MP govt takes action against 8 engineers over bridge with 90-degree turn

Bhopal, Jun 29 (PTI) The Madhya Pradesh government has suspended seven PWD engineers and ordered a departmental probe against a retired superintendent engineer for the 'faulty design' of a new rail over-bridge in Bhopal having an unusual 90-degree turn.
'I took cognizance of the serious negligence in the construction of Aishbagh ROB and ordered an inquiry. On the basis of the inquiry report, action has been taken against eight PWD engineers,' CM Yadav said.
Seven engineers, including two chief engineers, were suspended with immediate effect while a departmental inquiry will be conducted against a retired superintendent engineer, he said.
'The ROB will be inaugurated only after improvements are made,' the chief minister added.
The persons against whom action was taken for the alleged faulty design are chief engineers Sanjay Khande and G P Verma, in-charge executive engineer Javed Shakeel, in-charge sub-divisional officer Ravi Shukla, sub-engineer Umashankar Mishra, assistant engineer Shanul Saxena, in-charge executive engineer Shabana Rajjaq, and retired superintendent engineer M P Singh, said Public Works Department (PWD) additional chief secretary Neeraj Mandloi.
The government also blacklisted architect firm M/s Puneet Chaddha and design consultant M/s Dynamic Consultant, he said.
The ROB, built at a cost of Rs 18 crore, was aimed at improving the connectivity between Mahamai Ka Bagh, Pushpa Nagar and the station area with New Bhopal, benefiting some three lakh people.
Last week, the PWD formed a committee to find a solution in order to ensure safe movement of vehicles on the bridge.
Officials associated with the construction argued that they had no other option but to build the bridge this way given the paucity of land and presence of a metro rail station nearby.
If a little extra land is made available, the 90-degree sharp turn can be converted into a curve, the officials had said. PTI MAS KRK GK

The Indian Air Force would be putting up a proposal for buying three spy planes to keep a track of enemy activities on the ground under the I-STAR programme. The Intelligence, Surveillance, Targetting and Reconnaissance aircraft would be critical for the Air Force's plans to take out ground targets in the future, the sources said. The three aircraft would be acquired from an original equipment manufacturer and then be modified by the DRDO lab Centre for Airborne Systems in partnership with private partners. The Indian Navy would also be fielding a proposal for DRDO-developed Pressure-based Moored Mines at the meeting, which are to be used for targeting enemy submarines and surface ships. The project for upgrading the capabilities of the 84 Su-30MKI fighter jets is also expected to come up for discussion. The project has already been given the go-ahead by the DAC earlier. Underwater autonomous vessels are also scheduled to be taken up for clearance by the DAC, which would be meeting for the first time after the Operation Sindoor. The DAC is the highest body in the defence ministry for capital procurements for modernisation.

14th judge steps aside from Sanjiv Chaturvedi's cases
Dehradun: The additional chief judicial magistrate (ACJM) of Nainital, Justice Neha Kushwaha, has recused herself from hearing a criminal defamation case filed by Indian Forest Service (IFS) officer Sanjiv Chaturvedi against Central Administrative Tribunal (CAT) judge Manish Garg. This brings the number of judges who have withdrawn from matters involving Chaturvedi to 14. Chaturvedi had filed the case in Nov 2023, alleging Judge Garg used foul language against him during open court proceedings on Oct 16, 2023. The ACJM cited 'family relations' with CAT judge D S Mahra, who regularly visits her official residence, as grounds for recusal. "In such a situation, it would not be fair for me to hear this case," she said. Chaturvedi later filed a criminal contempt petition against Mahra in Nov 2024, after a bench led by him issued a contempt notice to Chaturvedi in connection with the same defamation matter in Oct 2024. In Feb 2025, CAT judges Havinder Kaur Oberoi and B Anand withdrew from hearing Chaturvedi's petitions. Their bench directed the registry not to list his cases in future, without citing any reason. The matter concerned the officer's appraisal report. Earlier, in Feb 2024, a Uttarakhand high court judge recused from Chaturvedi's deputation-related matter. In 2018, the high court had directed that his service issues be heard only at the CAT's Nainital circuit bench and imposed a fine of Rs 25,000 on the central govt, which was upheld by Supreme Court. The high court reiterated the direction in 2021, which the central govt challenged. In March 2023, the SC referred the matter to a larger bench. In Nov 2013, SC judge Justice Ranjan Gogoi stepped aside from hearing Chaturvedi's plea seeking a CBI probe into alleged corruption by then Haryana CM Bhupinder Singh Hooda and others. Later, in Aug 2016, SC judge UU Lalit also withdrew from the same matter. A Shimla court judge stepped aside in April 2018 from hearing a defamation case filed by then Himachal Pradesh chief secretary Vineet Chowdhary against Chaturvedi. In March 2019, CAT chairman Justice L Narasimhan Reddy recused himself from transfer petition cases involving Chaturvedi, citing "unfortunate developments". CAT Delhi judge Justice RN Singh withdrew from another service matter involving Chaturvedi in Feb 2021. A high court judge recused in May 2023 without stating any reason. In Nov 2023, CAT judges Manish Garg and Chhabilendra Roul stepped aside. In Jan this year, CAT judge Justice Rajeev Joshi also withdrew from a case related to Chaturvedi's service issues.

Madhya Pradesh State Department Orders Probe Against Own Minister
Bhopal: Madhya Pradesh Public Health Engineering (PHE) Department has ordered an investigation against its own minister Sampatiya Uike following explosive corruption allegations linked to the Rs 30,000 crore Jal Jeevan Mission. Chief Engineer (ENC) Sanjay Andhavan issued the inquiry orders after a complaint was sent directly to Prime Minister Narendra Modi and the central government demanded a detailed report. The inquiry centers around serious allegations that funds meant to bring clean drinking water to rural homes have instead been directed into personal coffers. The allegations stem from a letter sent to the Prime Minister on April 12 by former MLA Kishor Samrite. Mr Samrite alleged that Ms Uike took Rs 1,000 crore in commission, while former Chief Engineer BK Sonagariya is accused of siphoning off Rs 2,000 crore through his accountant Mahendra Khare. Mr Samrite claims that top officials of the Jal Nigam's Project Implementation Unit (PIU) grabbed crores. In Betul, an executive engineer allegedly withdrew Rs 150 crore from government accounts without executing a single project. Similar patterns of ghost work and massive fund withdrawals have been flagged in Chhindwara and Balaghat districts. Mr Samrite has further alleged that nearly 7,000 fake completion certificates for non-existent water supply projects were sent to the Centre, raising fears that public money has been embezzled on an unprecedented scale. He has demanded a CBI investigation, warning that this could be one of the biggest scams in the country's history. A letter has been dispatched to all PHE Chief Engineers and the Project Director of MP Jal Nigam, directing them to submit findings within seven days.
