Punjab reconstitutes village health committees to boost grassroots healthcare

Chandigarh: In a significant move to strengthen healthcare delivery at the grassroots level, the
Punjab health department
has reconstituted village health, sanitation and nutrition committees (VHSNCs) across the state.
Health minister Dr Balbir Singh called upon these committees to work in close coordination with the govt to combat vector- and water-borne diseases and contribute towards building a drug-free Punjab.Over 1 lakh members from 12,977 VHSNCs participated online in the inaugural event, showcasing strong community engagement.
During a virtual interaction, Dr Balbir Singh personally addressed more than 100 members from selected VHSNCs representing the districts of Mansa, Patiala, Sangrur, Fatehgarh Sahib, Gurdaspur, and Bathinda. Highlighting the pivotal role of VHSNCs in addressing public health concerns, the minister said that the committees would focus on the prevention and control of
vector-borne diseases
such as Dengue, Malaria, and Chikungunya, along with waterborne illnesses like Diarrhoea.The health minister informed that

were trained to identify mosquito larvae under the ongoing "Har Shukarvar Dengue Te Vaar" campaign, which aims to eliminate stagnant water — a primary breeding ground for mosquitoes.
As part of biological control measures, the health department is also distributing Gambusia fish to be released in village ponds to curb mosquito populations.He further noted that dengue testing is now available free of cost at all Aam Aadmi Clinics (AACs), and that free treatment is accessible at any govt healthcare facility for those diagnosed with the disease.Beyond disease control, Dr Balbir Singh underscored the importance of safe drinking water, drug-free villages, and community vigilance against drug peddling, in collaboration with Village Defence Committees.

Dr Singh emphasised that Punjab is fully prepared to manage potential outbreaks and is prioritising grassroots-level education to promote preventive practices. He explained that vector-borne diseases such as dengue, malaria, and chikungunya are preventable if stagnant water sources are eliminated weekly, especially on Fridays, to disrupt the mosquito breeding cycle. During his visit, he personally inspected homes for mosquito breeding spots and demonstrated how common household items like cooler tanks, flowerpots, and fridge trays can serve as breeding grounds. To encourage active participation, Asha workers Sompreet Kaur and Saroj were awarded Rs 500 each for identifying mosquito larvae during inspections. He also addressed the ongoing heatwave, advising residents to avoid outdoor exposure between 12 pm and 3 pm, stay hydrated, and wear protective clothing. Regarding Covid-19, Dr Singh reported that Punjab has recorded only 31 mild, asymptomatic cases, with two deaths involving patients with pre-existing health conditions. He assured that hospitals are well-equipped with oxygen supplies, medicines, and emergency beds. He also recommended avoiding crowded, enclosed spaces and opting for well-ventilated areas. The minister concluded by urging special care for vulnerable groups such as pregnant women, children, and the elderly. 1 2 Chandigarh: On the contentious issue of the 'exorbitant' security deposit for the Group Home for persons with mental disabilities, the Chandigarh administration is finally relenting and will reduce the deposit required for admission to the home. On the directions of the Punjab and Haryana high court, the administration called a meeting of the governing body of the UTTHAAN Group Home Society on Friday to discuss the quantum of the security deposit. "In the meeting, the administration proposed staggering the security deposit in terms of the category of the room – ranging from Rs 10 lakh to Rs 20 lakh," said Damanjeet Singh, Governing Body member (Family representative), UTTHAAN Group Home Society, who attended Friday's governing body meeting. Currently, the security deposit amount is Rs 20 lakh for all categories of rooms. Instead of Rs 20 lakh for everyone, the administration has proposed a category-wise security deposit. For the suite, it is proposed to remain the same at Rs 20 lakh; for the single room resident, it would be Rs 15 lakh; and for the double room resident, it is proposed to be Rs 10 lakh. The bench of Chief Justice Sheel Nagu and Justice Sumeet Goel instructed the administration to "apply its mind on the aspect of the quantum of security amount of Rs 20 lakh, which deprives admission into the said Mental Illness Home even to deserving mental health patients merely because of a paucity of funds. " The court observed, "After hearing learned counsel for the rival parties, especially on the question of the quantum of security deposit of Rs 20 lakh required for admission of mental health patients in Group Utthaan Society and testing the same on the anvil of the Mental Healthcare Act, 2017, particularly Sections 18, 19, 20, and 21 of the Act, mandating every person suffering from mental illness to be treated with dignity, reasonableness, and without any discrimination, the quantum of security deposit of Rs 20 lakh is exorbitant. " In 2018, the parents and guardians of mental health patients demanded the setting up of a Group Home for mental health patients. Though the construction of the group home was completed, it is yet to become operational. Parents/guardians seek further reduction On the administration's proposal, parents and guardians have sought a further reduction. A parent, on the condition of anonymity, said, "As per the latest proposal, this works out to approximately equivalent to five years of monthly fees, which is still too much. Parents have been asking for a reduction of the security deposit equivalent to one year's fee." Parents and guardians have been demanding the security deposit to be fixed at Rs 4 lakh for suite residents; Rs 3 lakh for single room residents; and Rs 2 lakh for double room residents. "This is broadly in line with the security deposit being taken by NGO-run Group Homes across India," contend parents. Deposit row In 2022, the Chandigarh administration finally decided to set up such a group home in Sector 31. The group home building was completed in 2024. In October 2024, in the first meeting of the governing body, the security deposit was fixed at Rs 40 lakh for a suite, Rs 30 lakh for a single room, and Rs 20 lakh for a double room. Tenkasi: The death toll in the suspected food contamination incident at a private shelter home in Sundarapandiapuram near Tenkasi rose to four on Friday. A 70-year-old woman, identified as Dhanalakshmi, who was undergoing treatment for severe digestive complications at the Tenkasi govt hospital, died without responding to treatment on Friday. Meanwhile, eight more residents — Ram Lakshmi, Esakkiammal, Mariammal, Mumtaz, Karuppayi, Selvaraj, Kaliyappan, and Meenatchi Sundaram — who showed worsening symptoms, were shifted to the Tirunelveli Govt Medical College Hospital from Tenkasi GH for advanced care. Revathi Balan, dean of Tirunelveli GH, said all eight are currently stable and receiving treatment, but one of them, Mariammal, was admitted to the intensive care unit. "They are being closely monitored due to their age and underlying health conditions," she said. Sources at the Tenkasi GH said early symptoms and preliminary lab reports indicate a possible infection, most likely caused by contaminated food. "All concerned departments — food safety, health, and police — will be submitting their findings to the district collector in a day," said a senior doctor.
