Nations meet at UN for 'killer robot' talks
GENEVA: Countries are meeting at the United Nations on Monday to revive efforts to regulate the kinds of AI-controlled autonomous weapons increasingly used in modern warfare, as experts warn time is running out to put guardrails on new lethal technology. Autonomous and artificial intelligence-assisted weapons systems are already playing a greater role in conflicts from Ukraine to Gaza. And rising defence spending worldwide promises to provide a further boost for burgeoning AI-assisted military technology.
Progress towards establishing global rules governing their development and use, however, has not kept pace. And internationally binding standards remain virtually non-existent.
Since 2014, countries that are part of the Convention on Conventional Weapons (CCW) have been meeting in Geneva to discuss a potential ban fully autonomous systems that operate without meaningful human control and regulate others. UN Secretary-General Antonio Guterres has set a 2026 deadline for states to establish clear rules on AI weapon use. But human rights groups warn that consensus among governments is lacking.
Alexander Kmentt, head of arms control at Austria's foreign ministry, said that must quickly change.
"Time is really running out to put in some guardrails so that the nightmare scenarios that some of the most noted experts are warning of don't come to pass," he said.
Monday's gathering of the UN General Assembly in New York will be the body's first meeting dedicated to autonomous weapons. — Reuters

New Delhi: Indian External Affairs Minister S Jaishankar on Wednesday announced that India has been elected to the Economic and Social Council of the United Nations for the term 2026-28. He expressed India's commitment to championing development issues and to keep working to strengthen the ECOSOC. He thanked member states of the UN for their support and trust in India. He also appreciated the efforts made by India's Permanent Mission at the United Nations in New York. It is the central platform for fostering debate and innovative thinking, forging consensus on ways forward, and coordinating efforts to achieve internationally agreed-upon goals. It is also responsible for the follow-up to major UN conferences and summits, according to the UN statement. The UN Charter established ECOSO as one of the six main organs of the United Nations in 1945. Earlier in April, the Permanent Mission of India at the United Nations marked Dr BR Ambedkar's 135th birth anniversary with a special commemorative event at the UN headquarters in New York, attended by global leaders. During the ceremony, India's Permanent Representative to the UN, Parvathaneni Harish, highlighted Dr Ambedkar's contributions as a key figure in India's freedom struggle and as the architect of its Constitution. The event centered around the theme "The timeless appeal of Dr Ambedkar's vision within the UN and beyond," underscoring his influence on both India and the global community." Harish said, It gives me great pleasure to welcome you to the commemorative event to mark the 135th birth anniversary of Dr BR Ambedkar. Dr Ambedkar was a leading figure in India's freedom struggle and the architect of India's constitution. The one who dedicated his life to laying the foundation of our modern republic. Attacks on Gaza aid sites ‘a war crime', says UN
GENEVA: UN human rights chief Volker Turk said on Tuesday that "deadly attacks" on civilians around aid distribution sites in the Gaza Strip constituted "a war crime". Rescuers in the Palestinian territory said Israeli fire targeting civilians near an aid distribution centre in the southern city of Rafah killed 27 people on Tuesday, raising an earlier toll. It came after a similar incident on Sunday when rescuers said 31 people were killed at the same location, witnesses saying they had been on their way to collect aid. "Deadly attacks on distraught civilians trying to access the paltry amounts of food aid in Gaza are unconscionable," Turk said in a statement. "For a third day running, people were killed around an aid distribution site run by the Gaza Humanitarian Foundation. This morning, we have received information that dozens more people were killed and injured." The US-backed GHF is a recently formed group that Israel has cooperated with to implement a new aid distribution mechanism in Gaza. The United Nations does not work with the foundation because of concerns that it does not meet core humanitarian principles of neutrality, impartiality and independence. Turk called for a prompt and impartial investigation into each attack, and for those responsible to be held to account. "Attacks directed against civilians constitute a grave breach of international law, and a war crime," he said. "Palestinians have been presented the grimmest of choices: die from starvation or risk being killed while trying to access the meagre food that is being made available through Israel's militarised humanitarian assistance mechanism. "This militarised system endangers lives and violates international standards on aid distribution, as the United Nations has repeatedly warned." Tuesday's shooting in the southern city of Rafah came as the agency reported 19 people killed in other Israeli attacks in the territory, and as the Israeli army announced three soldiers had been killed in northern Gaza. "Twenty-seven people were killed and more than 90 injured in the massacre targeting civilians who were waiting for American aid in the Al-Alam area of Rafah," said civil defence spokesman Mahmud Bassal, who earlier said that the deaths occurred "when Israeli forces opened fire with tanks and drones". The Al Alam roundabout is about a kilometre (a little over half a mile) from a centre run by the US-backed Gaza Humanitarian Foundation (GHF). Rania al Astal, 30, said she had gone to the area with her husband to try to get food. "The shooting began intermittently around 5:00 am. Every time people approached Al Alam roundabout, they were fired upon," she said. "But people didn't care and rushed forward all at once — that's when the army began firing heavily." UN chief Antonio Guterres urged an independent investigation into that shooting, calling it "unacceptable that Palestinians are risking their lives for food". Israel has come under mounting pressure to improve the humanitarian situation in Gaza, where people are facing severe shortages after Israel imposed a more than two-month blockade on supplies. The blockade was recently eased, but the aid community has urged Israel to allow in more food, faster. The US-backed GHF has opened a handful of aid distribution centres in southern and central Gaza, and says it has distributed more than seven million meals' worth of food. Israel has stepped up its offensive in what it says is a renewed push to defeat Hamas, whose October 2023 attack on Israel sparked the war. The Israeli army said three of its soldiers had been killed in combat in northern Gaza, bringing the number of Israeli troops killed in the territory since the start of the conflict to 424. The health ministry in Hamas-run Gaza says at least 4,240 people have been killed in the territory since Israel resumed its offensive on March 18, taking the war's overall toll to 54,510,mostly civilians. — AFP

Philippines warns of health emergency as HIV cases soar
Philippine medical authorities on Tuesday warned of a looming "public health emergency" as HIV infections have soared this year, with young males especially hard-hit. On average, 57 new cases a day were tallied in the country of 117 million people over the first three months of 2025, a 50 percent jump from a year earlier, health department data shows. "We now have the highest number of new cases here in the Western Pacific," Health Secretary Ted Herbosa said in a video message released Tuesday. "What is frightening is, our youth make up many of the new cases," he said. "It would be in our interest to (declare) a public health emergency, a national emergency for HIV to mobilise the entire society, the whole of government to help us in this campaign to reduce the number of new HIV cases," Herbosa added. The health department said 95 percent of newly reported cases were male, with 33 percent aged 15-24 and 47 percent aged 25-34. The government did not explain the causes behind the surge, which it said had set back government attempts to hit global targets set by a United Nations campaign to end the AIDS epidemic by 2030. Under Philippine law, the president can declare a health emergency if an epidemic poses a threat to national security. The start of the Covid-19 pandemic in 2020 was the last time that was done. Just 55 percent of those living with HIV in the Philippines have been diagnosed, the health department said, while only 66 percent of those diagnosed are on life-saving antiretroviral therapy. Sexual contact remains the predominant mode of transmission, with the bulk of cases since 2007 attributed to men having sex with men. HIV cases have been on the rise in the Philippines since 2021, with 252,800 people estimated to be living with HIV in the country by the end of this year.
