Land acquisition, parking and non-fare revenue: top Metro officials recommend changes
Over four decades since the first Metro rail was started in India, the government is considering changes to existing legislation and drafting new policies to speed up new projects and make existing networks more convenient for users, The Indian Express has learnt.
From amending provisions related to land acquisition to new policies for parking at metro stations and increasing non-fare box revenue, managing directors of Metro Rail companies and officials of the Union Ministry of Housing and Urban Affairs (MoHUA) have made a range of recommendations at a recent conference. The conference, held on March 31 and April 1 in Gandhinagar, saw the participation of senior ministry officials, MDs, and other officers of all metro corporations.
According to sources, all participants raised concerns over the time taken to acquire land for metro projects due to the requirement of conducting a social impact assessment under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. Citing the examples of Gujarat and Maharashtra, where exemptions had been issued, the conference decided that other state governments should also amend the Act to dispense with the social impact assessment for Metro projects, it is learnt.
The officers also deliberated on amending the Metro Railways (Construction of Works) Act, 1978, which does not require a social impact assessment, but only empowers the Union government for land acquisition. It was decided that 'suitable amendment' was needed in the Act to empower the Metro Rail administration or the appropriate government to acquire land as well, a source said.
To increase non-fare revenue, the conference decided that residential development around metro corridors, long-term leases, and higher floor area ratios should be allowed. They also suggested that cargo should be allowed to be transported on metro trains in non-peak hours. The conference decided to set up a committee to suggest policy or legislation to increase non-fare box revenue.
To make metro stations more convenient for users, the officials discussed making more multi-level parking, as well as basement parking at underground stations. For this, too, they decided to set up a committee for drafting a parking policy, according to sources.
As of January this year, there is about 1,000 km of metro network functional across 23 cities, with around 1,000 km more under construction, as per data from the Ministry of Housing and Urban Affairs. This makes India's metro network the third largest in the world. The first metro was opened in Kolkata in 1984.
While evaluating the functioning of metros in the country, the Parliamentary Standing Committee on Housing and Urban Affairs had in 2022 flagged the need to increase ridership and flagged the lack of parking as one of the reasons for commuters to stay away. As of December 2024, the total daily ridership of all Metros was around 1 crore. The committee had also recommended increasing non-fare box revenue.
'It is disheartening for the Committee to observe that barring Delhi and Mumbai Line 1, most of the operational metros viz Bengaluru metro, Hyderabad metro, Lucknow metro, Chennai metro, Kolkata metro and Kochi metro have low ridership…The dismal performance of the majority of the metro rail networks in terms of carrying passengers enough to breakeven even after six to seven years of continuous operations shows that (i) faulty DPRs [detailed project reports], (ii) lack of proper planning to provide first and last mile connectivity, (iii) provision of parking at metro rail stations, (iv) need for increasing catchment area, etc,' the committee's report in April 2022 had said.
The committee had recommended that a 'compelling proposition should be made available to them [commuters] in terms of comfort, convenience, quality, affordability and reliability, etc.'

The NCP(SP) was not a signatory. They also come amid the rising 'closeness' between NCP patriarch Sharad Pawar and his estranged nephew and NCP chief Ajit Pawar. In the recent past, the two leaders have been seen sharing the stage at multiple events. Earlier, the senior Pawar, who has served as the Union Defence Minister, had categorically said that his party would not demand a special session of Parliament over Operation Sindoor as 'some things were not meant to be discussed in public'. Govt launches portal for Waqf properties
The Union government on Friday launched the Unified Waqf Management, Empowerment, Efficiency, and Development (UMEED) portal, a centralised platform aimed at creating a digital inventory all Waqf properties, with minority affairs minister Kiren Rijiju calling it a 'historic' move that would ensure Waqf assets are utilised effectively and fairly for poor Muslims. 'The UMEED portal will add a new chapter in the history of Waqf property management and administration in India. It will not only bring transparency but will also help the common Muslims, particularly women and children,' Rijiju said after launching the portal. He was accompanied by minister of state for minority affairs George Kurian. Calling it a historic step, Rijiju emphasised that the UMEED central portal — developed by the ministry of minority affairs — is more than just a technological upgrade. 