South Island iwi have been celebrating the successes of Whānau Ora commissioning agency Te Pūtahitanga o Te Waipounamu, as they farewell staff at a series of events around the South Island.
As of the end of June, the organisation will no longer provide Whānau Ora services after a change in Government direction, with Te Puni Kōkiri opening the contracts to other providers.
It means around 40 staff will be without jobs, and it's expected another 100 jobs from the partner navigator network will go.
Six poroporoaki (farewell events) have been held across the South Island, where staff and whanau have spoken of their devastation at the agency's closure, and celebrated the many success stories that resulted from its mahi.
Whānau Ora was created in 2010 by the late Dame Tariana Turia in an effort to improve social and health services for Māori.
Te Pūtahitanga o Te Waipounamu general partnership board chair Tā Mark Solomon said the agency worked on behalf of eight South Island iwi to determine the best ways to support whānau development.
Solomon recalled when he first heard about Whānau Ora, at a meeting with Dame Turia in Christchurch more than a decade ago.
'I stood up at the end and asked her, if I could get all the tribes of Te Waipounamu to come together, could we put in a bid for the Whānau Ora commissioning agency?
'She gave a bit of a giggle and said yes, if you think you can get the tribes together by all means.'
Solomon said two meetings later, they were united. He said it was the first time in history that all the tribes of Te Waiponamu had come together to work collectively. They put in a bid for the contract and were successful.
An independent evaluation of the agency's direct social investment model hailed it as an 'outstanding exemplar of an organisation delivering public services that actually work'.
The evaluation demonstrated that the most conservative impact implied an economic benefit of $2.40 for every $1 of investment.
It also found that across 83 funded initiatives, almost 5000 Māori were positively impacted, with the value of increased life satisfaction combined put at $7.2m.
'Proud is an understatement. I'm absolutely in awe of what has been done and the good that it has brought to Te Waipounamu,' Solomon said.
In the last five years, Te Pūtahitanga navigators had worked with 14,973 whanau and more than 8,000 people had been supported into employment within communities across the South Island.
The new provider, Solomon said, was working under a 'totally different' framework.
'Whānau ora to me is families themselves determining what they need and what goals they need to set to change their life, it's not to be dictated by a government policy.'
Te Taumata, the iwi shareholder council of Te Pūtahitanga, co chair and Ngāti Kuia representative Hina-i-te māra Moses-Te Kani said the poroporoaki in Ōtautahi on Thursday was an emotional celebration.
She said for the last 11 years, it had been given the opportunity to celebrate mana motuhake, self determination, with funding from the Crown.
It had supported countless business ideas through Tūātea, the social investment fund that gave whānau the agency to realise their own aspirations.
'Whānau would come to us with their dreams and aspirations and we had coaches and support people and champions who supported them to set up their organisations in the right way, to live the dream that they wanted to live… one of the outcomes was getting more people into jobs and we created thousands of jobs in this kaupapa.'
Many of those businesses were focused on hauora, health and fitness, rongoā Māori, hospitality, art and design.
'We had a 12-year-old who wanted to be the leading poi manufacturer in the world and she achieved that at 14.'
She said research showed that the agency had developed one of the most successful international indigenous commissioning models in the word, supporting whanau intergenerationally.
'It's one of the key celebrations for us – this is intrinsically kaupapa Māori all day, every day.'
She was still in disbelief at the Government's change in focus, which was now directed at deprivation instead of self-determination.
'How could such a successful life-changing model – moving whanau from deprivation without even focusing on that – how could it be seen as not the right model?'
Moses-Te Kani said the iwi alliance across the South Island remained strong and the whanau ora movement created in Te Waipounamu would continue to shine through.
'I think that the legacy from Te Pūtahitanga will morph into something new and something brilliant and we won't completely disappear. What we have created here is like a beautiful flowing awa across the whole of Te Waipounamu and the next brilliant thing will turn up, maybe it'll be international money, or maybe it'll be somebody else's money that will support the kaupapa that we're doing.'
Whānau Ora Minister Tama Potaka announced earlier this month that four new community-based Whānau Ora commissioning agencies will replace the three agencies that have led the scheme since its inception.
The South Island contract has been awarded to Te Tauraki Limited, a subsidiary of Te Rūnanga o Ngāi Tahu.
He said the agencies were selected to deliver on the government's focus to provide better public services, which were moving in a 'refreshed direction'.

