Election Commission to begin Special Intensive Revision of Bihar Electoral Rolls

New Delhi, June 24 (UNI) The Election Commission today issued instructions for holding Special
Intensive Revision (SIR) in Bihar to ensure that names of all eligible citizens are included in the
Electoral Roll (ER).
The eastern state is likely to hold Assembly polls in October-November this year.
The last intensive revision for Bihar was conducted in 2003.
Various reasons like rapid urbanisation, frequent migration, young citizens becoming eligible to vote, non-reporting of deaths and inclusion of the names of foreign illegal immigrants have necessitated the conduct of an intensive revision to ensure integrity and preparation of error-free electoral rolls.
Booth Level Officers (BLOs) shall be conducting house-to- house survey for verification during the process of this intensive revision.
In accordance with Section 23 of the Representation of People Act 1950, the eligibility conditions to enrol as an elector were already being verified by the ERO. Now, to ensure complete transparency, it would be necessary that the documents on the basis of which such satisfaction of ERO is arrived at, are also uploaded in ECINET.
However, these documents shall be accessible to authorized election officials only keeping in view the privacy issues. In case of any claims and objections raised by any political party or an elector, the AERO would inquire into the same before EROs satisfaction is arrived at. Under Section 24 of the Act, an appeal against the order of ERO can also be made to the District Magistrate and the Chief Electoral Officer.
CEO/DEOs/EROs/BLOs have been directed to take care that genuine electors, particularly old, sick, Persons with Disabilities, poor and other vulnerable groups are not harassed and are facilitated to the extent possible, including through deployment of volunteers.

She said that Gandhi's remarks were indicative of his 'lack of knowledge and understanding of the electoral process'. 'Rahul Gandhi should be happy when more people register their names in the voter list and when more and more people come out to vote... The work done by the Election Commission is to register new voters. Your (Rahul Gandhi) repeated baseless allegations make one thing clear: you lack the knowledge and understanding of the electoral process and how it works in a democracy.' Her remarks come after Gandhi claimed earlier in the day that the voter list in CM Fadnavis's constituency grew by eight per cent in just five months and labelled it 'vote theft.' In a post on X, Gandhi shared a news article demanding the immediate release of machine-readable digital voter rolls and CCTV footage. The former Congress President claimed that Booth Level Officers (BLOs) reported unknown individuals casting votes in Nagpur South West, where Fadnavis won last year by over 38,000 votes. He also pointed out that the media have also uncovered thousands of voters with no verified address. 'In Maharashtra CM's constituency, the voter list grew by 8% in just 5 months. Some booths saw a 20-50% surge,' Gandhi said on X. 'BLOs reported unknown individuals casting votes. Meanwhile, Fadnavis sharply rebutted Gandhi's allegations of a manipulated voter list and called it a desperate claim stemming from Congress's defeat in the state. Fadnavis posted on X, 'Jhoot boley kawa kaatey, Kaaley Kawaey se daryo... Rahul Gandhi, it's clear that the sting of your party's humiliating defeat in Maharashtra is growing deeper by the day.'He dismissed the claim of manipulation, citing multiple assembly segments across Maharashtra that saw similar or higher voter growth yet were won by Congress or its allies. Moreover, sources said on Tuesday that the Election Commission of India (ECI) has invited Rahul Gandhi to interact to discuss the issues related to his allegation regarding the Maharashtra Assembly Election held last year. According to the sources, the letter was sent via email on June 12 and was also received at his residence. (ANI)

Muzaffarpur, June 24 (UNI) Vice-President Jagdeep Dhankhar today described Bihar as the soul of India and the birthplace of its philosophical foundation, recalling the state's glorious historical, intellectual, and constitutional legacy. Addressing a public gathering at the foundation day ceremony of Lalit Narayan Mishra College of Business Management here, Dhankhar said, "Bihar was once the global centre of learning, with Nalanda, Vikramshila, and Odantapuri being not just universities, but civilisations." Dhankhar highlighted the significance of Bihar, saying it is the land where Buddha attained enlightenment, Mahavira achieved spiritual awakening, and the philosophical foundation of India was born. He highlighted that ancient knowledge, social justice, and modern aspirations coexist in Bihar, which will fetch global recognition for the country. Referring to the Champaran Satyagraha launched by Mahatma Gandhi, Dhankhar said it turned the issue of farmers into a national cause and introduced a new grammar of governance based on truth, dignity, and fearless service. Dhankhar also spoke about the rich history of Nalanda University, which was a residential university with 10,000 students and 2,000 teachers, attracting scholars from across the world. He lamented the barbaric attacks by foreign invaders on Nalanda, particularly the burning of its library by Bakhtiyar Khilji in 1192. Discussing the National Education Policy 2020, Dhankhar said it aims to create skilled professionals, contented citizens, employment generators, knowledgeable humans, and build a country that reflects the collective aspirations of the nation. He emphasised that education in India has always been value-based and character-building, connecting with life values. Dhankhar also referred to the Emergency, terming June 25 as the darkest chapter of Indian democracy when the Constitution was "murdered".
