
A death that spotlights irrigation problems
On March 13, 2025, Kailash Arjun Nagare, a 2020 Young Farmer Award recipient, from Maharashtra, died by suicide, citing unaddressed irrigation demands. While India reports the highest water usage in agriculture globally, access to water for irrigation remains a contentious issue. Nagare's death points towards the inequity in distribution, with social inequalities, water governance mechanisms, and policies determining the contours of allocation. The problem of water scarcity in India is thus multifaceted, indicating the co-existence of actual physical shortage with economic scarcity due to inequitable access and management.
Untenable expansion
The agricultural sector accounts for almost 80% of the water withdrawal in India. Every year, 688 billion cubic metres of water is consumed by the farm sector, the highest in the world. Irrigation is an inevitable input for increasing agricultural production. However, its expansion has been highly untenable. The majority of the area under water-guzzling crops such as rice, wheat, and sugarcane is currently in the water-scarce north-west and sub-tropical belts of the country. According to a study published in Nature Water (2024), India alone accounted for 36% of global unsustainable irrigation expansion that happened between 2000 and 2015, with environmental and socio-economic implications.
Even as irrigation has been proven to drive economic prosperity, various studies have reported that uneven progress has reinforced existing inequalities, between and within States. Considering that ground water is the dominant water source for irrigation in India, property rights, energy pricing policy, and the existence of well-functioning water markets have remained critical in determining water access to farms. Accordingly, while inequity has declined in canal, tank, and well irrigated systems, it has increased in the tube well irrigated system. Marginalised groups, especially women, are also disproportionately affected by increasing deprivation and decline of water tables with climate change intensifying disparities.
The environmental and financial consequences of aggressive groundwater extraction have also been profound. Due to over extraction, almost 17% of India's groundwater assessment units are deemed 'over-exploited' while 3.9% are in a 'critical' state. Intensive pumping has also resulted in massive energy consumption resulting in excessive carbon emissions. As per the latest data, 45.3–62.3 MMT of annual carbon emissions is attributed to groundwater irrigation, which constitutes 8-11% of India's total carbon emissions.
The operating efficiency and water use efficiency has also remained sub-optimal in Indian agriculture. While irrigation systems in India report an operating efficiency of 38%, in developed countries it is 55%. Coupled with misaligned cropping patterns and inefficient water use practices, irrigation water productivity (IWP) has also remained low in the major irrigation belts of the country. For example, Punjab, which claims the highest land productivity in rice, has one of the lowest IWPs for the crop. Similarly, in sugar cane, Tamil Nadu records the highest land productivity with IWP being dismally low. Besides water wastage, the adoption of non-optimal water management practices have been causing other negative externalities such as high GHG emissions as well. For example, with continuous flooding of rice as the major water management practice, paddy rice is the biggest contributor to global cropland emissions.
Considering the over-exploitation of ground water resources, impending water scarcity and environmental externalities, further attempts to improve the irrigation system of the country should be built on efficient water-saving technologies, improved irrigation efficiency, and alternative sources of irrigation.
The way forward
While change in cropping patterns and ground water usage regulations through policy decisions should also be aimed at in the medium and long term, advancing irrigation technologies and practices based on sustainable intensification should be prioritised. Better irrigation efficiency may be aimed through the improvement of conveyance and application efficiency of irrigation systems. In geographies where water withdrawals and GHG emissions have been highest, alternative water management technologies such as alternate wetting and drying, which can result in significant water saving and reduced emissions, may be popularised. Similarly, micro-irrigation systems such as drip irrigation, with minimal application losses, may be popularised in crops such as sugar cane. Promoting solar-powered irrigation and/or bundling solar pumps with micro-irrigation systems is another promising option. However, with the marginal cost of pumping being zero, this should not result in increased groundwater depletion and should be regulated through initiatives such as assured grid connection offering economic incentives for efficient utilisation. Rain water harvesting structures and tail water storage pits may be popularised as supplementary irrigation sources. Since traditional supply-based mechanisms do not necessarily promote equitable distribution of irrigation water, initiating demand-driven allocation systems run by participatory irrigation management structures should be widely promoted.

