Office completions dip 13% due to delays in OCs, project timelines: Report

New office completions across India's top eight office markets fell 13 per cent year-on-year (Y-o-Y) in the first quarter (Q1) of 2025 to 10.7 million square feet (msf), down from 12.2 msf recorded during the same period in 2024, according to a report by real estate services firm Cushman and Wakefield. The report attributed the drop to delays in obtaining occupancy certifications (OC), which pushed project timelines. An OC is a legal document issued by local authorities certifying that a building complies with approved plans and safety norms, and is suitable for occupancy. Among the top eight cities, Bengaluru, Pune and Delhi NCR together contributed 9.2 msf — or 92 per cent — of new office supply in the quarter. In contrast, cities like Chennai, Kolkata and Ahmedabad recorded no new completions, leading to lower vacancy rates and higher rentals in these markets. 'Supply constraints and strong occupier demand in the first quarter of the year across India's top eight office markets have resulted in a drop in the vacancy rate by 55 basis points to 15.7 per cent, from 16.25 per cent in Q4 2024,' the report stated. Most cities, except Bengaluru and Pune, reported a decline in vacancy as supply lagged demand. Despite new additions, robust leasing and limited supply in most markets further tightened vacancies, with the office real estate market recording a decline in vacancy rates for a seventh consecutive quarter. Office leasing activity remained strong, with gross leasing volume (GLV) across the top eight markets rising 5 per cent Y-o-Y to 20.3 msf in Q1 2025. 'Fresh leasing made up nearly 80 per cent of the activity this quarter, marking the third consecutive quarter of this trend and pointing to sustained occupier expansion,' the report noted. Similarly, net absorption — or the volume of newly occupied office space — increased by 20 per cent Y-o-Y in Q1 2025 to 13.4 msf. Delhi NCR, Mumbai and Bengaluru collectively accounted for 63 per cent of this total. The first quarter of 2025 also recorded the third-highest quarterly net absorption on record. By sector, the IT-BPM (information technology-business process management) segment retained its position as the largest occupier of office space, accounting for 29 per cent of GLV. This was followed by banking, financial services and insurance (BFSI) at 22 per cent, while flex space operators maintained a steady 13 per cent share. Global capability centres (GCCs) increased their share to 31 per cent, up from 28 per cent in 2024. Commenting on the office market's future outlook, Anshul Jain, chief executive, India, SEA and APAC tenant representation, said: 'While we remain watchful of evolving global economic conditions, India's position as the global hub for technology, research and development, and innovation continues to strengthen.' 'The strong performance of the GCC segment, now contributing over 30 per cent of gross leasing, underscores this confidence, and we expect this trajectory to continue with more greenfield entries and expansion mandates,' he added. He further noted that domestic economic factors, such as easing inflation and anticipated rate cuts, will support occupier activity. 'With a resilient demand base, rising flex uptake, and healthy supply additions in key micro-markets, we anticipate the office market will maintain its growth footing in the quarters ahead,' he said.