'It is a symbol of the government's firm commitment to safeguarding the rights of minority communities and ensuring that community-owned Waqf assets are utilised effectively and fairly, for the poor Muslims, for whom, it was originally meant,' the Union minister said. The central portal, named after the eponymous UMEED Act of 1995, is intended to streamline the management of Waqf properties, ensure real-time data collection, and provide open access to verified information. It also aims to improve greater transparency, accountability, and public participation, officials familiar with the matter said, adding that all Waqf properties across the country are required to be registered on the portal within six months from the date of launch. Rijiju said that all state waqf board representatives, who participated in the portal launch virtually, have been informed to keep the six-month deadline in mind, while pointing out that not adhering to the same would cause additional delays and 'trouble' for the ministry. Registrations will be carried out by the respective state Waqf boards. Properties that remain unregistered beyond the deadline, and extension, if any, will be classified as disputed and referred to the Waqf tribunal, officials said. Ministry of minority affairs secretary Chandra Shekhar Kumar said the UMEED portal will mandate submission of official documents for registering a Waqf property, aiming to prevent the inclusion of 'illegal or encroached' land. For properties lacking such documentation, he added, the mutawalli will be required to approach the waqf tribunal for verification. Notably, the portal also includes a field that asks whether the waqf property is located on government land. 'Since land is a state subject, it will ultimately be up to the state government to confirm or deny whether the land in question is indeed waqf,' Kumar told HT. The portal launch comes in the backdrop of the enactment of the Waqf (Amendment) Act, 2025, on April 5 this year. Several petitions challenging the constitutional validity of the Waqf Act are pending before the Supreme Court. The development comes a day after the All India Muslim Personal Law Board (AIMPLB) opposed the launch of the portal in view of the petitions against the Waqf law being pending before the apex court. Rijiju, however, said, 'I hope the court recognises that this is a landmark law, and it has now been enacted. The opposition must accept this fact and cooperate with the government to ensure smooth implementation. As for the Waqf rules, it is a natural process—we are actively working on it.' According to the guidelines, properties must be registered with detailed descriptions including dimensions, ownership documents, and geotagged locations. Properties recorded under the names of women will not be eligible to be declared as Waqf. Ministry secretary Kumar said that women, children, and economically weaker sections will be among the primary beneficiaries of Waqf assets. The portal generates a 17-digit unique identification number for each property. It features dropdown-based structured data input, integration with GIS mapping and e-Governance tools, and an online grievance redressal mechanism. Public users will have access to basic property information. A three-tier user verification process has been instituted. The 'Maker' is a mutawalli or an authorised person of the Waqf Board who will initiate data entry. The 'Checker' is a district-level officer or a designated official to verify the data. The 'Approver' is the CEO or another officer authorised by the State or UT Waqf Board who will grant final approval. All data on the portal will be governed by existing data protection and privacy regulations. A toll-free helpline has been made available for technical assistance and support.

Delhi govt defines ‘emergency' tree removal norms, issues SOP
Delhi environment minister Manjinder Singh Sirsa on Friday issued a detailed Standard Operating Procedure (SOP) under Section 8 of the Delhi Preservation of Trees Act (DPTA), 1994 — formally defining what qualifies as an 'emergency' in which trees may be pruned or felled without prior permission, and laying out compliance requirements to prevent misuse. The move, Sirsa said, seeks to enable swift action in genuine cases of public risk while creating a transparent system. However, environmental groups warned that the provision has historically been misused to justify indiscriminate tree removal under vague pretexts. To be sure, Section 8 of the DPTA mandates no tree shall be felled, removed, or disposed of without prior permission from the Tree Officer. However, it provides an exception for emergency cases – where a tree poses immediate danger to life, property, or such situations, residents' welfare associations (RWAs), land-owning agencies, individuals or civic agencies may act without prior approval, provided they report the action to the tree officer within 24 hours. Sirsa on Friday said the government had defined the 'exceptions', where immediate pruning or removal of tree may be warranted. 'For the first time, we have laid out clear parameters for what qualifies as an emergency — such as trees obstructing roads, bridges, drains, or sewer lines; damaging buildings or heritage structures; interfering with Metro or railway infrastructure; or those that are dead, dried, or leaning dangerously,' Sirsa said. In such circumstances, Sirsa said the agency concerned, RWA or individual may take immediate remedial action but must furnish evidence without delay. 'This must be reported within 24 hours by uploading photographs from at least three different angles, geo-coordinates, a written justification for the action, and post-action images on the DPTA e-Forest portal,' the minister said. He added that tree officers will treat such submissions as valid compliance under the law. 'They are also empowered to initiate action on their own if similar threats are observed during inspections or field visits.' While Section 8 is not new to the DPTA, this is the first time the government has formally codified its application through an SOP. Sirsa emphasised that the objective is to strike a balance between public safety and environmental responsibility. 'We are committed to protecting both — our people and our trees. These SOPs ensure that urgent action is not delayed in genuine emergencies, while creating a transparent and accountable system to prevent misuse. Any violation or attempt to exploit these provisions will invite strict legal consequences,' he said. Environmental activist Bhavreen Kandhari said that while the SOP may seem balanced on paper, Section 8 has long served as a loophole for indiscriminate pruning and felling. 'We've seen overhanging branches conveniently labelled as hazards. Once again, the emphasis is on removal rather than revival,' she said, urging the government to invest instead in tree ambulances and better care. 'Most trees in the city remain concretised and are still choking,' she added.
