Town of Plattsburgh adopts CHAMP Law to aid future housing development

PLATTSBURGH — CHAMP is leading the way for housing development in the town of Plattsburgh.
CHAMP, which, in this instance, stands for 'Creating Housing Acceleration Measures for Plattsburgh' and not the Lake Champlain folklore monster, is Plattsburgh's newest solution to the North Country housing crisis.
Adopted this year, the CHAMP Law reformed the town's zoning code, making it easier for existing developments to expand and for new developments to begin.
'We all know that New York state is facing a housing crisis, and the North Country is no exception,' Plattsburgh Town Supervisor Michael Cashman said at a news conference at Emerson Place Tuesday, a new housing development on Kansas Avenue.
'But, here is the difference in the Town of Plattsburgh: we are not waiting on solutions. We are creating solutions with CHAMP. We are removing outdated barriers and modernizing our zoning to expand housing options.'
Some of the key highlights of the CHAMP Law include
• Permitting multi-family housing in A2 and SC zones.
• Allowing for duplexes and infill conversions and walkable T4 and T5 zones.
• Increasing density in the MDR zones with a minimum of one unit per 5,000-square feet.
• Streamlining the site plan and permitting process.
'These reforms position us to accommodate approximately 2,600 new housing units here in the town of Plattsburgh,' Cashman said of the new law.
'This is a smart, intentional development that strengthens our future. It is focused on specific districts, cutting through regulatory clutter (and) it is based on the real demand and real project proposals. It reduces the need for variances, saving both money and time for our developers, and it also preserves the neighborhood characteristic. It also increases property value by boosting the opportunity and density for a strong return on investments as well.'
PROOF OF CONCEPT
One housing development, Emerson Place at 89 Kansas Ave. which is being built by K&M Taylor Properties, served as a learning experience for the town as they created the new CHAMP Law.
Kerry Taylor of K&M Taylor Properties said when they began the process of developing the land, they had to go through the town's variance process, which she said was long and costly.
'I commend the town of Plattsburgh for being proactive in changing the zoning on some of these areas, because it's going to make it so much easier for developers to come in and build the housing we need,' Taylor said.
'Like Michael said, we need all levels (of housing) … it's not just the affordable (housing).'
When construction is finished, Emerson Place will have six buildings and 28 units in total at market rate rent. For example, the news conference Tuesday was held in a two bedroom, two full bath with a garage and attic above it — Taylor said rent for that unit will be $2,050 a month.
She said most of the units are already rented and they aren't even finished being built yet.
'So if that tells you the demand … it's kind of scary when you think about it,' Taylor said.
BREAKING BARRIERS
Cashman said the town wanted to make it easier for developers like K&M Taylor Properties to build and expand in the future like they are already doing.
'We have that responsibility, with our local developers that want to do business here, to break down barriers. That's what this law is about,' Cashman said.
'In addition to that, though, this law is also about showing investors that we have ample opportunity for people to put shovels in the ground, to build here.'
'This new law … this changes everything,' Taylor said.
'It really does. I mean, it's such a huge opportunity for the area, and this is addressing the housing crisis dead on.'
Cashman said the main takeaway from the updated law is that he wants developers to know the town remains open for business.
'Come build with us. There is ample amount of opportunity here in the town, and we are positioned to work with people to continue to lead the way in our corner of the North Country.'

