The panel observed that the 'discrepancy' raised important questions about prioritising regulatory compliance over security infrastructure and accident investigation capabilities. The panel recommended the adoption of performance-based budgeting for aviation regulatory bodies, linking allocations to specific performance indicators.
'The Committee observes that the Capital Outlay for BE 2025 distinct imbalance in the allocation of funds across key aviation bodies. The Directorate General of Civil Aviation (DGCA), entrusted with regulatory oversight, commands the largest share of ₹ 30 Crore, nearly half of the total budget,' reads the report by the Department-related Parliamentary Standing Committee on Transport, Tourism and Culture.

The London-bound Air India flight AI-171 carrying 242 passengers and crew members crashed in Ahmedabad on 12 June. All but one on board the plane died along with nearly 29 on the ground when the aircraft smashed into a medical complex.
'While its role in ensuring compliance with aviation standards is indisputable, the justification for such a significant allocation must be carefully examined to ensure efficiency and accountability,' the report reads.

'In contrast, the BCAS and AAIB receive ₹ 15 Crore and ₹ 20 Crore, respectively. While regulatory compliance remains essential, the rapid expansion of aviation infrastructure, with airports increasing from 74 in 2014 to 147 in 2022 and a target of 220 by 2024-25, necessitates proportional growth of security capabilities and accident investigation resources. In view of the growing complexity of aviation security threats and the critical nature of accident investigations, the Committee finds these allocations relatively modest,' the report reads.

Apart from Jha (Chairman), the other members of the panel included M Mohamed Abdulla, M Nadimul Haque, Jaggesh, Sudha Murty, Imran Pratapgarhi from the Rajya Sabha and Mina Altaf Ahmad, Rajiv Pratap Rudy, Manoj Tiwari, and KC Venugopal from the Lok Sabha, to name a few.

The panel recommended that aviation regulatory bodies adopt performance-based budgeting, linking allocations to specific performance indicators and outcomes.
'This approach would enhance accountability and ensure that funds are utilised efficiently to address the most pressing challenges within each domain. Regular performance audits should be conducted to assess the effectiveness of allocated resources and inform future budgeting decisions," it said.

New Delhi, Jun 20 (PTI) Tata Motors Chairman N Chandrasekaran on Friday led the management and the company's shareholders in paying homage to the victims of the Air India plane crash by observing a one-minute silence at the company's 80th annual general meeting (AGM) here. Chandrasekaran, who is also chairman of Tata Sons, stated that the Tata Group will miss out its former chairman Ratan Tata, who died last year. This was the first AGM of a Tata Group company that Chandrasekaran has attended since the June 12 plane crash. He had not attended the AGMs of two other group companies -- TCS and TCPL -- which took place earlier this week. Chandrasekaran said: "Going forward, volatility will continue to mark economic cycles -- from widespread geopolitical conflicts, military escalations, the redrawing of supply chains and tariff regimes, to AI and energy transition. Nowhere are all these disruptions visible more than in the automotive sector." "...Now I would like to share a few thoughts. There is a lot to talk about today. First thought I would like us to begin with a moment of silence to honour those who lost their lives, along with all the families and loved ones affected by Air India flight (AI)171 tragedy," he said in his address to the shareholders. The last few months have been full of loss, he said, adding, "Late last year, we bid farewell to Mr Ratan Tata, under whose hand the Group expanded while staying true to its values." "He was a friend and someone whose guidance I sought, whose humanity I admired and whose focus on the importance of details I will always carry with me. He will be dearly missed," the Tata Group Chairman said. Stating that the company's demerging process was underway, he said (post merger) we will be operating as two independent listed companies -- one with commercial vehicles and one with passenger vehicles and JLR -- by the end of this calendar year. "Over the past few years, we have significantly strengthened, streamlined and simplified this business. Each business -- commercial vehicles, passenger vehicles and JLR -- are healthy, financially fit and have their own strategy, led by independent management teams," Chandrasekaran said. Taking the three businesses (CV, PV and JLR) together, Tata Motors delivered a strong performance to surpass several earlier milestones, despite a complex macro environment in FY25, he said. On a consolidated basis, the company delivered a record high revenue of ₹ 4,39,695 crore, EBITDA of ₹ 57,649 crore, and record high PBT (before exceptional items) of ₹ 34,330 crore leading to the Tata Motors Group becoming debt free this year, Chandrasekaran said. "I had the opportunity to update Mr. Tata about Tata Motors and the PV business turnaround and growth. He was most pleased as Tata Motors was closest to his heart," he said. The Board has recommended a final dividend of ₹ 6 per ordinary share for FY25 subject to the shareholders' approval at the AGM, he said. "Given the enormous amount of work we have done over the past few years -- from simplifying the businesses to making big strategic bets to strengthening our financial position -- our businesses are structured to not just handle this environment, but to thrive," Chandrasekatran said.

Gold-silver rate today: Gold prices slipped below the Rs 1 lakh-mark, falling Rs 600 to Rs 99,960 per 10 grams in the national capital on Friday due to selling by jewellers and stockists in line with weak global cues, according to the All India Sarafa Association. The precious metal of 99.9 per cent purity had settled at Rs 1,00,560 per 10 grams in the previous market session. Gold of 99.5 per cent purity dipped Rs 550 to Rs 99,250 per 10 grams (inclusive of all taxes), compared to Rs 99,800 per 10 grams on Thursday. Silver prices also diminished by Rs 2,000 to Rs 1,05,200 per kilogram (inclusive of all taxes) on Friday. It had ended at Rs 1,07,200 per kg on Thursday. "Silver slid from recent highs, nearing one-week lows and heading for their first weekly decline in three weeks. It fell below $35.70 per ounce after a sharp rally earlier in the week," said Rahul Kalantri, Vice-President, Commodities at Mehta Equities. The decline came as investors liquidated positions in bullion to cover losses elsewhere amid rising geopolitical tensions between Israel and Iran.
