Governor Healey announces Executive Branch hiring freeze amid economic uncertainty
Governor Maura Healey announced Wednesday that a hiring freeze will be implemented across the Executive Branch in response to growing economic uncertainty and a tightening budget outlook for Fiscal Year 2026.
The hiring freeze, which will take effect May 27, is a proactive measure by the Healey-Driscoll Administration aimed at managing state spending ahead of the new fiscal year.
'The people of Massachusetts expect us to protect and maximize their tax dollars, and that's exactly what we're doing,' said Governor Healey. 'Tariffs and funding cuts from Washington are causing so much economic damage and instability. We are taking this step to prepare for more uncertain economic times, protect taxpayer dollars, and move our state forward while ensuring funding will be available for the vital services people need,' Healey added.
The hiring controls will apply to all Executive Branch agencies and departments. During the freeze, no new employees may be hired, and there will be no formal waiver process.
'Challenging fiscal times require tough choices at all levels of government. I know this firsthand from my time as a mayor and now Lieutenant Governor,' said Lieutenant Governor Kim Driscoll. 'It's also important to be prepared when you see clouds gathering. Our administration deeply appreciates the work our public employees perform on a daily basis, and while we don't take this step lightly, we believe it's necessary to ensure we can all continue that critical work moving forward.'
According to the administration, hiring restrictions are just one of several tools being deployed to preserve state investments in essential services and safety net programs.
The administration plans to reassess the policy once the FY26 General Appropriations Act is signed and implementation is underway.

Healey testifies on UMass funding bill
BOSTON (WWLP) – Governor Healey testified on behalf of her higher education bill on Tuesday, seeking to invest up to $2.5 billion in the UMass system, state universities, and community colleges. The governor's bill, dubbed the BRIGHT Act, is meant to address deferred maintenance projects, modernize and decarbonize buildings, and construct major projects. 'They're also economic engines, job creators, workforce pipelines for our state,' Healey said. 'They train nurses, engineers, technicians that drive our industries forward.' While the Bay State is a leader in education, top lawmakers say our facilities do not reflect that. Massachusetts' education secretary says many of the state's top higher education buildings have not been updated for the better part of half a century. 'Spaces that students, staff, and faculty spend time in can either facilitate or inhibit learning,' said Secretary Patrick Tutwiler. 'Our students deserve to learn in safe, green, high-quality environments.' The bill also includes some policies that would strengthen the college building authority's ability to borrow money and contribute additional resources to supplement state funding. As with many governor-led projects, Team Healey says they want to get this work underway as soon as possible, but they do not have a timeline for funding implementation. Romanian pleads guilty to swatting calls targeting former US president, lawmakers
A Romanian citizen pleaded guilty on Monday to leading a years-long conspiracy targeting dozens of individuals — including members of Congress, places of worship, and a former United States president — with 'swatting' calls and bomb threats intended to provoke fear and solicit a police response. Thomasz Szabo, 26, pleaded guilty before U.S. District Judge Amy Berman Jackson in Washington, D.C., to one count of conspiracy and one count of threats and false information regarding explosives. The sentencing is scheduled for Oct. 23. Federal prosecutors say Szabo was the leader of an online community that engaged in bomb threats and 'swatting' — a term that refers to making false reports of an ongoing threat of violence — since late 2020. He was extradited from Romania in November 2024, the DOJ said. 'This defendant led a dangerous swatting criminal conspiracy, deliberately threatening dozens of government officials with violent hoaxes and targeting our nation's security infrastructure from behind a screen overseas,' Attorney General Pam Bondi said in a statement. 'This case reflects our continued focus on protecting the American people and working with international partners to stop these threats at their source,' she continued. Szabo made numerous false reports to law enforcement, including in December 2020, when he threatened to commit a mass shooting at New York City synagogues and, in January 2021, when he threatened to detonate explosives at the U.S. Capitol and to kill then-President-elect Biden, according to a DOJ press release. Members of Szabo's group then engaged in a 'spree of swatting and bomb threats' from Dec. 24, 2023, to early January 2024, the DOJ said. During that time, the group targeted at least 25 members of Congress or their family members; at least six officials who were, either then or previously, serving as a senior Executive Branch official, including multiple Cabinet-level officials; at least 13 senior federal law enforcement officials; and various members of the judiciary, according to the DOJ. The DOJ said the group also targeted at least 27 officials who were serving at the time, or who previously served, as state government officials or their family members; four religious institutions; and multiple members of the media. In recent years, political violence and 'swatting' incidents have been on the rise, in particular targeting members of Congress and other high-profile public figures. Local Georgia news outlets reported that among the officials targeted by Szabo are Rep. Marjorie Taylor Greene (R-Ga.), Georgia Lt. Gov. Burt Jones and Georgia State Sen. Clint Dixon. The Sports Bra, based out of Portland, Oregon, announced on Tuesday they will be opening locations in Boston, Indianapolis, Las Vegas, and St. Louis.
