoK 7. Maskar Raheel Shahid Training Center, Hizbul-Mujahideen, Kotli, PoK 8. Shawai Nallah Camp, LeT, Muzaffarabad, PoK 9. Syedna Bilal Center, JeM, Muzaffarabad, PoK JeM is headed by Maulana Masood Azhar, who was among three terror commanders freed by India in 1999 in exchange for the Indian Airlines Flight 814 hijacked from Kathmandu to Kandahar. LeT is headed by Hafiz Muhammad Saeed, who is supposed to be in prison but lives under house arrest, protected by Pakistani intelligence. HuM is headed by Syed Salahuddin aka Mohammad Yusuf Shah, who is also the leader of the United Jihad Council, a network of anti-India jihadi organizations in Pakistan. It is worth noting that LeT uses Shawai Nallah Camp (Site Eight) also known as Bait-ul-Mujahideen "for recruitment, registration, and training. This camp has been functional since early 2000." David Coleman Headley, the main accused in the 2008 Mumbai terror attack, had undergone basic training in Shawai Nallah, in 2002. He also underwent training in Manshera, KPK, and Markaz Taiba, Muridke. Inside the Shawai Nallah camp, there was the "Bilal Shawai Mosque," which was also hit during India's strike on the night of May 6-7. Some Indian observers believe that Pakistan dubbed its May 10[1] military operation against India "Operation Bunyan Al-Marsoos"[2] because this phrase from the Quran, which in Arabic means "a solid, compact structure" or "a structure made of lead" was written at the entrance of the "Bilal Shawai Mosque." This claim is difficult to verify as the phrase can be found in and on many mosques. In the Quran, the phrase describes those who fight in the way of God as being "like a [solid] structure." Chief of Army Staff of Pakistan Asim Munir is a hafiz, or someone who has memorized the Quran. The Quranic verse written at the entrance of the Syedna Bilal jihadi camp that was hosted in the "Bilal Shawai Mosque," in Muzaffarabad, in Pakistan-occupied Kashmir (PoK). Shawai Nallah is close to another jihadi camp: the Syedna Bilal Center/Markaz (Site Nine), used by JeM. It is situated opposite the Red Fort, in Muzaffarabad. The Syedna Bilal Center/Markaz is a mosque and training center. "The JeM's office and transit camp are located on a first floor adjacent to the building of Syedna Bilal Masjid. The mosque building consists of a three-story building; a Hijama [pressure cupping medical therapy] center is located on the ground floor. This facility is spread over 8-10 kanals and has family quarters, office building, and office of the Al-Rehmat Trust, the charity wing of JeM."[3] According to reports, the camp was used for weapons training, bomb-making, and jungle survival exercises for JeM operatives. Its location near Muzaffarabad's Red Fort made it a high-security zone, allowing JeM to operate with relative impunity. Intelligence linked the camp to recent terror strikes, including the heinous Pahalgam terrorist attack on April 22, 2025, which targeted Hindu men. The Indian online news outlet The Probe[4] reported: "The camp was a transit point for 50-100 terrorists at any given time, preparing them for infiltration into Jammu and Kashmir to carry out attacks. The camp's strategic significance stemmed from its role in coordinating logistics and training, with credible reports indicating the involvement of Pakistan Army's Special Services Group (SSG) in providing specialized training to JeM operatives. The precision missile strike on the Syedna Bilal Camp aimed to dismantle this nexus between JeM and elements of the Pakistani military, significantly disrupting the group's ability to orchestrate cross-border terrorism."[5] Complicity Of The Pakistani Army Operation Sindoor, India's May 7 airstrikes against Pakistan, killed several terrorists linked to Pakistan-based groups. Photos appeared of top Pakistan military officers attending a funeral of these terrorists. "Photos of top Pakistan officers attending the funeral of these terrorists in military uniform had gone viral, exposing the decades-old nexus between Pakistan's army and terrorists. India has flagged an image – showing the coffin of a terrorist draped in Pakistan's flag – as the undeniable evidence of Pakistan's involvement in global terrorism," Indian media outlet reported. "The Pakistani armed forces have claimed that Hafiz Abdur Rauf, a US-designated global terrorist, who led the funeral of the terrorists killed in Indian airstrikes during Operation Sindoor is an ordinary citizen. Lieutenant General Ahmed Sharif Chaudhry, Pakistan's Director General of Inter-Services Public Relations (DG ISPR), categorically denied that the man seen in the image was a terrorist. Instead, he was described as a religious leader and 'a common family man'… The man identified by Pakistan as a cleric is Hafiz Abdur Rauf, a senior leader of Lashkar-e-Taiba (LeT) and head of the now-banned Falah-e-Insaniyat Foundation (FIF), both of which are designated terrorist entities under US and United Nations sanctions." ( May 12, 2025) "The funeral prayer for several terrorists eliminated in India's Operation Sindoor was attended by the Pakistan Army personnel and members of the banned Jamaat-ud-Dawah (JuD) of Hafiz Saeed … The funeral prayer for Qari Abdul Malik, Khalid and Mudassir was held in Muridke amid high security, said Tabish Qayyum, spokesperson of the Pakistan Markazi Muslim League, a political wing of JuD. Along with the Pakistani Army and JuD members, members of the civil bureaucracy were also present at the funeral, said Qayyum, who also attended the event. The funeral prayer was led by Hafiz Abdul Rauf, with prayers offered for the safety and security of the country. He claimed that Malik, Khalid, and Mudassir, believed to be members of the JuD, served as the mosque's prayer leaders and caretakers. The bodies were later sent to their native areas for burial." (Source: May 7, 2025) It is worth noting that the airstrike on JeM headquarters, Subhan Allah Center/Mosque, Bahawalpur (Site One), conducted by Indian Armed Forces, killed at least 20 terrorists. The injured terrorists were taken to B. Victoria Hospital, in Bahawalpur, and were visited by several officers of the Pakistani establishment led by Lt. Gen. Muhammad Aqeel (XXXI Corps Commander). Yet, the Pakistani media claimed that Lt. Gen. Aqeel went to visit civilians who were hurt in the Indian missile attack.