Bret Taylor, the chairman of OpenAI, believes that if you have the chance to attach yourself to success, you shouldn't let ego get in the way. "I think this is the quote I always heard, was Eric Schmidt to Sheryl Sandberg: 'If someone offers you a seat on a rocket ship, don't ask what seat,' you know? I like that philosophy of life," Taylor said on an episode of "Grit." At the time, Sandberg, who would famously later become Facebook's chief operations officer, was deciding whether or not to join a different tech company: Google. Google was a tiny fraction of the size in 2001, with fewer than 300 people. Eric Schmidt had recently been brought on by cofounders Sergey Brin and Larry Page to be CEO. Sandberg talked about her conversation with Schmidt during a speech to Harvard students. "So I sat down with Eric Schmidt, who had just become the CEO, and I showed him the spreadsheet and I said, this job meets none of my criteria," Sandberg recalled. "He put his hand on my spreadsheet and he looked at me and said, 'Don't be an idiot. Get on a rocket ship. When companies are growing quickly and they are having a lot of impact, careers take care of themselves. If you're offered a seat on a rocket ship, don't ask what seat. Just get on.'" Sandberg did end up taking the job, and joined as the general manager of Google's business unit, which had four people at the time. "I do think, especially in Silicon Valley, there's just unique moments, and you just have to be self-aware and aware of the market," OpenAI's Taylor said. Beyond being ready to jump at opportunity wherever it comes knocking at your door, remaining broadly flexible is also important, he added. "Most of the unhappiest people I know are rigidly following a plan and not observant of their own happiness or observant of the opportunities around them," Taylor said. "I actually think that a big part of life is recognizing when there's a unique opportunity that you didn't plan for, and asking yourself the question, ' Should I change my plans? ' Whether that's in your personal life or your professional life." Taylor's own career spans Big Tech and startups alike — from leading the team that helped create Google Maps and acting as co-CEO of Salesforce, to founding his own AI company, Sierra. "The idea of sitting on the sidelines, and drinking a mai tai on a beach, doesn't give me joy at all," he said. "I want to build." Just as Taylor was leaving Salesforce, ChatGPT was released. After a conversation over lunch with his cofounder, Clay Bavor, Taylor said the decision to start Sierra was set. But even if he wasn't heading this particular company, he added, he would still be working in an adjacent sphere. "I would be building open source software if not running a company right now, because I just want to work in the technology and help shape it," Taylor said. "Because it's the most exciting technology of my memory, and I want to play a part in shaping how we all use it." That's another key piece of Taylor's personal philosophy: being as involved as possible in shaping the trajectory of the world. "There's this Alan Kay quote: 'The best way to predict the future is to invent it.' And that is like, my operating principle," he said. "I want to impact the future, and I want to help invent it."

ELMIRA, N.Y. (WETM)— The Elmira Police Department is bringing back its K-9 program for the first time in over ten years after the Elmira City Council approved funding. The department will receive $122,095 in funding from the county. The funds will go towards the K-9 and other handler fees. 'The dog ranges between fifteen and sixteen thousand dollars, which seems to be the going rate, and then a new patroling vehicle. You're looking at forty-five to fifteen thousand dollars for that. There are those fees and then the handler training fee, and then all of the little things that go with it,' said Kristen Thorne, Elmira Police Department Chief. (Nasdaq: KWM), a South Korean entertainment company, recently announced its plan to build a Bitcoin treasury. On June 4, the K-pop company announced that it has entered into a securities purchase agreement with Bitcoin Strategic Reserve KWM LLC to sell up to $500 million of ordinary shares. The company, well-known for K-pop merchandising and K-entertainment investments, said it hopes to become the 'Metaplanet of Korea,' a Japanese Bitcoin treasury company that itself deployed the strategy of Michael Saylor's Strategy (Nasdaq: MSTR), the largest public corporate BTC holder, to add Bitcoin to its balance sheet. K Wave Media said it will use the proceeds from the sale of these shares to support a "Bitcoin-centric digital asset treasury strategy." It did not specify which other cryptocurrencies it could acquire in the future to add to its account book. The K-Pop giant also said it plans to operate Bitcoin Lightning Network nodes and invest in infrastructure. The Bitcoin Lightning Network is a layer-2 payment protocol built on top of the Bitcoin blockchain that facilitates fast, low-cost, and scalable transactions. The company also plans to invest in Bitcoin-native infrastructure to enhance decentralization so that there is no centralized control over payments. The company's stock, which debuted on Nasdaq on May 14, jumped more than 300% following the announcement on June 4 and reached its record high price of $6.17 on the day. At press time, KWM was trading at $3.6393. As per Kraken, Bitcoin was trading at $104,671.76 at press time.
