ZEINOX, OQ Group to launch $2.6m plastics factory in Oman

A strategic cooperation agreement has been signed between Egypt's Arab Metals Company ZEINOX and Oman's OQ Group to establish a plastic manufacturing facility in the Sultanate of Oman, with a total investment of $2.6m. The project will be implemented under Oman's LADAYN industrial programme and is aimed at strengthening local production capacity and boosting regional exports. The signing ceremony was attended by Abdullah bin Nasser Al-Rahbi, Oman's Ambassador to Egypt, who described the agreement as a reflection of the deepening economic ties between the two countries and a tangible outcome of diplomatic and business collaboration. The upcoming factory will produce a broad range of plastic products for the Omani market and neighboring Arab countries, contributing to regional industrial integration and supporting Oman's diversification efforts under Vision 2040. Maged El-Zeiny, Chairperson of ZEINOX, said the initiative aligns with the company's strategy to deepen regional partnerships and support Oman's ambitions to localize manufacturing. 'This investment creates promising opportunities and reinforces industrial cooperation between Arab states,' he added. Ambassador Al-Rahbi praised the growing interest from Egyptian investors in Oman and emphasized the importance of such ventures in enhancing trade volume and mutual economic growth. 'This investment reflects Oman's strong industrial position in the plastics sector and the increasing appeal of its investment environment,' he noted. Mundher Al Rawahi, Head of the LADAYN programme, said the initiative—led by OQ Group in coordination with entities such as MADAYN—has already secured 18 investment agreements totaling $160m. The programme is focused on attracting strategic industrial projects that support Oman's broader economic transformation goals. Wael Abbas, Vice Chairman of ZEINOX, highlighted the partnership as a key step in the company's efforts to diversify its investment portfolio and expand its regional and global footprint. 'This collaboration is part of our ambition to build cross-border industrial partnerships that enhance competitiveness and drive growth,' he said. OQ Group continues to expand its polymer-focused value chain as part of its long-term strategy to localize advanced industries, attract specialized investment, and support Oman's shift toward a diversified, knowledge-based economy. Commenting on the occasion, Mr. Harssha Shetty, Chief Executive Officer of Jindal Steel, Oman, said, 'Jindal Steel is grateful to the Sultanate of Oman for the opportunity to partner in building this deeply symbolic landmark that will forever stand as a representation of Oman's unity and ambition. We extend our sincere thanks to Muscat Municipality for their trust and collaboration throughout this journey. Al Khuwair Square is set to become a vibrant melting pot of community celebrations showcasing local art, culture, tourism, and family togetherness, and we are honored to have played our part in bringing it to life.' Located at Al Khuwair Square, the 126-meter-tall flagpole is supported by a robust foundation system. The flagpole itself was built using 141 metric tons of Jindal structural steel and 135 metric tons of Jindal rebar, totaling 276 metric tons of high-quality Jindal steel. The project spans a total plot area of 21,638 sq. m and includes green landscaping featuring 57 diverse species of vegetation. Customized design elements such as wayfinding signage, a Mashrabiya pattern integrated around the flagpole, and decorative marble paving at the podium enhance the aesthetic appeal. The square also includes a range of public facilities such as open lawns, walkways, a central sunken plaza, kiosks, a 415-meter cycle path, cafeteria with drive-thru, public amenities, parking for 73 cars, and thoughtfully designed site furniture. Jindal Steel's broader CSR strategy further underscores its deep commitment to national development. Over the years, the company has launched and supported numerous initiatives across sports, education, healthcare, environmental sustainability, and social empowerment. The development of the tallest flagpole is a natural extension of this legacy—a visible, lasting tribute to the values of giving back, nation-building, and fostering collective pride.

Al Shueili made the comments following the signing of two partnership and investment development agreements with TMG, a prominent real estate and tourism project developer in Egypt and the Middle East. He emphasised that this collaboration will contribute to accelerating smart urban development, providing a sustainable urban environment responsive to citizens' aspirations, and supporting national economic diversification efforts. 'We are moving forward with implementing strategic projects within Sultan Haitham City, a cornerstone of Oman's future urban development,' the Minister added. 'We are focused on attracting high-caliber investments that meet global standards for smart city development, thereby enhancing the quality of life and fostering a balanced societal economy. This agreement is a concrete example of this ambitious development strategy.' Hisham Talaat Moustafa, CEO and Managing Director of TMG, expressed his pride in the Group's entry into the Omani market through a strategic agreement to develop two flagship projects. These projects, according to Moustafa, will be developed simultaneously on two land plots west of the capital, Muscat, and will be interconnected by an electric tram. The agreement is set to accelerate the development of Sultan Haitham City, solidifying its status as a pioneering development model both regionally and globally. This reflects an integration of smart infrastructure with an advanced urban vision. Furthermore, this partnership underscores the Sultanate of Oman's capacity to attract high-value investments and capital that generate tangible economic and social outcomes.
