MADISON, Wis. (WFRV) – A woman who reportedly had three children under the age of five unrestrained in her vehicle was arrested for OWI after crashing into another car on Wednesday.
Officers with the Madison Police Department say they were called to the intersection of Williamson Street and South Baldwin Street around 10:20 p.m. on May 28 for reports of a two-vehicle crash.

After an investigation, officers arrested the driver, 24-year-old Shaiti Garcia, for operating a motor vehicle while intoxicated.
Garcia reportedly had three children, all under the age of five, in her vehicle at the time of the crash. Officers say that all three children were unrestrained.

Child Protective Services was notified, and the children were turned over to a family member.
Garcia also faces three counts of child neglect.

NEENAH, Wis. (WFRV) – Community members can now enjoy alcohol in outdoor areas in certain parts of downtown Neenah. In a 6-3 vote, Neenah alders created a designated outdoor refreshment area ('DORA') for several parts of the city's downtown. The 'DORA' would be in effect from noon until 10 p.m. Wednesday through Saturday. It will go into effect immediately. 'I think we've got responsible citizens, responsible council members,' said alder Scott Weber. 'Responsible staff in the city and we're going to do the right thing.' The 'DORA' that alders passed is essentially a trial period. It goes through the end of March and then city officials will assess how things went and adjust accordingly if needed. Alders tell Local 5 News they can terminate the 'DORA' at any time. 'I think we've got a proven track record downtown with positives,' said alder Mark Ellis. 'We've tested this program and had great success with it.' A local business that Local 5 News spoke with said that they see more customers during the temporary 'DORA's.' 'Exponential people coming into the city, enjoying their time in the city and this downtown area is so beautiful,' said Matt Gloede who is the owner of the Santé Wine Bar & Bistro in downtown Neenah. 'I think people being able to enjoy a refreshment on the street is a huge benefit I think.' Not everybody was on board with creating the 'DORA.' In addition to the three alders who voted against it, there were several people who raised concerns during the public comment portion of the meeting. 'The pervasiveness of 'DORA' sounds like we are asking for trouble, kind of what the gentleman spoke about with the effects of alcohol,' said Neenah resident Jennifer McGuire. Residents said they were worried it would lead to more cases of drunk driving, unruly behavior downtown, and that it would turn Neenah into a drinking destination. Neenah resident Michael Sturn told Local 5 News he's been sober for about four years and will avoid downtown now that people can drink alcohol outside. He said he wishes that the city would invest their time and energy into other things. 'We are at crisis level': Wisconsin Humane Society reduces adoption fees as need for dog adoptions skyrockets 'A couple of things that I feel like we should be investing in more is the farmers market and bringing back festivals,' he said. 'Looking into those things instead of encouraging drinking would be more beneficial to the community.' Alder Cari Lendrum made a motion to amend the terms of the 'Dora' to have it start later in the day and only include the summer months. Council voted down her motion. (WFRV) – Three sisters under the age of 10 were found dead in Washington on Monday, and a manhunt is underway for their father, a Wisconsin native. According to the Wenatchee Police Department, officers responded to a civil complaint at 9:45 p.m. on Friday, May 30. The mother of three young girls reported that her daughters were not returned following a scheduled visitation with their father. 'Essentially became a missile': 19-year-old De Pere woman faces 25 charges, $500,000 cash bond for allegedly going 80mph in downtown Fond du Lac The girls—ages 9, 8, and 5—were last seen with their father, identified as 32-year-old Travis Decker of the Wenatchee area. According to WFRV's CBS affiliate in Milwaukee, Decker previously lived in Pewaukee, Wisconsin. Officers began searching for Decker and the children immediately. Decker was believed to be living out of a white 2017 GMC Sierra pickup truck with Washington license plate D20165C. Local motels in Wenatchee and East Wenatchee were checked without success. The vehicle's information was entered into the local Flock camera database, which showed the truck had traveled west on Highway 2 from Wenatchee on May 30. An AMBER Alert request was initially denied by the Washington State Patrol, but an Endangered Missing Person Alert was issued the next day after police provided additional information. Over the weekend, Wenatchee Police worked with local law enforcement and the FBI to investigate possible locations in Chelan County. By June 2, the search had narrowed to an area between Icicle Road and Chumstick Road near Leavenworth. That same day, an arrest warrant was issued for Decker on three counts of first-degree custodial interference. At approximately 3:45 p.m. Monday, a Chelan County deputy located Decker's vehicle near the Rock Island Campground off Icicle Road. The truck was unoccupied. While searching the area, authorities found the bodies of the three missing girls. According to the criminal complaint, each was found with a plastic bag over their head, and their wrists were zip-tied. Decker was not located. Authorities say that the preliminary examination suggests the likely cause of death for the three children was affixation. A SWAT team and Washington State Patrol's Crime Scene Response Team responded to assist in processing the scene and searching for Decker. As of now, Decker remains at large. He is wanted for three counts of first-degree murder and first-degree kidnapping. MADISON, Ala. (WHNT) — On any given day, the Madison Police Department and Madison Fire Department may work together at a house fire, wreck or any number of things. In those moments, they're working on the same team. Wednesday, however, they competed against one another. 'We are in the business of saving lives,' said Dan Pickens. 'We do well with getting on scene and helping get the patient packaged and getting them to a hospital, so we thought, why not partner to help them once they get to the hospital by giving blood?' It's a competition to raise awareness and the number of donations for Lifesouth Blood Center. 'I think as public servants, both our fire and police really see the need for this in our community,' said Samantha Magnuson. While Wednesday is all about some friendly competition, the reality is that there is a desperate need for blood every day. UAH softball coach announces retirement after 30 seasons, Associate Head Coach promoted 'We can't make blood, so we have to rely on our donors to be able to donate blood so we can supply the hospital,' said Lindsey Lee. She is a recruiter with Lifesouth. These men and women see firsthand what it looks like when someone is in critical need. 'Every day we deal with people who need blood, and we have HEMSI who has blood through their ambulances once they're on the transport, but if there's no blood in the blood banks, then there's nothing to give once they get there,' said Pickens. Although no matter which team you're donating to today, the ultimate winner is the life you save. 'If you think about making sure that your family is taken care of in need of crisis, this is a way to support that someone who is in crisis and needs that help,' said Magnuson.
