Feds warn of homemade fireworks following house explosion

LIBERTY, Ohio (WKBN) – Agents with the federal Bureau of Alcohol, Tobacco, Firearms and Explosives say homemade fireworks are illegal.
'From our perspective, that's highly dangerous,' said Bill Halusek, with ATFFE.
Halusek is with the ATF office in Cincinnati. He says scenes like the one from Saturday in Liberty, where a house exploded due to what is believed to have been homemade fireworks, are becoming dangerously more common.
'We've seen an uptick in labs this year. In the last two months, I know of four labs like the one in Youngstown that have eradicated,' Halusek said.
Halusek says the difference between fireworks sold in licensed stores, the display types that we can watch on the 4th of July, and illegal explosives essentially comes down to the amount of flash powder contained in them. He said illegal devices often contain too much of the powder and are extremely volatile.
'It can detonate very easily. Static electricity from a finger touch could do it,' Halusek said.
ATF agents were on the scene of the Liberty home explosion over the weekend to help search for evidence, and the incident is being actively investigated.
Halusek stresses consumers can never fully trust devices that don't come through a licensed dealer.
'You never know what you're going to get when you're buying from someone who manufactured it themself,' he said.
The sale of display fireworks is heavily regulated by both the federal government and the state, but Halusek admits they can occasionally turn up on the black market.
'If folks were to see those types of display fireworks, avoid them. Contact your local law enforcement to come get them,' he said.

PLATTE CITY, Mo. (News-Press NOW) — A 34-year-old man has been charged with second-degree murder in the January shooting death of a Platte City sports reporter. County Prosecuting Attorney Eric Zahnd held a press conference Wednesday and announced that his office has charged Ruslan Huseynov with causing the death of 50-year-old Dennis Sharkey. Sharkey was a sports reporter for the local newspaper, the Platte County Citizen. Huseynov also faces charges of armed criminal action and unlawful use of a weapon. According to the Platte County Sheriff's office, the incident happened between 6:30 and 7 p.m. Jan. 10 on southbound Interstate 29 near Northwest 72nd Street. The sheriff's office investigated the incident early on as road rage. Investigators received information that Sharkey and another vehicle had stopped on the interstate and the suspect got out of his vehicle and fired a single shot in to Sharkey's vehicle. When Kansas City police officers responded to the area, they found Sharkey in his vehicle unresponsive and he appeared to have suffered a gunshot wound. He was transported to an area hospital and later pronounced dead. A search warrant related to data from Sharkey's phone showed communication on the night of the shooting with a cell phone tower near the location where an ATF canine found a single 9mm shell casing. That phone lead investigators to Huseynov's phone that was in a vehicle that stopped on I-29 around the time of the shooting, according to court documents. On Tuesday, authorities interviewed Huseynov and he allegedly confirmed his cellphone number denied owning a gun, according to court documents. However, a search warrant was executed at his residence and authorities located a 9mm Stoeger pistol in a safe in his bedroom. Court documents also said testing by the Kansas City Police Crime Laboratory confirmed that the shell casing located at the scene of the crime and the bullet, removed from Sharkey's body during the autopsy, were identified and verified. They allege the pistol recovered from Huseynov's bedroom was the weapon used. Huseynov is being held in the Platte County Jail without bond.

According to the ATF, this will be a months-long public education campaign to inform residents of stiff penalties for illegal firearm purchases. According to the ATF, the campaign aims to bring awareness to 'Straw Purchasing.' This is where someone purchases a firearm for someone who legally cannot own one. They said it also comes with steep penalties, up to 15 years in prison and hundreds of thousands of dollars in fines. More details came to light in the federal arrest of an undocumented Milwaukee man on a gun charge, whose arrest sparked fears among some of a broader immigration operation on the city's south side. A criminal case was unsealed June 11 against Herber Tzoy-Tzoy, who appeared in federal court the same day for a charge of possessing a gun while being illegally in the United States. Tzoy was initially arrested by Milwaukee Police in September 2024 for driving under the influence and possession of a handgun. The federal Bureau of Alcohol, Tobacco and Firearms took the case on in December and arrested Tzoy at his apartment on South 22nd Street on June 10. He is now in custody of the Kenosha County Sheriff. Magistrate Judge William Duffin didn't approve bail for Tzoy at his federal court hearing on June 11. The Milwaukee Journal Sentinel's previous report regarding Tzoy's arrest named his alias, Mario Torres. Tzoy crashed a Dodge pickup truck into parked cars along West Burnham Street in September. His blood alcohol concentration was more than twice the legal limit, Wisconsin State Laboratory of Hygiene records showed. An officer found a handgun and five empty beer bottles on the driver's side floorboard, the federal criminal report says. According to the charges, a Guatemalan identification card with the name Eliseo Us-Ixcotoyac was found by officers. Tzoy told officers that was his "fake name" for work. Tzoy confirmed his name with his Guatemalan birth certificate at his November municipal court hearing. Department of Homeland Security doesn't have records of Tzoy entering the U.S. legally, federal prosecutors say. An arrest warrant was issued for Tzoy on March 17 after he didn't appear in Milwaukee County Court that day for those charges. Voces De La Frontera and Diego Castro, Tzoy's brother-in-law, say U.S. Immigration and Customs Enforcement took Tzoy into custody on June 10. Castro, who lives in a neighboring unit, said about 10 or 15 agents with the bottom half of their faces covered pounded on all four units in the apartment building. The agents said they had a warrant for Castro's wife's name, too, he said. The U.S. Marshal's office confirmed about 10 agents were knocking on doors of Tzoy's neighbors as the agency typically does in such cases, said Scott Keller, Supervisory Deputy U.S. Marshal for the Eastern District of Wisconsin. The agency was only there to assist in the arrest of that man. He said he could not speak for the size of other agencies' response. 'To say that's a large response, that would be false,' Keller said. "It shouldn't be characterized as a heavy response, simply because this is our normal operations.' The agency assisted in multiple arrests across the city on June 10, Keller said. Tzoy's attorney Joshua Uller wouldn't confirm if ICE was involved in Tzoy's arrest. Tzoy's next court date is June 24 at 3:30 p.m. Gina Castro is a Public Investigator reporter.
