This success is largely driven by strong government support, notably from the Small and Medium Enterprises General Authority (Monsha'at), which plays a key role in building an integrated entrepreneurship environment through initiatives and programs that foster startup growth and expansion. Monsha'at also works to enhance the legislative and regulatory framework for entrepreneurs.
These efforts aim to increase the sector's contribution to gross domestic product (GDP), aligning with the goals of Saudi Vision 2030.
High-impact sectors fuel growth
According to the report, Saudi Arabia recorded the second-highest performance in the Middle East and North Africa region. It ranked third in terms of funding volume and investment value relative to impact, and fourth in the availability of skills and expertise—further boosting its capacity to attract and retain entrepreneurial talent.
The report also highlighted several high-potential sectors contributing to this performance, notably artificial intelligence, FinTech, cybersecurity, smart cities, infrastructure, and digital health. These sectors form critical pillars in the country's economic transformation strategy.

The United States Artificial Intelligence Institute (USAII) Conference 2025 officially commenced today, 17 June, in collaboration with NGN International. Held under the theme 'AI Innovations, Ethics, and Digital Transformation: Towards Excellence and Strategic Growth,' the conference convened at the Awal Ballroom of the Gulf Hotel Bahrain. The event serves as a pivotal platform for addressing cutting-edge developments, identifying emerging challenges, and exploring strategic opportunities within the rapidly evolving landscape of artificial intelligence. In the keynote address, Dr. Milton Mattox, Chief Executive Officer of the United States Artificial Intelligence Institute (USAII) and an internationally recognized authority in AI strategy and transformation, expressed sincere appreciation for hosting the event in the Kingdom of Bahrain. Korea's Exim Bank to provide $225mln to fund Saudi's Sadawi solar PV project: Report
The Export-Import Bank of Korea will provide $225 million in project financing for the 2 gigawatt (GW) Sadawi solar photovoltaic (PV) Independent Power Producer (IPP) project in Saudi Arabia, according to a news report. The project is being developed by a consortium led by the UAE's Masdar in the Sadawi region, 523 km north of Riyadh. State-run Korea Electric Power Corporation (KEPCO) and China's GD Power are members of the consortium, the Korean Herald newspaper reported. The plant, which spans an area of 39.6 sq km, will feature nearly 3.7 million solar modules, and is expected to generate 6,500 gigawatt-hours (GWh) of energy per year, the report said. Upon its completion in 2027, the power will be purchased entirely by the state-owned Saudi Power Procurement Company (SPPC) for 25 years. The Sadawi project is the largest overseas solar power project undertaken by a Korean company. In July 2024, the state-owned firm provided $150 million for the Al Ajban solar power project in the UAE, which was secured by a consortium comprising Korea Western Power Company and France's EDF Renewables.
