Korea rolls out air safety measures after Jeju Air tragedy

Airlines responsible for deadly aviation accidents to be stripped of air traffic rights for a year
The South Korean government on Wednesday announced a series of air safety measures, including strict penalties for fatal accidents and new rules targeting potentially hazardous conditions at airports — factors believed to have attributed to the deadly Jeju Air crash landing in December that killed 179 of the 181 onboard.
Strict punitive actions for airlines responsible for deadly aviation accidents are part of the plans announced by the Ministry of Land, Infrastructure and Transport. Such airlines would in principle not be allocated air traffic rights by local authorities for a year, and would only be reinstated for domestic operation upon passing a safety review to take place after a one-year ban.
Airlines with poor air safety indexes will be subject to a government review and possible ban on adding new air routes to their local operation.
Revamping airport infrastructure, addressing bird strike issues and improving aircraft maintenance are other measures that have also been announced by the ministry. A key change is in the possibly hazardous structure of localizers — a component of the Instrument Landing System — at some airports, specifically those placed on berms that may or may not have encasing concrete structures.
The tragedy of the Jeju Air Flight 2216 at Muan International Airport involved the aircraft bursting into flames after ramming into a concrete structure inside an earthen berm for localizers, which is suspected to have been behind the high casualty rate.
Localizers at all airports are now to be placed on flat ground, a measure that will be enforced this year, with the metal structures of the localizers mandated to be made of relatively fragile steel frames that break easily in the case of a plane crash.
The relatively short runway at the airport was another factor suspected to have played a part in the accident, and the ministry is mandating all domestic airports to secure at least 240 meters of the runway end safety area. Muan Airport and Gimhae International Airport, serving Busan, will extend their respective runway end safety areas in the second half of this year, while Wonju (Heongseong) Airport in Gangwon Province and Yeosu Airport in South Jeolla Province are to confirm their extension plans by October.
Airports that cannot physically extend their runways, due to proximity to streams or roads, will install an engineered materials arrestor system, which uses a specially installed surface to absorb the kinetic energy of an aircraft to slow it down.
Bird strike prevention measures, plane maintenance to be improved
Based on the suspicion that a bird strike may have caused engine failure in the Jeju Air tragedy, Muan International is set to operate a radar to detect approaching birds. Other airports including Incheon Airport, Gimpo International Airport, serving Seoul, and Jeju International Airport are also to adopt this system next year.
The government authorized use of bird control drones at eight airports across the country for both commercial and military use. The minimum bird monitoring personnel will be expanded from two per airport to four, and Muan in particular will gradually expand to 12.
Current law bans the installation of facilities near airports that attract birds, such as the installation of orchards within a 3-kilometer radius and food disposal sites within 8 kilometers. The government is pushing for a law revision that will place a ban on such facilities within a 13-kilometer radius of all airports.
The government will also increase mandated maintenance hours for each aircraft. Maintenance time for the Boeing B737 — the plane in the Jeju Air crash — and Airbus A320 family planes will be increased by between 7.1 percent and 28 percent by October, with the new standards to be applied for other types of aircraft as well, starting from the end of this year.
Standard for a skilled technician will be changed from the current minimum of two years of experience to having at least three years of experience. The Aviation Safety Act mandates an inspection by a skilled technician, but there have been complaints that the current standard is too lax.
Other measures include better management of pilot fatigue issues and the training process of flight attendants, for the flight crew to better respond to emergencies. The government's monitoring of the airlines will also be increased.
The ministry has applied for a supplementary budget of 250 billion won ($175 million) related to the refurbishment of airport facilities and bird strike prevention measures.

Police were able to pinpoint the person who wrote the problematic post fairly quickly, as the anonymous website mandates members to prove that they are affiliated with each universities via official documents. With the police launching investigation, the suspect confessed on May 27. He said he wrote the posting at the spur of the moment to get attention, and he decided to turn himself in after he got scared when people wrote on the online board that they would report the case to the police.

