State's affordable housing body to deliver 328 new homes in South Dublin

The new apartments are located close to the award winning Shanganagh Castle Estate, where 597 new affordable purchase, cost rental and social homes have been developed by the LDA in partnership with Dún Laoghaire-Rathdown County Council.
The new homes are being built in partnership with developer Castlethorn, through the LDA's 'Project Tosaigh' initiative. Project Tosaigh aims to provide a fair deal to renters struggling to pay private sector rents by unlocking land with full planning permission that is not being developed by private sector owners.
It is a means to accelerate the supply of affordable housing, and the completed homes are then owned by the LDA and made available as cost rental, or sold by the LDA in partnership with local authorities through affordable purchase schemes.
In Shankill, all of the 328 Woodbrook apartments will be made available as cost rental. This provides a secure, long term rental option with rents at least 25pc below market rates. Cost rental is designed to assist those who do not quality for social housing or other state housing supports, but who are struggling to afford to rent in the private market.
The apartments are part of Castlethorn's Woodbrook development, which includes 685 homes and has the potential to deliver an additional 500 homes. The development will also feature excellent amenities including a creche, a primary school and neighbour centre, helping to create a vibrant and well-serviced community.
The development will comprise two blocks over six storeys and are due to be completed by 2026. They are located beside Woodbrook Golf Club, featuring views of the course and the Dublin's coastline.
They will also be in easy reach of the new Woodbrook Dart station, which is due to open this summer. In addition to Dart services, the area is located between Shankill and Bray, on a main bus route with easy access to the M11 and M50.
Commenting on the plans, the chief executive of the LDA, John Coleman, said: 'This is a very welcome partnership between the LDA and Castlethorn. We are forward funding the development of 328 new cost rental homes in a prime location with excellent transport links, local amenities and facilities.
"This is a highly accessible and attractive location for renters, and we are pleased to be working with an experienced delivery partner in Castlethorn to bring these homes to market by the end of 2026. These new homes will play an important role in addressing demand for affordable, secure rental accommodation in south Dublin.'
Meanwhile, Castlethorn CEO Joe O'Reilly, said 'the proximity to the new Dart station, high-quality design, and inclusion of community facilities make this a highly attractive offering'.
"We look forward to delivering these sustainable A-rated homes and helping to establish a new community that will thrive for generations to come,' he added.

It is understood that providing the LDA with a broader remit to go beyond social and affordable housing was agreed at the meeting. One source said this will require legislative change. However, it was stressed that this will only involve an adjustment to the section that defines the work the LDA can and cannot carry out and should be relatively straightforward. Ministers also discussed the 'broad direction' of the longer-term housing plan, albeit this is still in the early stages of development. While a decision is imminently expected on rent pressure zones and could be finalised this weekend, it was not on the agenda of the meeting. However, one minister noted there is a 'broad awareness' that this is at an advanced stage and could be ready to go to Cabinet as early as next week without being discussed at the housing sub-Cabinet committee. The meeting also heard of the struggles the LDA is facing in terms of sourcing enough suitable land from State bodies. It was suggested that if more land could be zoned for housing by local authorities, more opportunities would open up in new areas. This would then help to meet the National Planning Framework housing targets. Looking to private land would also bring greater opportunities in counties such as Dublin and Cork, where there is high demand. The LDA is legally required to develop 100% social and affordable housing on public lands in these counties. However, this stipulation does not extend to private land. Where it is feasible to acquire and develop private land, it is to be a mix of social, affordable, and private housing. The controversial housing activation office was also raised at the meeting, though no decision was reached on the matter.

The Land Development Agency is on course to purchase more private land and build more private housing projects, following a Cabinet committee on housing in Dublin. The planned change to the LDA's remit flows from ministerial concern at the slow rate of housing output, with completion targets for this year likely to be missed. Among those attending the meeting today, were Taoiseach Micheál Martin, Tánaiste Simon Harris, Housing Minister James Browne and Public Expenditure Minister Jack Chambers. The LDA's existing focus is on social and affordable homes on large sites, but that's now due to be broadened to allow more private homes to be built as well. In addition, the Agency has said it has lined up 32 State owned sites for development, but now it's going to be able to purchase more land from the private sector. In previous meetings of the Cabinet committee on housing, there were discussions on how to speed up the transfer of lands to the LDA from State agencies. During today's meeting, there were also talks on the reform of the government's Housing For All plan, which is due to be published next month. While changes to the Rent Pressure Zones were not on the agenda, a decision on the question could be taken by the Cabinet as early as next Tuesday. Sources close to Tánaiste Simon Harris suggested that a balance had to be struck between protecting renters but also removing roadblocks which limit housing supply. However, Opposition parties are likely to vigorously oppose any changes to either the Rent Pressure Zones or changing the remit of the LDA. The government target for housing completions in 2025 is 41,000. However, only 30,300 were finished last year, and the Housing Minister James Browne told RTE's Prime Time it would be "extremely challenging" to hit the 2025 housing targets. An ESRI prediction for 2025 suggested only in the region of 34,000 homes would be completed, and 37,000 in 2026. The institute warned that "most of the risks weigh on the downside", suggesting those lower targets also might not be met. Homelessness figures hit a record last month with 15,580 living in emergency accommodation, including 4,775 children. That was an 11% increase on April last year, and does not include people sleeping rough, sofa surfing, living in domestic violence refuges or International Protection centres. The cost of renting increased by 3.4% in the first 3 months of 2025, according to The survey suggested that the average open-market rent is now above €2,000 - another first.

AN AGREEMENT HAS been reached to transfer the ownership of land at Leopardstown Racecourse from Horse Racing Ireland to the Land Development Agency, which both bodies said could be the site of 800 new homes. The Land Development Agency (LDA) will take control of roughly 17 acres from Horse Racing Ireland (HRI), while design and planning for the new housing development will begin immediately, the two state bodies said in a joint statement today. 'Subject to planning, the LDA land will be used to deliver new, A-rated homes, which will be located next to the existing, but currently unused Leopardstown Luas stop,' the statement said. Leopardstown Racecourse has a Luas stop on the Green Line but it has been inactive since it opened in 2010 due to a lack of infrastructure. The LDA and HRI said they would work collaboratively and in consultation with Dún Laoghaire-Rathdown County Council on a new 'masterplan' for Leopardstown, which they said will deliver 'much-needed affordable housing and protect and further develop the leading racecourse and its extensive racing and non-racing facilities'. Taoiseach, Micheál Martin said he was 'delighted' by the agreement.
