Dharavi's Factory Owners Anxious About Revamp

Mumbai: Jameelbhai Khan runs a thriving garment business from six factories in the sprawling slum of Dharavi, among the largest in Asia. He has around 15 tailors stitching tops and kurtis for women from designs sourced from malls.

These are sold at the wholesale market in Bandra's Ghas Bazaar at just Rs 200 and find their way into Mumbai's retail shops. His turnover is a stunning Rs 30 lakh per month.
Khan is part of Dharavi's booming economic engine. The slum, which is on the cusp of one of the largest urban transformation projects in the world, is home to scores of cottage industries ranging from leather, garments and embroidery to pottery, printing, snacks and scrap recycling.
Its leather trade is a hub for corporate gifting—churning out wallets, keychains, passport holders, satchels and pouches. The turnover of Dharavi's trade runs into crores, with products travelling to other states and even overseas. Besides, it generates employment for thousands, mainly migrant workers.
Jameelbhai has refused to participate in the survey being conducted to identify those eligible for resettlement in the Dharavi redevelopment project.
"They have given us no information on the plan. We do not know what will happen to our factories and if they will have to shift out," he says.
The pottery hub of Kumbharwada and 13 compound area, known for scrap recycling, have also opposed the survey.
The recently cleared masterplan of Adani-led Dharavi Redevelopment Project (DRP) aims to transform the slum sprawl into a well-connected urban zone by integrating residential, industrial and commercial areas with open spaces.

It estimates that 13,468 industrial and commercial units will need to be constructed within Dharavi free of cost for eligible tenants. The total indicative number of industrial, retail and commercial tenements is 20,000 (the survey is still on). Five tentative industrial clusters have been planned.
Yet, there is a wave of anxiety among Dharavi's entrepreneurs about whether their factories and workplaces will be accommodated in the revamp.
Through most of Dharavi, living and working spaces co-exist, with families living on the ground floor of the tenement and factories or workshops accommodated on the mezzanine or upper storeys.
The crux of their concern is that only ground floor structures which existed till the cut-off date of Jan 1, 2000, will be eligible for rehabilitation in Dharavi free of cost. They are eligible for a 350 sq ft residential space or a 225 sq m commercial space.
Typically, owners of upper-floor tenements in slums have been deemed illegal and excluded from slum rehabilitation projects.
As an exception, the Dharavi project offers those living in upper floors the choice of 300 sq ft rental housing outside Dharavi in Deonar or the salt pan lands of Kanjurmarg, Mulund or Bhandup.
But what about commercial spaces like workshops and factories operating from upper floors? Officials say these will be accommodated in Dharavi itself on the payment of a nominal lease rent with the cutoff date of Nov 2022.
There will be no limit on the space they want to take. Those who get the free 225 sq metre space can rent additional space here too.
"Ten per cent of the rehab generated has been kept aside for commercial use within Dharavi itself. Those with factories and workshops on mezzanine and upper floors can be accommodated here," said a source linked to the project.
But factory owners are worried about rental costs. Also, migrant labourers live and work in the factories and the revamp also raises questions about where they will go.
"I own three factories in Dharavi and have around 30 workers living there. I don't pay rent. If I have to start paying rent, then my costs will shoot up. Where will my workers live? Will these commercial spaces accommodate them?" asks Abdulais Shaikh of Sana Leather works which has a turnover of around Rs 20 lakh.
Those who rent the upper story of a tenement to set up a factory will remain vulnerable. "A segment of factories here rent space.
The owner of the tenement will now claim the upper floors as his own to access rental housing for his family," says Raju Korde from the Dharavi Bachao Andolan which is protesting against the DRP.
The Dharavi Bachao Andolan has questioned the data in the ongoing survey which has so far counted 72,000 eligible tenements. "In our estimation, there are around 1 lakh tenements but if you count the upper floors, the number goes up to around 2 lakh.
Where will they all go?" asks Korde.
The lack of information on what is being planned continues to drive resistance to the project. "We need to be told what is coming and how we will be accommodated. What is the cost of renting these commercial spaces? They should invite our suggestions and objections to the plan. Till then we will oppose the survey," says Jameelbhai Khan.

