New rules for retired officials' appointments in Maharashtra

Mumbai: In a bid to regulate the ad-hoc appointment of retired babus and officials into various govt departments and semi-govt organisations, the state govt on Tuesday issued guidelines on their contractual appointment. The new guidelines state that retired officials must only be appointed through a panel system on a contractual basis for 'specific work' for a period of one year at a time and for a maximum of three years only. The govt also said that no administrative or financial authority can be conferred on persons appointed on a contractual basis. "A transparent system should be adopted while making appointments for 'specific work' through a panel contract method. Applications should be invited from eligible retired officers for 'specific work' by giving advertisements. The validity of the panel shall be for a maximum of three years, and the panel shall be reviewed annually. The competent authority should determine the period for completion of the work, taking into account the nature and scope of the particular work," a Govt Resolution (GR) issued by the General Administration Department (GAD) stated. While preparing the proposal for appointment on a contract basis, the nature of the work, contingency, and public interest should be taken into consideration. Appointment on a contract basis for the said work should be given for a maximum period of one year at a time. Persons appointed on a contractual basis can continue to work only up to the age of 65 years. However, the services of a person whose services are required to be continued beyond that period may be continued by the competent authority with the approval of the officer/authority immediately above him. However, in any case, persons appointed on a contractual basis can continue to work only up to the age of 70 years," the GR stated. "Since the appointment is made on a contractual basis, the person concerned will not have the right/entitlement to inclusion/admission in any cadre of the govt or to receive any other benefits of regular service. The person appointed on a contract basis should not be engaged in any professional activity which would interfere with the performance of the assigned services. It will be necessary to disclose any conflict of interest that may arise for the person appointed on a contractual basis. Persons appointed on a contractual basis will be required to maintain confidentiality regarding the documents/information base received by them. The consent of the GAD and the Finance Department will not be required while making appointments on a contractual basis," the GR stated.

Vietnam, India key markets to watch as tariffs likely disrupt tech market in Asia: S&P

Vietnam and India are key markets to watch outside of China as tariffs are likely disrupting the tech market in Asia, said S&P Global Ratings in a report titled ''Tariff Disruption In Asia Tech: Vietnam And India Are Key Markets To Watch Outside Of China.' ''Most companies have plans to expand production outside of China. Understanding where production is shifting to elsewhere in Asia was important to predicting the consequences of reciprocal tariffs on countries outside of China,'' said Clifford Kurz, Credit Analyst at S&P Global Ratings. For example, he observed, Vietnam and India were countries of choice for the assembly of smartphones and PCs, given their low labour costs. Tariffs on these countries could heighten the risk across the technology supply chain for these products,'' he said. While shifting supply chains would be costly, many have already diversified their production enough to offset some of the tariff risk related to China, Mr. Kurz added. Apple and its key suppliers may be the most disrupted, given their production reliance on China, however, India now accounts for nearly a fifth of all final assembly before shipment to the U.S., as per the document. 'No one knows exactly where the dust will settle on U.S. tariffs for Asia's tech-manufacturing sector. But trade barriers will very likely be the highest between the U.S. and China,'' it cautioned adding, 'The most vulnerable companies are those with the largest reliance on China's integrated technology production infrastructure and the U.S. as a major end market.' It further said, advanced chipmakers were less vulnerable, in part because such chipmakers have high bargaining power and have a growing proportion of revenue and profit from AI. AI chipmakers were also less exposed to China's chip restriction risk. 'While shifting supply chains will be costly, many have already diversified their production enough to offset some of the tariff risk related to China. Or at least enough such that the U.S. market can be supplied by non-China production,' said Mr. Kurz.

While early reports suggested positive momentum, uncertainty still hangs over the outcome — especially with global growth and inflation already under ongoing US-China trade talks resumed Tuesday in London following an upbeat first meeting on Monday. A key priority for the US is securing better access to China's rare earth minerals, which are vital to tech manufacturing. But negotiators are walking a tightrope — key issues remain unresolved, including intellectual property rights and market access rules that have long fueled tensions between the two global are still on edge after years of unpredictable trade policy swings under former President Trump, whose tariffs and threats repeatedly jolted markets. 'China's not easy,' Trump said Monday, even as White House aides hinted that the talks were going markets didn't share the optimism. On Tuesday, Chinese stocks fell sharply just before the London meeting resumed. The sudden drop highlighted the fragile mood among investors. 'The market is too sensitive,' said Fu Shifeng, investment director at Cheng Zhou Investment, in a Bloomberg interview. 'People seem to be speculating that the talks didn't go well.'Here's how the major indexes performed by the end of Tuesday's session:While the gains were modest, the direction was positive, showing investors aren't panicking — just waiting. The tech-heavy Nasdaq continued to benefit from steady interest in high-growth companies, while broader markets stayed a separate piece of economic data released Tuesday added a glimmer of hope. The NFIB Small Business Optimism Index showed its first rise since September, signaling some renewed confidence among small firms. Business owners said the easing of trade tensions with China had helped stabilize optimism is still mixed. The survey also noted growing concerns around the tax-and-spending proposals coming from Washington. The size of the proposed federal spending bill has raised fears about rising deficits and long-term economic risks, potentially offsetting any positive trade next big moment for markets comes Wednesday when the May Consumer Price Index (CPI) report drops. This inflation update will offer the latest look at how much prices are rising — and whether price pressures are cooling off or heating up expect the CPI to show an acceleration in inflation last month, which could influence how investors react to any trade deal. If inflation comes in hot, it could complicate the Federal Reserve's interest rate path — and make stocks more volatile, especially with so many global uncertainties already in now, traders are in a wait-and-see mode. The outcome of the US-China trade talks, combined with Wednesday's CPI release, could set the tone for the rest of the week. A breakthrough in trade would likely push stocks higher.