The Pawprint Petition was presented to Parliament and was received by National MP Greg Fleming. As well as the human signatures, the petition was supplemented by nearly 80,000 additional paw, hoof prints and marks from pets of concerned owners. Petition organisers Animates said loud explosions from the letting off of fireworks - purchased around the celebration of Guy Fawkes night - created "extreme stress", leading to injuries, fatalities and missing animals. They said banning the sale of fireworks was crucial to protect animals from unnecessary fear, distress and harm. Fireworks impact pets, livestock, zoo animals and wildlife - vets association The New Zealand Veterinary Association spokesperson Sally Cory said fireworks caused stress and anxiety in pets, livestock, zoo animals and wildlife. "Every year, veterinarians are called to see horses that have been badly injured by panicking and running through fences, attempting to jump out of paddocks, or have run on to roads, endangering themselves and motorists. "Cats and dogs often get anxious and try to flee when fireworks are going off. As a result many each year are injured. Large animals in general suffer from fear and stress related to fireworks and the impact of fireworks on wildlife is also a recognised issue," Corry said. Pawprint Petition 'a world's first' Animates general manager of marketing Nathalie Moolenschot told RNZ the signatures were gathered over six months and the inclusion of the animals pawprints and marks was likely to be "a world's first". "Just having [fireworks] available in New Zealand for sale for a couple of days a year enables people to stockpile them which means that they're being lit all throughout the year. "Owners are unable to protect their pets and livestock during those times," Moolenschot said. She said she was thrilled that the large response to the petition was now a matter of official record.

Former New Zealand prime minister Jacinda Ardern says her dad wasn't sure she could handle politics, but Ardern says she led with empathy, and now talks to others about how to do the same. Ardern's father thought she didn't have thick enough skin to get into politics, the former PM recalls. 'Dad really worried … 'Politics? Not for Jacinda she's too thin-skinned' and he was right,' Ardern tells RNZ's Jesse Mulligan, sitting in the JFK School of Government at Harvard University where she is leading a fellowship on empathetic leadership. Ardern, whose memoir A Different Kind of Power hit shelves this week, recalls in the book the time she was accosted in an airport bathroom and thanked for "ruining the country". 'I put it into the book not to give a singular personal experience but to speak to what I've noticed is an exchange in a political environment generally, and I don't mean just in New Zealand. 'The conversations I have with leaders past and present, they've noticed a shift in the last five years in particular.' But Ardern, who juggled first time motherhood while in power (becoming just the second woman in history to have a baby in office), says the skin her father feared would let her down, defined the kind of leader she became. 'I think the lesson for me was maybe we need thin-skinned people in politics because usually that is emblematic that you are empathetic that you're motivated to do the right thing by people and it really deeply offends you if you're critiqued for not doing your job well.' During her time at the helm of New Zealand, Ardern led the country during the March 2019 Christchurch mosque attacks, then the Whakaari White Island tragedy soon after. During these 'darker moments' Ardern describes herself as agnostic, but acknowledges her religious background did shape her take on things. 'I think it also gave me a respect for people who do have faith in their lives, and an understanding of faith communities,' she says. And unpacking all of that during writing the book was one of the hardest parts of the experience, which she says someone described as 'therapy with a deadline'. 'Because it's an unusual career path people are often interested in where your motivation and your values come from, and when you write a memoir you're digging back a little bit and giving a bit of an explanation of how you came to be on the path that you were. 'The thing that I ended up finding the trickiest was going back and talking about the role that faith had for me. Not because I hadn't disclosed it, it was very much on the record that I had been raised on the LDS church. The thing I found difficult was, after I left, I put that away in a box and didn't reflect on that again. 'When I came to write I had to pull it all back out again.' Ardern's tumultuous term was then hit with the Covid-19 pandemic and criticism that came with the decisions she was forced to make. A recent Royal Commission concluded that the government was too harsh with mandates and lockdowns at the time, Mulligan points out. 'The one thing I would say … is my goal from the outside of this horrific experience was save people's lives and keep people together,' Ardern says. 'I think we did one, and the other we didn't. But when I look around the world, we weren't the only ones that struggled with the second part. Places who had very different strategies are having the same experience in the aftermath. 'We were operating on certain information in a certain environment but with now the ability to reflect back, and I wouldn't' argue with that.' To those who say Ardern's government did not get enough done during that tenure: 'I would strongly disagree with you. Did Covid dominate internationally? Of course it did … it's hard for a pandemic not to … The idea that we haven't had an impact, I disagree'. She lists their work improving the lives of New Zealander's living in poverty, easing the burden on families during cost of living struggles, changes made to benefit rates, school lunches and climate change framework amongst some wins. And always circling back to the importance of kindness: 'I wouldn't underestimate the difference it makes when you demonstrate that the way you do government can be different as well,' Ardern adds. 'We set out to do things differently … we set out to be an empathetic government, a kind government, one that didn't make personal attacks. I hope we raised expectations that you can do things differently.'
