Stringent legal measures required to check drug menace, says M.V. Govindan

Communist Party of India (Marxist) State secretary M.V. Govindan said here on Wednesday that stringent legal measures should be taken against those involved in the sale and distribution of narcotic substances.
'As per existing laws, those caught with a small quantity of such illegal substances get bail immediately. An introspection is required on whether the laws needed to be strengthened to ensure strong action against those involved in the sale and distribution of drugs,' he said in his inaugural address at the 'Janakeeya sabha' organised by the party here in connection with the human wall protest being planned in 15 centres in Ernakulam against the drug menace on June 10.
He said that the seizure of drugs by enforcement agencies alone would not help in cracking down on the illegal rackets involved in the sale of narcotic substances. They have to be prosecuted and corrective measures initiated to avoid such incidents in the future, he said.
Mr. Govindan said that the fight against the drug menace should be above political differences as a joint effort was required to save the youth of the State from the health crisis triggered by the use of drugs. Public involvement remained crucial in anti-drug campaigns as they could help in alerting excise and police personnel about such illegal activities, he said.
He said that schools and colleges should be brought under the campaign as spots close to the educational institutions were used for the sale of drugs. 'We should also focus on a serious campaign to spread awareness about the ill-effect of drug use,' he said.

In a statement after the first meeting of its newly formed Central Committee, the CPM said it would hold a week-long campaign in June against terrorism and efforts to spread communal hatred, citing the Pahalgam terrorist attack. CPM general secretary M A Baby said on Sunday that a high-level party delegation will visit Srinagar next week in response to the attack on tourists in Pahalgam. The delegation, led by M A Baby, will visit Kashmir on June 10 and 11. Several party MPs will join the visit, including Amra Ram, K Radhakrishnan, Su Venkatesan, John Brittas, Bikash Ranjan Bhattacharyya, and A A Rahim. The party criticised the central government for claiming normalcy in Jammu and Kashmir after the abrogation of Article 370 and the removal of the region's special status. The CPM said this claim has been proven wrong by recent incidents and has resulted in major security failures. The statement said those responsible for the Pahalgam attack have been identified but not yet caught. It said accountability must be fixed. 'The first lesson in combating terrorism is to build people's unity, strengthen necessary security measures, plug all loopholes and protect peoples' lives,' the Committee said.

A senior Maoist cadre with a reward of ₹45 lakh on his head was killed in an ongoing anti-Maoist operation in Chhattisgarh's Bijapur, the police said on Friday (June 6, 2025). Police found a body whose preliminary identification revealed that it was that of Bhaskar alias Mailarapu Adellu, a member of the Telangana State Committee of the banned Communist Party of India (Maoist). The operation, launched on Thursday (June 5, 2025), is on. An AK-47 rifle along with other explosives, weapons and ammunition were recovered from the encounter site. On Thursday, Central Committee member Gautam alias Sudhakar was killed in the same operation. A senior police officer said that 45-year-old Bhaskar, a resident of Adilabad district in Telangana, was the secretary of the Mancherial-Komarambheem division of the Telangana State Committee of the CPI (Maoist). Of the ₹45 lakh reward he was carrying, Chhattisgarh had declared ₹25 lakh, while another ₹20 lakh was declared by the Telangana government. Earlier, the police had said that a joint team comprising personnel from the District Reserve Guard, Special Task Force, and CoBRA (Commando Battalion for Resolute Action) had set out for a targeted operation. A senior police officer said that there were inputs about Telangana State Committee member Bandi Prakash, Dandakaranya Special Zonal Committee member Pappa Rao, and several other armed Maoist cadre besides Sudhakar. Following Sudhakar's killing, Chief Minister Vishnu Deo Sai said that many Naxalites have been neutralised. A police statement issued on Friday noted that detailed information regarding other Maoist casualties and recoveries would be shared after the operation concluded and full confirmation was received.

Leader of the Opposition in the Thrissur Corporation Rajan J. Pallan and deputy leader E.V. Sunilraj have lodged a formal complaint with the Kerala State Human Rights Commission (SHRC), demanding legal action against officials responsible for the collapse of a roof sheet from a building owned by the Thrissur Corporation onto Municipal Office Road recently. The incident occurred on May 23, followed heavy rain and gusty wind. The metal roofing, installed atop a multi-storey building owned by the Corporation, had been in a dangerously unstable condition since April 22 due to a storm. Despite being aware of the risk, officials failed to take any preventive measures for over a month, the complainants alleged. No one was injured, but it was purely due to luck, the Opposition leaders stressed. Even 15 days after the incident, the LDF-led Corporation council has taken no action against those responsible, Mr. Pallan said. The official involved with the construction work is a known sympathiser of the ruling Communist Party of India (Marxist) [CPI(M)], and hence the inaction, he added. 'Unsafe buildings' He further criticised the Corporation for not demolishing structurally unsafe buildings and accused the CPI(M) leadership of attempting to shield negligent officials. The Opposition warned that if such efforts continue, they would escalate protests both within and outside the council. 'We will not accept a Mayor or a ruling council that puts the lives of citizens at risk,' Mr. Pallan said.
