Lokpal seeks CBI, ED officers to join its inquiry wing
The Lokpal has sought applications from officers with experience in working with the Central Bureau of Investigation (CBI) and
Enforcement Directorate
(ED) to join its inquiry wing on deputation.
The applications have been invited for filling up of various posts i.e., deputy director (DD)/superintendent of police (SP), inquiry/investigation officer, assistant inquiry/investigation officer and personal assistant in the inquiry wing of Lokpal of India on a deputation basis, according to an official circular.
The Lokpal and Lokayuktas Act, 2013, came into force on January 1, 2014, when it received the assent of the President. However, it began functioning only on March 27, 2019, following the appointment of its chairperson and members.
To discharge its statutory functions, Section 11 of the Act obligates the Lokpal to constitute an inquiry wing to conduct a preliminary inquiry into any offence punishable under the
Prevention of Corruption Act
, 1988, alleged to have been committed by the public servants and functionaries.
On August 30, 2024, a full bench of Lokpal met and decided to constitute such an inquiry wing.

It has sought applications for posts of DD/SP, four posts each of inquiry/investigation officer and assistant inquiry/investigation officer, and two posts of personal assistant.

(NCB),
Serious Fraud Investigation Office
(SFIO) and those belonging to state or Union Territory police bodies are eligible to apply, said the vacancy circular dated June 10.
It said officers with experience in conducting investigation in general/economic & banking/cyber matters are desirable.
The pay & allowances, HRA, transport allowance, joining time, travelling allowances & transfer TA, children education allowance, LTC, dearness allowance, medical facilities, leave and the other terms & conditions of the officers selected for appointment on deputation basis will be governed by the extant guidelines/rules as admissible to the central government employees, till the time the Lokpal Officers and Staff (Conditions of Service) Regulations, 2024 are notified, the circular said.
The DD and SP will be provided the facility of pick and drop from residence to office and vice versa, and other staff members can avail the facility of pick and drop between office and the nearest metro station/bus stand, it added.
The last date for receiving applications is 60 days from the date of issuance of the vacancy circular.

Deep-rooted conspiracy in Nagaram land transactions: ED to HC
The ongoing investigation into the alleged fraudulent sale of Bhoodan lands as private lands in Nagaram village of Maheshwaram mandal in Ranga Reddy district suggested that there was a 'deep-rooted conspiracy' and 'use of forged documents', the Enforcement Directorate (ED) said. In a counter affidavit filed before the Bench of Justice C.V. Bhaskar Reddy of the Telangana High Court in a writ petition seeking probe into 'Bhoodan land fraud', the ED officials said that manipulation of records maintained by officials at Tahsil, Mandal, District and Chief Commissioner of Land Administration offices resulted in alienation of government land. 'The investigation is on and there is a possibility that some more facts may emerge regarding the role of the said persons and also Government officials,' the counter affidavit by ED Hyderabad Assistant Director Gajaraj Singh Thakur stated. The ED informed the HC that they had recorded the statement of writ petitioner Birla Mallesh under Section 50 of the Prevention of Money Laundering Act, and stating that the petitioner revealed certain facts related to lands under survey no. 194 of Nagaram village. The ED officer informed the HC that the complaint of Mr. Mallesh was forwarded to the Telangana DGP under Section 66 of the PMLA on November 8, 2024. However, there was no response from the DGP office till date in the matter, the affidavit stated. No action under PMLA was initiated by the ED relating to lands under survey nos. 194 and 195 of Nagaram village, as no case was registered by any police station. Following a private complaint lodged by one Dastagir Shareef, a court referred case was registered against Khaderunnisa and others by the Maheshwaram police of the Rachakonda Commissionerate. Based on this, the ED issued an Enforcement Case Information Report pertaining to fraudulent transactions over lands in survey no. 181 and 182, the affidavit said. No ECIR was issued relating to lands under survey nos. 194 and 195. The writ petitioner Mallesh alleged that some senior IAS and IPS officers purchased lands in Nagaram villages under these survey numbers. Justice C.V. Bhaskar Reddy issued notices to the senior bureaucrats directing them to file their respective counter affidavits. The officers moved the division bench seeking a direction to stay the single judge's order. The division bench, however, instructed them to file their objections and responses before the single judge.