The recent rally in shares of major gold NBFC stocks, including Muthoot Finance shares, Manappuram Finance and IIFL Finance shares, escalated after the Reserve Bank of India (RBI) eased rules for small-ticket gold loans. On Friday, the RBI issued its final guidelines on gold loans, which include more relaxed Loan-to-Value (LTV) norms compared to the draft proposals. Under the revised norms, the central bank raised the LTV ratio limit for gold loans below ₹ 2.5 lakh to 85% from 75%. Loans above ₹ 5 lakh will continue to have a 75% LTV cap, including interest. The LTV indicates the percent of value that a borrower can receive for their gold. According to analysts, the final guidelines are more balanced and provide much-needed flexibility to gold financiers. Unlike the draft circular, the final rules do not mandate provisioning in case of an LTV breach. Instead, the only requirement is that lenders must outline the actions to be taken in such cases within their credit policy. 'The RBI is enforcing stricter renewal rules—borrowers must repay interest and meet credit checks before renewal or top-up. Lenders now need to clearly disclose all charges, including gold assaying and auction fees, in loan documents. This is a significant step toward greater prudence, transparency, and borrower protection, benefiting all NBFCs, particularly gold loan providers,' said Avinash Singh, Senior Research Analyst at Emkay Global Financial Services Ltd. In FY25, Muthoot Finance reported a consolidated loan AUM (asset under management) of ₹ 1.22 lakh crore, having crossed ₹ 1 lakh crore in Gold Loan AUM, and achieved a consolidated net profit of ₹ 5,352 crore. Muthoot Finance share price has broken out of a bullish 17-week-long flat base at ₹ 2,300 with strong price action supported by institutional-grade accumulative volumes, noted Anshul Jain, Head of Research at Lakshmishree Investments. 'The structure indicates strength, and Muthoot Finance stock price is now poised to move towards Fibonacci extension targets of ₹ 2,690 and ₹ 2,850. The breakout zone will now act as strong support, and as long as price holds above ₹ 2,300, dips can be considered as buying opportunities for positional traders,' said Jain. At 10:15 AM, Muthoot Finance share price was trading 0.79% higher at ₹ 2,560.00 apiece on the BSE. UTTAR PRADESH is looking to project itself as a future hub for Global Capability Centres (GCC) in the country, officials said on Monday, adding that a conclave on the topic would be organised in Lucknow on Tuesday. As part of this strategy, it is planning to offer subsidies, reduced operation costs as well as skilled manpower, especially in the technology sector, government officials said. Having introduced the GCC policy in the state Cabinet meeting last month, the conclave is aimed at facilitating dialogue with the industry, including several multinational companies, and showcasing to them the incentives offered by the state and presenting UP as a future destination for 'global in-house Centres', apart from off-shore delivery units with easy availability of skilled manpower in IT, digital engineering, financial services etc. At present, Uttar Pradesh has 8,375 higher education institutes. The state also has nearly 1.25 lakh polytechnic seats, where skilled students pass-out from every year. Officials said the idea is to connect the need and requirement of the industry with the availability of skilled manpower, aiming to bring employment to the state and at the same time offering cost effective set-up for the companies. Terming the conclave as a 'strategic' initiative by the government to create 'future ready services eco-system', officials said the idea is to promote the state's capability to provide services in information technology, engineering and finance as well as research and development. Chief Secretary Manoj Kumar Singh, along with senior officials from industry, IT and electronics departments will highlight the government's initiatives in this regard. The conclave will see participation of several industry captains, including Varun Ramanan of Microsoft India, Rajeev Agarwal, Founder of MAQ Software, Amitabh Tiwari, Principal Consultant and Centre Head at Tata Consultancy Services, Lucknow, as well as Amit Verma , Regional Head (north India), NASSCOM. Sources inform that while Microsoft is in the process of establishing a 10,000 seat centre in Noida, MAQ software has established a 3000-seat engineering centre. To create skilled manpower as required by the industry, Uttar Pradesh, as part of its GCC policy, is offering to cover upto 50 per cent of the internship cost of upto 50 students with a cap of a maximum of Rs 5000 per student monthly, for internship that should last for at least two months. Further The government would also offer Skill Development Subsidy to the companies with a promise to provide 50 per cent of the training or the required course fee i.e. upto Rs 50,000 per employee, which can be availed by the companies upto 500 employees in three years time. Not only this, the government is also offering payroll subsidy, wherein companies would get reimbursement of upto Rs 1.8 lakh a year for employees who are residents of the state. Officials said that the objective is to showcase these incentives before the firms and also engage in dialogue to understand their needs so that amendments can be brought into the policies in future, if needed.

Lucknow: A month after promulgating the global capability centres policy, UP is set to host the first GCC conclave on Tuesday, officials said, adding that GCCs are centres through which a company supports its offshore operations using technology and data. "The event — to be convened by chief secretary Manoj Kumar Singh — aims to position UP as a premier investment destination and to showcase unmatched investment opportunities in the development of GCCs," an official spokesperson said on Monday. Being hosted by Invest UP, the state's investment promotion and facilitation agency, the effort will bring together industry leaders, industry associations, policymakers and other key stakeholders to deliberate on emerging opportunities, industry requirements, infrastructure support, and the strategic vision for GCC-led growth. Earlier in May, the state cabinet approved a policy under which the govt will provide subsidies and benefits to companies wishing to establish GCCs in UP. A few months ago, Microsoft laid the foundation stone for a 10,000-seater development centre in Noida, while MAQ set up a 3,000-seater engineering development centre. The govt is now willing to attract new players in cities beyond NCR, such as Lucknow, Varanasi, Kanpur and Prayagraj.
