HC orders Meghalaya to curb plastic use below 120 microns
Shillong: The high court of Meghalaya has directed the state to take appropriate action against offenders involved in the manufacturing of plastic less than 120 microns in Meghalaya.
The HC ordered that the state should take all steps to prevent its clandestine manufacture and inspect places where these are in frequent use, seize these items and deal with the offenders appropriately.
"For this purpose, administrative orders may be issued," a bench comprising Chief Justice IP Mukerji and Justice W Diengdoh said in its order on Wednesday.
The bench also said it did not find that any real action has been taken to ensure the removal of this category of plastic products from the market.
It said positive and effective steps to remove these items from the market would be the first step towards a society without plastic and with its replacement by an equivalent substitute available at an equivalent price.
"In those circumstances, we direct each and every deputy commissioner heading a district to take the following measures: (a) Continue to carry out awareness camps indicating the adverse effects of plastic.
(b) Informing and convincing the people by public announcement, through advertisement, billboards, wall writing, other media that the use of plastic is detrimental to personal health, environment and the ecological system;
(c) Give reasonable time to persons who have already procured and have possession of plastic less than 120 microns to return the items to the seller or to dispose of them hygienically," the HC said.
On the other hand, CM Conrad K Sangma has announced that the 39th National Games to be held in Meghalaya would be plastic-free, with plans to host a completely biodegradable sporting event.
In a recent visit to the Nongpiyur Government LP School, the CM had inspected the school toilets which were made of single use plastic waste through the S.U.P.E.R CAMPAIGN 2024 (Single Use Plastic Eco Recycling), an initiative by My Meghalaya My Pride & GreenAmmo in collaboration with Directorate of School Education & Literacy and State Project Office SEMAM-Samagra Shiksha, Govt of Meghalaya.
The CM also announced investment of approximately Rs 1,890 crores in a state-of-the-art factory that will produce starch-based bags and bottles.

"Has PM changed his mind?": Jairam Ramesh questions "no mention" of caste census in MHA notification
New Delhi [India], June 16 (ANI): Congress General Secretary in-charge communications Jairam Ramesh on Monday questioned Prime Minister Narendra Modi over 'no mention' of caste census in the gazette notification for the population census by the Ministry of Home Affairs, asking, 'Has the Prime Minister changed his mind?' Jairam Ramesh also questioned the Union government over the budget allocation for the census, mentioning that it does not match the required amount. 'Today's gazette notification says only census will be done in late October of 2026 in Jammu and Kashmir, Uttarakhand and Himachal and the rest of the country it will be done in March 2027. It does not talk of the word caste census. So my question is, has the Prime Minister changed his mind again? Why is there no mention of the caste census?' the senior Congress leader said while speaking to ANI. 'The budget allocation will take atleast Rs 9000 crore to Rs 10,000 crores by the government's own admission to carry out a normal census. The total allocation for the census commissioner this year, 2025-26, is only Rs 575 crore, so where is the additional money?' he added. Jairam Ramesh argued that the BJP has always been against reservation, citing past instances, such as opposition to the Mandal Commission. ''BJP withdrew support to the VP Singh government on the Mandal Commission in August 1991, and they started the Camandal agitation to counter the Mandal agitation. So let's not get into this history. I can also go into the history of how the RSS opposed the Constitution of India beginning November 1949, how Yogi Adityanath has opposed reservations, and how RSS leaders have opposed reservations,' he said. Jairam Ramesh also accused PM Modi of opposing the caste census in the past and terming those demanding it as 'urban naxals.' 'The Prime Minister has consistently opposed the caste census. On 28 April 2024, he called all those wanting a caste census. Urban naxals. They filed an affidavit in the Supreme Court on 21st September 2021 saying that we are against a caste census and we have no intention of carrying out a caste census,' he said. The Congress General Secretary further advised that the caste census should be done by using the Telangana model. 