Copenhagen replaces Vienna as the most liveable city in the world in 2025

has been named the most liveable city in the world, overtaking
Vienna
after a three-year reign. The Danish capital earned top marks in stability, education, and infrastructure, according to the 2025
Global Liveability Index
released by the
Economist Intelligence Unit
(EIU).
The annual index assesses 173 cities worldwide across five categories—stability, healthcare, culture and environment, education, and infrastructure—based on over 30 qualitative and quantitative indicators. These include assessments by EIU experts and on-ground contributors, supported by external data points.
Vienna, now tied in second place with Zurich, maintained perfect scores in education, infrastructure, and healthcare. However, it lost ground due to a lowered stability score following security concerns, including incidents that disrupted major events. Geneva followed in fifth place, giving Switzerland two cities in the top five. Melbourne ranked fourth, standing out as the only non-European city in the top five.

Canadian cities experienced similar downturns. Calgary fell from 5th place last year to 18th this year, while Toronto slipped from 12th to 16th. The changes reflect strain on Canada's healthcare system, particularly due to staff shortages. Despite this, all 21 North American cities included in the index remain in the highest liveability tier, with scores above 80.

Cities in the Middle East and North Africa posted the largest improvements, driven mainly by gains in healthcare and education. Al Khobar in Saudi Arabia rose 13 places to 135th, reflecting broader regional efforts to improve urban standards.
At the bottom of the index, Damascus, Syria, remained the least liveable city, unchanged despite a regime shift. It was followed by Tripoli, Libya, and Dhaka, Bangladesh, as ongoing conflict and infrastructure gaps continue to affect basic living conditions.