South Korean police officials said Tuesday they have arrested a man on suspicion of killing his wife by drugging her and setting fire to a vehicle with her in it. The suspect in his 60s is accused of setting a car ablaze with both of them inside near a reservoir in Hongseong-gun, South Chungcheong Province, at around 8:22 p.m. on Monday, according to officials of the Hongseong Police Station. The suspect claimed that his initial goal was to kill the wife and himself by smoke inhalation. But the suspect escaped when the briquette he was burning ended up setting fire to the car, shouting for help to a passerby who submitted a report to police. He escaped with second-degree burns, while his wife died and the car was completely destroyed. He told the police that he decided to take both of their lives due to his wife's illness, with her delirium apparently getting worse recently. He said the victim did not want to die, but he forcibly drugged her. Police officials will conduct an investigation to determine the exact motives for the crime, while requesting an autopsy on the victim to confirm her cause of death. They will request a warrant for the suspect's official arrest.

Rho Tae-ak, chair of the National Election Commission, said Monday in a written statement that transparency in election procedures and restoring the public trust in the June presidential election are the NEC's top priorities. It was an apparent move to address growing voter concerns due to abnormalities at polling stations during the two-day period of early voting on Thursday and Friday, while conspiracy theories concerning the NEC's involvement in vote-rigging during the 2024 general election still linger. Rho said election authorities are to take measures to ensure that ballots cast during the early voting period remain under 24-hour watch until vote counting starts Tuesday evening. Vote counting for paper ballots submitted in advance voting are to be counted manually, in addition to the automated ballot processing using machines. These measures have been taken since the general election in April 2024. Moreover, authorities have employed independent observers to monitor polling stations nationwide, while introducing a new system for this year's election to estimate the number of early voters on an hourly basis. "The National Election Commission has prepared for this election, placing our priority on ensuring transparency in the election process and reliability of the election outcome," Rho said. This comes as 14,295 polling stations, including 4,574 in Seoul, are to operate from 6 a.m. to 8 p.m. under the monitoring of some 130,000 polling station staff nationwide Tuesday, with voters heading to their designated polling station. A total of 28,590 police officers will be dispatched for patrol duty. Vote counting will take place at 254 locations. Over 70,000 workers will be involved in the process, while some 7,600 police officers will be deployed to the locations. Rho said Tuesday's presidential election could be a cornerstone for South Korea to "not only overcome social conflict and confrontation, but also achieve harmony and hope" in his public statement. The remarks follow a series of incidents at polling stations during the two-day early voting and persistent disputes over election authorities' management of polling stations. On Sunday, a South Korean court issued an arrest warrant for a worker at a polling station in her 60s for casting a vote on behalf of her husband without him being present at the station on Thursday. Police have also launched an investigation into a person who posted a marked paper ballot on social media site Douyin. On the other hand, the NEC has taken legal actions against those who caused commotion at the scene of polling stations. Among them were a person who wrapped herself in a US national flag while working as an observer at a polling station in Incheon, a person taking photos of a polling station without authorization and swearing at polling station workers on Jeju Island, a man attempting to intrude in the election commission building in Hadong, South Gyeongsang Province, and a person who inflicted injury to a polling station worker while attempting to forcefully open the door of an election commission building in Suwon, Gyeonggi Province, among others. The main conservative People Power Party claimed that negligence in polling station management was the reason public concerns about early voting have been growing. Rep. Kim Yong-tae, interim chief of the party, on Friday called for an all-out inspection of polling stations and suggested a law revision to require all early-voting ballot papers to carry the signature of a polling station staff member. Tuesday's presidential election is being held extraordinarily to choose a new leader to take the place of former conservative President Yoon Suk Yeol, who was removed from office in April after the Constitutional Court confirmed his impeachment. Yoon, who has said he intended to inspect the election authorities, was impeached in mid-December and ousted in April for his hourslong imposition of martial law in December. His term was due to expire in May 2027.