MV Wan Hai 503 blaze rages on; explosives confirmed, Kerala coast on Alert
KOCHI: Fire continued to rage and dark smoke with toxic fumes kept billowing from MV Wan Hai 503 on Tuesday, a day after a major blast ripped through the Singapore flagged container vessel. The Director General (DG) of Shipping released a list of 157 containers carrying hazardous cargo, but details of the explosives have not been revealed. However, sources confirmed the presence of explosives in the vessel, saying they might have triggered the blast. A top official said the shipping firm has been told that the vessel will not be allowed to dock at Indian ports and they will have to take it off Indian waters after dousing the fire. 'We have confirmed the presence of explosives on the vessel. But the list of dangerous goods released does not have these details. We believe the initial blast was triggered by the explosives and the fire spread to the inflammable cargo. Among the 18 crew members, five sustained burn injuries and were admitted to a hospital. The others are lodged in a hotel. The DG Shipping authorities will start recording their statements on Wednesday. The salvage team appointed by the shipping firm will arrive in Kochi on Wednesday morning. There are expert chemists in the team and the efforts to neutralise the toxic chemicals will be taken up based on their advice,' said a senior officer. Indian Coast Guard vessels Samudra Prahari and Sachet toiled hard pumping water at high force on the vessel to contain the flames while other ICG vessels Samarth, Abhinav and Arnvesh were, in addition to providing support, coordinating rescue operations. Indian Navy vessel INS Sutlej also joined the operations on Tuesday evening. The Dornier aircraft of Coast Guard deployed for surveillance has sighted around 10 to 15 containers drifting in the southeasterly direction. The estimated speed of the drift is 1 to 1.5 knots per hour. If unchecked, these containers may reach Kerala coast between Ernakulam and Thiruvananthapuram by Thursday. The contents of the floating containers remain unknown, and their potential for hazard is under assessment.

Overlooking own concerns in past, forest committee clears Arunachal hydel project
In a move that aligns with the Centre's push to fast-track hydropower projects in the North-East, the Environment Ministry's Forest Advisory Committee (FAC) has granted in-principle forest clearance to the 3,097-MW Etalin hydel project, which involves diversion of 1,175 hectares of forest land and felling of around 2.78 lakh trees in Arunachal Pradesh's Dibang Valley and has long been at the centre of protests. The Etalin project is among the largest proposed hydropower projects in India in terms of generation capacity. The approval comes despite the same FAC raising biodiversity and wildlife concerns in 2022, when it had rejected the proposal and directed the state to conduct fresh biodiversity and cumulative impact assessments for the Dibang river basin. This time, however, the FAC granted approval based on existing studies, overlooking its own recommendations made in December 2022. The project will be a run-of-the-river one, which does not involve storage, and is proposed to be constructed on Dri river and Talo river, the local name for Dibang, in the state's biodiverse Dibang valley. The appraisal of the project has been underway since 2014 and the FAC had discussed it six times between 2015 and 2022. The FAC noted the past deliberations held with the state government, regional office of the Environment Ministry and said it had examined ecological, social and economic aspects and issues related to wildlife as well as the project's cumulative impact. It said that the submissions made by the state forest department on these concerns were found satisfactory and hence, it recommended grant of in-principle approval, subject to general, standard and specific conditions. The forest area of over 1,000 hectares required for the project is mostly community forest, and it has faced continued resistance from the Idu Mishmi community. The area is home to tigers, leopards, snow leopards, black bears, alpine musk deer, Mishmi takin, and about 680 bird species. The FAC had rejected the project in December 2022 primarily on two grounds. One, the project was originally submitted in 2014 and FAC said it was imperative to review the facts and figures presented, especially regarding tree felling. Secondly, owing to the biodiversity and wildlife protection concerns raised, a sub-committee of the FAC had recommended further assessments and safeguards. This included a multi-seasonal replicate biodiversity study, as was already directed by FAC in 2017, and a cumulative impact assessment, since multiple hydroelectric projects are planned in Dibang valley. A wildlife conservation plan, instead of a multi-season biodiversity study, was carried out by the Wildlife Institute of India and submitted in 2019. However, since it was carried out over just four months, the FAC sub-committee had insisted on the multiple-season study again in December 2022. The WII study was also heavily panned by 29 independent Indian conservationists in a peer-reviewed paper for inaccurate wildlife documentation, scientific deficiencies among other things. Specifically, the WII study had reported a species of African bat and long-tailed house bat, not found in India. Minutes of the FAC's May 26 meeting as well as documents submitted to the Centre show that the FAC relied on the existing WII study, as well as the existing cumulative impact assessment. Senior officials of the Environment Ministry, who are part of the FAC, did not respond to queries regarding the rationale behind recommending forest approval, in the absence of fresh studies. "Deeply saddened by tragic road accident...": Indian High Commission in Kenya
Nairobi [Kenya], June 10 (ANI): The Indian High Commission in Kenya has expressed grief over the loss of lives of five Indian nationals who lost their lives in a road accident in Kenya's Nyandarua County. As per the Indian Mission in Qatar, a group of 28 Indians from Qatar were visiting Kenya, where their bus met with an unfortunate road accident yesterday. The Indian High Commission in Kenya noted that the road accident occurred at Ol Jororok-Nakuru Road in Nyandarua County, in which 5 Indian nationals lost their lives. In a post on X, the High Commission said that the consular team from the High Commission is on the ground and is in close contact with the local authorities to extend all necessary support. Both missions shared helpline numbers for reaching out. It said, 'We are deeply saddened by the tragic road accident on Ol Jororok-Nakuru Road in Nyandarua County, in which 5 Indian nationals have lost their lives. Our heartfelt condolences to the bereaved families. We pray for the swift recovery of the injured.