Realty prices thwart government's attempts at property acquisition
The unbridled run of the real estate, promoted by the State government for the past decade with an eye on revenue gains, has come home to roost. Property owners are more determined to move heaven and earth for their asking price, rather than yield to the price offered by the government when it comes to property acquisition. Officials of the Greater Hyderabad Municipal Corporation (GHMC) tasked with property acquisition to facilitate various infrastructural projects are having the hardest time convincing the property owners to give up the land for the price offered as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The Act offers twice the market value of the land as fixed and revised by the government from time to time, in lieu of property acquisition. While the Act was hailed in 2013 as game-changer in favour of the farmers set to forgo their lands for development, it is now considered a raw deal by farmers as well as urban property owners in view of the steeply increased realty values, the officials say. 'Remember Lagacharla? Not one owner is willing to accept the prevailing rates, justifiably so, given the real estate values,' says an official under the condition of anonymity, recalling the farmers' protests at the village in the Vikarabad district, which had successfully thwarted the Pharma City project proposed by the government. In the city too, for upmarket localities such as Banjara Hills and Jubilee Hills, the market value of land as per the Registration Department hovers at around ₹64,000 per square yard, but on the ground, the realty prices have skyrocketed to ₹2 -3 lakh per square yard here. With several infrastructural projects lined up in these divisions as part of the Hyderabad City Innovative and Transformative Infrastructure (H-CITI) project, GHMC officials are clueless about the way ahead for property acquisition. Awards to the tune of ₹760 crore pertaining to the components of the Strategic Road Development Plan (SRDP) and other road widening projects are already pending, for want of funds. At least ₹100 crore of this, is the price the owners got after resorting to legal means. 'Even property owners who accept the award, are doing so under protest, so that they could have a leeway to approach the court for higher price. Advocates are minting money, demanding 50% of the increased compensation,' the official said. They are seeking higher price under the Act, with the argument that the last market value revision was done three years ago, compelling the courts to grant 30-50% more than the compensation granted. A total of 264 properties are in various stages of processing, solely to facilitate the flyovers and underpasses planned around the Kasu Brahmananda Reddy National Park. Together with the rest of the components proposed under H-CITI, the number of properties requisitioned crosses 1100.

NIA team arrives in Mangaluru to probe into Suhas Shetty murder
A team of the National Investigation Agency (NIA) has arrived in Mangaluru to probe into the murder of Suhas Shetty, a Hindutva activist and an accused in two murder cases. Suhas Shetty was murdered at Bajpe, on the outskirts of Mangaluru, on May 1. Police have so far arrested a total of 12 persons in connection with the murder. Police Commissioner C.H. Sudheer Kumar Reddy said that the Investigating Officer will hand over the case to NIA. 'The process of handing over the case has begun,' Mr. Reddy said. The Union Home Ministry handed over the investigation into the murder to the NIA on June 7 considering the 'the gravity of the offence, its national ramifications as well as the need to unearth the larger conspiracy'. It said: 'The Central government has received information regarding registration of FIR no. 0080/2025 dated 01.05.2025 by the Karnataka police at Bajpe police station in, District - North Sub-Division, Mangaluru city, Karnataka, under sections 189(4), 191(2), 191(3), 126(2), 109, 118(1), 103(1), 61(1), 62, 351(2), 351(3), 190 of the BNS, 2023, and sections 3(1), 25 of the Arms Act, 1959, pertaining to attack on one Suhas Shetty on 01.05.2025 while he was travelling in a car along with a few others, by one Safwan with eight other persons, and the attack resulted in critical injuries to Suhas Shetty and others, and he subsequently succumbed to them in a hospital.' In this case, the Ministry said, sections 10 read with 41, 13, 15, 17, 18, and 20 of the Unlawful Activities (Prevention) Act, 1967, dealing with unlawful associations and terrorist activities, were attracted. The case relates to the targeted killing of an individual in public view with the intention to create terror in the minds of people, and the accused persons involved in the case were allegedly members of the Popular Front of India (PFI), an unlawful association. In view of the circumstances mentioned, the Central government was of the opinion that a scheduled offence under the National Investigation Agency Act, 2008, had been committed in the instant case and having regard to the gravity of the offence, its national ramifications as well as the need to unearth the larger conspiracy, it was required to be investigated by the NIA. The Ministry directed the NIA to take up the investigation into the case in exercise of the powers conferred under sub-section (5) of section 6 read with section 8 of the NIA Act.
