
Federal Court rejects leave to appeal over KL-Singapore HSR, ends Hatta Sanuri's legal challenge
PUTRAJAYA, May 27 — The Federal Court today dismissed Mohd Hatta Sanuri's application for leave to appeal in his bid to reinstate a lawsuit over the cancellation of the Kuala Lumpur-Singapore High-Speed Rail (HSR) project.
A three-member bench comprising Justices Datuk Zabariah Mohd Yusof, Datuk Abu Bakar Jais and Datuk Hanipah Farikullah unanimously ruled that the legal questions posed failed to meet the threshold under Section 96 of the Courts of Judicature Act 1964.
Delivering the court's decision, Justice Zabariah held that the matter was interlocutory in nature and did not involve any novel legal issue or question of public importance.
She noted that the issues raised, specifically those relating to locus standi and justiciability, have been conclusively settled in existing case law.
Justice Zabariah further remarked that the court views frivolous legal claims with seriousness and observed that the questions of law submitted were verbose and lacked precision.
'If they (the questions) were drafted well, then maybe we could ventilate,' said Justice Zabariah in dismissing Mohd Hatta's application for leave, with no order as to cost.
This decision effectively brings to an end Mohd Hatta's legal challenge against the government, former prime ministers Tun Dr Mahathir Mohamad and Tan Sri Muhyiddin Yassin, former Minister in the Prime Minister's Department (Economy) Datuk Seri Mustapa Mohamed and former Transport Minister Datuk Seri Dr Wee Ka Siong.
Mohd Hatta had sought leave to appeal the Court of Appeal's decision on January 16, 2024, which upheld the High Court's ruling that his suit was non-justiciable and disclosed no reasonable cause of action.
The High Court had earlier struck out the suit on December 15, 2023, after allowing the government's application to dismiss the claim.
Acting in person and purporting to represent over 32 million Malaysians, Mohd Hatta filed the suit in December 2022, seeking to nullify the cancellation of the project and demanding compensation of RM1 million for each Malaysian over its termination.
The suit arose from the termination of the 350km HSR project, jointly announced by the governments of Malaysia and Singapore on January 1, 2021, following the parties' failure to reach an agreement on proposed modifications before the expiry of the bilateral agreement on December 31, 2020.
The project had been envisioned to facilitate high-speed travel between the two countries within 90 minutes, inclusive of domestic and shuttle services.
Mohd Hatta was represented by counsel Mohaji Selamat, while Senior Federal Counsel Donald Joseph Franklin appeared on behalf of the government. — Bernama

Ringgit ends higher on weaker US dollar, cautious inflation outlook
KUALA LUMPUR : The ringgit closed higher against the US dollar today, supported by a weaker greenback following downbeat US economic data, as investors shifted into risk-on mode. Bank Muamalat Malaysia Bhd chief economist Afzanizam Abdul Rashid said traders and investors were weighing the prospects of an economic slowdown and the risk of higher inflation stemming from recent tariff shocks. At 6pm, the local note stood at 4.2245/4.2295 against the greenback, strengthening from yesterday's close of 4.2435/4.2490 At the close, the ringgit traded mostly higher against a basket of major currencies. It slipped against the Japanese yen to 2.9495/2.9531 from yesterday's 2.9444/2.9486 but strengthened versus the euro to 4.8235/4.8292 from 4.8300/4.8362 and appreciated against the British pound to 5.7301/5.7369 from 5.7427/5.7502. The local currency also traded higher against most of its Asean peers. It appreciated versus the Singapore dollar to 3.2881/3.2922 from 3.2906/3.2951, advanced against the Indonesian rupiah to 259.3/259.8 from 260.4/260.8, and edged higher against the Philippine peso to 7.59/7.61 from 7.60/7.62. However, it fell against the Thai baht to 12.9925/13.0138 from 12.9679/12.9911.

Amir Hamzah to follow up with Singapore's takeover of Woodlands land for checkpoint expansion, says Fahmi
PUTRAJAYA, June 5 — Finance Minister II Datuk Seri Amir Hamzah Azizan has been tasked with taking further action following the announcement by Singaporean authorities regarding the acquisition of two plots of land owned by the Malaysian government in Woodlands. Communications Minister Datuk Fahmi Fadzil said the matter was discussed during today's Cabinet meeting following media reports yesterday about the actions of the republic's authorities. 'The Cabinet discussed this issue, and the Finance Minister II has been assigned to undertake several follow-up actions,' he said at a weekly press conference here today. Yesterday, the Singapore Land Authority (SLA) announced plans to acquire two plots of land owned by the Malaysian government for the redevelopment and expansion of the Woodlands Checkpoint (WCP). In a joint statement, the SLA and the Immigration and Checkpoints Authority (ICA) said the two plots, with a total area of about 0.79 hectares, are located near the central area of the redevelopment site and will be acquired by the Singapore government. According to the statement, both plots are overgrown and unused. The SLA and ICA said they will work closely with the Malaysian government throughout the acquisition process. In another development, Fahmi said the issue of drone mobility is being followed up by the Transport Ministry (MoT) to formulate clearer policies and guidelines on their use. He said the matter was raised by Transport Minister Anthony Loke during today's Cabinet meeting. 'Time is needed for MoT to review the amended policies and provide updates, particularly regarding the use of drones within certain limits and other aspects,' he said. Yesterday, Prime Minister Datuk Seri Anwar Ibrahim, speaking at the 6th Series of the Malaysia Madani Scholars' Forum, said the government would review policies on low-altitude airspace usage and drone mobility during the Cabinet meeting (today).
