Mamata lays foundation stone of ₹16,000-crore power plant; project to generate 15,000 jobs

In a major boost to the industrial development in the State, West Bengal Chief Minister Mamata Banerjee on Monday laid the foundation stone for a pollution-free power plant by the Jindal Group at Salboni in Paschim Medinipur district. The initiative by JSW Energy, at an investment of ₹16,000 crore, is expected to create over 15,000 jobs and generate 1,600 megawatt power, which will help in meeting the State's power demand.
The Jindal Group also launched a new age 2,000-acre tech park with plug-in facilities near the project site with an aim to lease it to other industries.
The power plant project, which was announced during the 8th Bengal Global Business Summit (BGBS) in February 2025, will have two units generating 800 MW each.
'The Salboni land belongs to the farmers here. You will all get employment here, your next generation will also benefit from the project,' chairman of JSW Group Sajjan Jindal said.
Mr. Jindal also said that they will start a skill-development centre in the area to help generate job opportunities in the State.
The company now has a 25 year Power Purchase Agreement (PPA) with the West Bengal State Electricity Distribution Company Limited (WBSEDCL). The plant will utilise domestic coal allocated to the State under the SHAKTI B (IV) policy.
Speaking at the event, Ms. Banerjee said, 'This power plant will provide electricity to over 23 districts and is the first of its kind in Eastern India. Of the 19 lakh crore investment proposed during the BGBS, 13 lakh crore had already been invested. The rest is in the pipeline.'
The JSW Industrial Park is set to have a plug-and-play infrastructure, targeted to lease to other companies for industry work. It will follow modern urban planning with grid and renewable power sources, including railway and highway connectivity to attract industries.
The CM further added that when her government came to power only 2,000 MW energy was produced in the State, now the production stands at 10,000 MW. She promised that her government plans to increase it to 18,000 MW to keep up with the rising demands and industrialisation in the State.
Among others present at the event were State Power Minister Aroop Biswas, actor-turned MP Deepak Adhikari (Dev), MP June Malia, cricketer Sourav Ganguly, among others.
'Whoever says that there is no industry in Bengal should witness this event. Mamata Didi is helping realise the dream of 'Egiye Bangla' (Bengal Forward) to create more industries and jobs in the State,' Mr. Dev said.
Since 2007, Salboni had seen a rise in industrial investments, when a JSW steel plant was proposed in the area. In 2018, Jindal's launched a cement plant in the same area, boosting the industrial plans for the region.

Dalmia Bharat, Birla Corp incentive demand at risk after West Bengal scraps subsidy schemes
KOLKATA: Two major companies, Dalmia Bharat Ltd and Birla Corporation , said that about Rs 430 crore in promised state incentives may now be at risk after the West Bengal government scrapped several industrial subsidy schemes in 2025. An official of Dalmia Cement (Bharat) Ltd (DCBL), a wholly owned subsidiary of Dalmia Bharat, stated that it was supposed to receive Rs 236.32 crore along with 8 per cent interest under the now-revoked 'WB State Support for Industries Scheme 2013'. Dalmia Bharat operates a cement plant with a capacity of four million tonnes in Paschim Midnapore district. Birla Corporation Ltd, another affected firm, disclosed that it was to receive Rs 55.66 crore in Industrial Promotion Assistance (IPA), already sanctioned by the West Bengal State Industrial Development Corporation (WBSIDC). Additionally, the company has an outstanding claim of Rs 138.58 crore. Both companies fear that these incentive dues may be jeopardised due to the implementation of the Revocation Act. "This legislation is likely to adversely affect the order of the Hon'ble Calcutta High Court," a Dalmia Bharat official said, adding that the company is evaluating all legal options to protect its rights. Officials of both companies said they are reviewing the legal validity and retrospective nature of the Act and are considering all avenues, including court challenges. The West Bengal government had said in March that it had revoked eight incentive schemes for heavy industries', launched during the 1993-2013 period, and would formulate a modern scheme to encourage the setting up of industrial units. An industry chamber official, declining to be quoted, said these are just two cases and more are expected to join the list. During a previous discussion on the Revocation of West Bengal Incentive Schemes and Obligations in the Nature of Grants and Incentives Bill, Chief Minister Mamata Banerjee had said the situation had changed significantly over the last 20-25 years and that some of the incentives introduced by the erstwhile Left Front government had become "irrelevant" and were being withdrawn. "Now, various works are being done on AI technology. Many new ideas and approaches have been added to the industry. Therefore, a new policy is being brought with the opinions of all concerned," Banerjee had said. A committee was also set up in this regard.

L&T bags major order from JSW
New Delhi: Infrastructure major Larsen & Toubro (L&T) on Monday said it has bagged a 'significant order' valued between Rs 1,000 crore to Rs 2,500 crore from JSW Energy to execute a pump storage project in Maharashtra. The order was bagged by the heavy civil infrastructure vertical of L&T, the infrastructure major said in a regulatory filing. Larsen & Toubro (L&T) uses the term 'significant order' to refer to contracts valued between Rs 1,000 crore and Rs 2,500 crore. The order has been bagged for the "execution of Bhavali Pumped Storage Project (PSP) in the state of Maharashtra," the filing said. The project is strategically located across the Nashik and Thane districts of Maharashtra and is designed to have a total installed capacity of 1,500 mw, comprising various small units. The scope of work encompasses complete execution of all civil works related to the project, including construction of approach roads, upper and lower reservoirs, water conductor system, pressure tunnels, and the underground powerhouse unit. Pump storage projects like the Bhavali PSP are pivotal to grid stability, particularly in the context of growing integration of variable renewable energy sources.