The Nifty 50 index fell 34.10 points or 0.14% to 24,716.60. The broader market outperformed the frontline indices. The S&P BSE Mid-Cap index rose 0.58% and the S&P BSE Small-Cap index added 0.36%. The market breadth was positive. On the BSE, 2,128 shares rose and 1,991 shares fell. A total of 168 shares were unchanged. The NSE's India VIX, a gauge of the market's expectation of volatility over the near term, jumped 6.71% to 17.16. Economy: India's GDP growth touched a four-quarter high of 7.4% in Q4 FY25, with full-year growth ending at 6.5%, according to data released by the government post-market hours Friday. The GDP growth, higher than the previous quarter's 6.4%, was lower than the 8.4% growth logged in Q4 FY24. Meanwhile, Indias fiscal deficit for FY25 stood at 4.8% of GDP, meeting the revised estimate, according to data released by the Comptroller General of Accounts on Friday. The central governments fiscal deficit stood at Rs 15.77 lakh crore, or 100.5% of the revised annual target, compared with 95.4% a year before. Further, the seasonally adjusted HSBC India Manufacturing Purchasing Managers Index (PMI) declined to 57.6 in May 2025, down from 58.2 in April 2025, highlighting the weakest improvement in operating conditions since February. The headline figure was nevertheless well above both the neutral mark of 50.0 and its long-run average of 54.1. Panelists suggested that demand strength continued to support sales and production, though competition, inflation, and the India-Pakistan conflict had reportedly weighed on growth. New Listing: Shares of Schloss Bangalore (The Leela) were currently trading at Rs 433.50 at 15:30 IST on the BSE, representing a discount of 0.34% compared with the issue price of Rs 435. The scrip was listed at Rs 406.50, exhibiting a discount of 6.55% to the issue price. So far, the stock has hit a high of 438.80 and a low of 404.45. On the BSE, over 7.32 lakh shares of the company were traded in the counter so far. Shares of Aegis Vopak Terminals were currently trading at Rs 241.95 at 15:30 IST on the BSE, representing a premium of 2.96% compared with the issue price of Rs 235. Monthly Auto Sales: Tata Motors total sales stood at 70,187 units in May 2025, registering a decrease of 8.57% compared with 76,766 units in May 2024. Bajaj Auto declined 1.25%. The company has recorded total sales of 3,84,621 units in May 2025, which is higher by 8.25% compared with the sales volume of 3,55,323 units sold in May 2024. Hero MotoCorp fell 1.93%. The company said that it has dispatched 507,701 units of motorcycles and scooters during May 2025, which is higher 1.92% as compared with the dispatch figure of 498,123 units recorded in May 2024. Alembic Pharmaceuticals declined 2.19% after the United States Food and Drug Administration (USFDA) issued Form 483 with four observations to the companys Panelav API-I & II facility. Global Markets: US Dow Jones futures were down 195 points, signaling a weak start for Wall Street. European and Asian shares declined Monday after U.S. President Donald Trump announced a fresh tariff hike on steel imports, sending jitters across global markets. Speaking to U.S. steelworkers late Friday, Trump said he would double tariffs on steel from 25% to 50%, effective Wednesday, June 4. Markets in China, Malaysia, and New Zealand were closed for holidays, muting some of the early regional reactions. Trump also took to Truth Social to confirm the June 4 rollout, claiming the hike was in response to Chinas alleged breach of a recent trade agreement. He didnt elaborate on how the deal was violated but added that he plans to speak with Chinese President Xi Jinping soon. Wall Street ended last week on a mixed note. The S&P 500 was nearly flat, inching down 0.01% to close a strong month. The Nasdaq Composite slipped 0.32%, while the Dow Jones eked out a 0.13% gain. Commerce Secretary Howard Lutnick backed the tariff decision over the weekend, saying the measures were not going anywhere, even as they face stiff legal resistance. A federal trade court had recently blocked much of Trumps tariff plans, but an appeals court swiftly reinstated them. The case now looks poised to head to the Supreme Court. Trump, undeterred, hinted hed use alternative mechanisms to enforce the tariffs if necessary. This legal showdown is unfolding just weeks ahead of a key July deadline to ink new trade deals. If those talks fall through, Trump has threatened sweeping new tariffs on several major economies.

Dairy firms in India to see 11-13 pc higher revenue growth this fiscal

New Delhi: Dairy companies in India will see revenue grow 11-13 per cent this fiscal, compared with 10 per cent last fiscal, on strong demand dynamics, increasing share of value-added products (VAP) and higher milk prices at the retail level, a report showed on Monday. Profitability, too, will improve 20-30 basis points (bps), aided by better realisations, healthy milk supply keeping procurement prices in check and a favourable shift towards VAP, which fetch higher margins, according to the Crisil Ratings report. To capitalise on the healthy growth momentum, companies will ramp up capital expenditure (capex) by 10 per cent this fiscal. A sizeable portion of this capex will be to enhance capacities for VAP, a segment that continues to outpace the traditional liquid milk category. Despite higher capex, credit profiles will remain stable because of improving cash flows and strong balance sheets. "The VAP segment is expected to clock a strong 16-18 per cent growth this fiscal, driven by changing consumer tastes, rising nutritional awareness and preference for protein-rich diets," said Shounak Chakravarty, Director, Crisil Ratings. Consequently, its share in the product mix will increase to 45 per cent from 40 per cent a couple of years back. In contrast, growth for liquid milk should be stable at 10 per cent. Overall, improved product mix, healthy volumes and rising retail prices will be the key growth drivers," he mentioned. What will also support dairies is a favourable monsoon forecast, stable fodder prices and increased adoption of artificial insemination to boost productivity, which will ensure steady availability of raw milk, thereby limiting the increase in procurement prices to a modest 2-3 per cent this fiscal. Profitability will benefit from improving realisations and a modest increase in procurement prices resulting in a 20-30 bps improvement in operating margin to 5.3 per cent, supporting overall cash generation. The prospects and healthy demand supply dynamics are already encouraging dairies to ramp up capex. "Capital expenditure of dairy companies is expected to rise 10 per cent this fiscal to Rs 3,400 crore. The VAP segment will account for more than 60 per cent of the overall capex - a trend seen over the past three fiscals - given its higher growth potential," said Rucha Narkar, Associate Director, Crisil Ratings.

The balance capex will be for augmenting liquid milk processing capacities and shoring up supply-chain infrastructure," Crisil Ratings Associate Director Rucha Narkar said. Despite high debt levels owing to the capex, credit profiles will remain stable, supported by strong balance sheets and healthy cash accrual, she added. Debt protection metrics are also expected to remain comfortable this fiscal, and the capital structure will remain steady, it stated. Crisil Ratings added that a normal monsoon and timely ramp-up of newly commissioned capacities need to be watched.