'Congress wants the Telangana model to be adopted at the national level. In Karnataka, it is not just cast enumeration. It is also getting information on their socio-economic status and then working out indices of backwardness, ownership of assets, and their representation in the institutions of governance. It is not just enumeration, it's more than that,' he added. The Ministry of Home Affairs (MHA) issued a notification on Monday announcing that the 16th census will be carried out in snow-bound non-synchronous areas of Ladakh, Jammu and Kashmir, Himachal Pradesh, and Uttarakhand from October 2026 and the rest of the country from March 2027. 'In exercise of the powers conferred by Section three of the Census Act 1948 and in suppression of the notification of the Government of India in the Ministry of Home Affairs dated March 26, 2018, the Central Government declared that a census of the population of India shall be taken during the year 2027,' the MHA notification read. The reference date for the census shall be March 1, 2027, except for the Union territory of Ladakh and the snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the states of Himachal Pradesh and Uttarakhand. Furthermore, the reference date for the Union Territory of Ladakh, snow-bound non-synchronous areas of the Union Territory of Jammu and Kashmir, and the states of Himachal Pradesh and Uttarakhand will be October 1, 2026. On April 30, Union Minister Ashiwni Vaishnaw announced that the Cabinet Committee on Political Affairs has decided to include caste enumeration in the general census. The INDIA bloc, which had been constantly demanding the caste census, welcomed the decision, pressing that it should be conducted in a 'transparent and unbiased' manner. (ANI)

HC asks govt to regulate e-rick movement in US Nagar's Kashipur
Dehradun: The Uttarakhand high court (HC) on Monday heard a public interest litigation concerning the absence of designated routes for e-rickshaws in Kashipur, Udham Singh Nagar district. Tired of too many ads? go ad free now A division bench comprising Chief Justice G Narendar and Justice Alok Mahra concluded the hearing by directing the petitioner to submit their case to the appropriate department within three months. The court noted that the issue involves policy considerations and should be addressed by the govt accordingly. The petition, which was filed by Kashipur resident Abhimanyu Bhardwaj, pointed out that e-rickshaws, despite having a capped speed of 25 kmph, are currently operating on all available roads, including highways, posing significant safety risks. Although the Union govt has exempted e-rickshaws from permit requirements under section 66 of the Motor Vehicles Act, the power to allocate specific routes lies with the state govt. The petitioner contended that the state authorities have yet to designate routes, and the lack of permit obligations has led to a significant increase in the number of e-rickshaws. The plea sought judicial intervention to ensure route planning and public safety. Bioenergy can cover 50% of fossil fuel consumption in 5 years: Gadkari
Bioenergy can cover 50 per cent of India's fossil fuel consumption in five years, Union Minister Nitin Gadkari said on Monday while urging the automobile industry to undertake research and development on alternative fuels. Air pollution has become a big problem because of fossil fuel, the Minister for Road, Transport and Highways said at the 'Bhoomipujan programme' of the Indian School for Design of Automobiles. The transport sector is responsible for 40 per cent of air pollution in the country because of fossil fuel, the minister pointed out. A lot of research and innovation is going on in fuel and automobile engineering. "We need to protect our ecology and environment, and fulfil the dream of the Prime Minister (Narendra Modi) to make India a carbon-neutral country," Gadkari said. Bioenergy can cover 50 per cent of India's fossil fuel consumption in five years which is very important because Rs 22 lakh crore is being spent on import of the fossil fuel, Gadkari said. The country is working on different fuels like ethanol, flex engine, methanol, biodiesel, bio LNG, CNG, electric and hydrogen, the minister said. Ethanol is already being blended up to 20 per cent in petrol, he said. "The future of the automobile industry is very good and today there is a huge potential for all types of new research," he said. Speaking further, he said the domestic automobile sector is an important industry which has created crores of jobs and boosted exports. "This is the industry which has a maximum export of 3 lakh crores which is economically very important for our country. It has already created 4.5 crore jobs for young talents," Gadkari said. Players like Bajaj, TVS, and Hero export 50 per cent of their production, he said.
