Core sector slowdown: Core industries index slips to nine-month low of 0.7% in May; crude, gas and electricity drag index despite cement, steel gains

India's eight core infrastructure sectors grew by just 0.7% in May 2025, marking the slowest pace in nine months, according to official data released by the commerce ministry on Friday.
The previous low was recorded in August 2024, when the index had contracted by 1.5%. In April this year, core sector growth had come in at 1%. The eight sectors had expanded by 6.9% in May 2024.
The Index of Eight Core Industries (ICI) — which makes up 40.27% of the Index of Industrial Production (IIP) — was pulled down by contractions in crude oil, natural gas, fertilisers, and electricity. The data was released by the Department for Promotion of Industry and Internal Trade (DPIIT).
During April–May FY26, the combined growth in the eight sectors stood at 0.8%, sharply lower than 6.9% in the same period last year.
Among the individual sectors:
Cement output rose 9.2% YoY in May, while steel production expanded 6.7%
Coal and refinery products grew at 2.8% and 1.1% respectively
Crude oil production contracted 1.8%, natural gas fell 3.6%
Fertiliser output slipped 5.9%, while electricity generation dropped 5.8%
The government will release the full IIP data later next month, which includes manufacturing, mining and electricity indices in addition to the eight core sectors.

Software services firm Cognizant Technology Solutions will invest ₹15.82 billion ($182.76 million) to build a new campus in the southern Indian city of Vishakapatanam that will create about 8,000 jobs, the State Government announced on Friday (June 20, 2025). Commercial operations will begin in March 2029, an Andhra Pradesh Government press release said. Cognizant did not immediately respond to a request for comment. The announcement comes just months after India's top IT firm, Tata Consultancy Services, unveiled plans for ₹13.70 billion campus in the same city, and is expected generate 12,000 jobs. The move aligns with Cognizant's strategy to optimise real estate costs. In May 2023, Chief Executive Ravi Kumar S. said the company would relinquish 11 million square feet of office space globally, mainly in India's largest cities, while investing in tier-2 Indian cities. Globally, IT companies, including those in India's $283 billion sector, are taking cost-cutting measures such as monetising real estate assets and delaying wage increases amid demand uncertainty. Last month, the Teaneck, New Jersey-based company raised its annual revenue forecast and beat first-quarter results driven by increased demand for AI-powered IT services. Cognizant expects 2025 annual revenue between $20.5 billion and $21.0 billion, compared to previous outlook of the midpoint of $20.30 billion to $20.80 billion. ($1 = 86.5625 Indian rupees)

Panaji: Plans to set up a Global Capability Centre and a Centre of Excellence in AI and machine learning are firming up, said chief minister Pramod Sawant on Friday at the Goa Open Innovation Challenge 2025 — Market Access Expo. He also announced that the proposed State Data Centre will help provide secure, scalable infrastructure for e-governance, GIS (geographic information system) mapping of govt assets and services, and the delivery of essential govt services. 'I am pleased to share that there are plans to set up a Global Capability Centre in Goa. It will support IT firms, startups, and new industries,' he said. 'This major project will help create jobs, attract investment, and push Goa's ITES (information technology enabled services) and digital economy over time.' The CM added, 'A Centre of Excellence is also being planned to develop advanced skills, encourage research, and promote collaboration between the industry and educational institutes, especially in the areas of AI and machine learning.' Sawant said Goa has 635 startups recognised by the Centre's Department for Promotion of Industry and Internal Trade, with 281 certified under the state's IT promotion cell, and financial assistance of Rs 3.9 crore being disbursed to 147 startups so far. The chief minister also said that the coding and robotics programme for schools has already reached over 65,000 students in more than 440 schools. He said that the support being offered through various schemes such as the Rs 10 lakh startup assistance, Rs 15,000 salary support, and incubation opportunities will benefit local startups. The Goa Open Innovation Challenge 2025 — Market Access Expo provides mentorship, market access, and momentum for startups. 'Young Indians are being encouraged to create their own opportunities. Govt of Goa is working to create the right environment where startups can get funding, guidance, and real-world testing opportunities to grow and scale,' Sawant said. He urged startups, venture capitalists, innovators, and the IT ecosystem not to underestimate Goa. 'Start small here and scale across India. We are building not just for ourselves, we are building for India,' Sawant said.

Output growth in India's eight core infrastructure industries plummeted to a nine-month low of 0.7 per cent in May from an upwardly revised figure of 1 per cent in April, with half the sectors clocking sharp contractions. Electricity generation contracted for the first time in nine months, with a 5.8 per cent drop that marked the sharpest downturn since June 2020. Crude oil output dipped 1.8 per cent, shrinking for the fifth straight month. Fertilisers production contracted for the second month in a row, with May's 5.9 per cent drop being the sharpest since February 2024, while natural gas output (-3.6 per cent) shrank for the 11th successive month. On the positive side, growth in cement production accelerated to 9.2 per cent in May, recovering from April's six-month low uptick of 6.3 per cent. Steel output also picked up pace and grew 6.7 per cent during the month, compared to a revised 4.4 per cent uptick recorded in April, which was the weakest in seven months. 'Clearly, the pick-up in infrastructure activity has aided steel production. Demand from construction and auto besides capital goods would account for this increase. Cement too did very well, which is reflective of the government activity in the capex space,' said Bank of Baroda chief economist Madan Sabnavis. Coal production growth decelerated a tad to 2.8 per cent from 3.5 per cent in April, while refinery products output grew 1.1 per cent in May after a 4.5 per cent contraction in the previous month. The eight core sectors constitute 40.27 per cent of the Index of Industrial Production (IIP), which had fallen to an eight-month low of 2.7 per cent in April from an upward revised figure of 3.94 per cent in March. Economists now expect industrial output growth to drop to 1.5 - 2 per cent in May. Base effects also affected last month's growth print, as the Index of Core Industries (ICI) had risen 6.9 per cent in May 2024, which was the highest in the past 13 months. 'Excess rains in the latter part of May 2025, owing to the early onset of the monsoon, likely weighed on the performance of the electricity and some of the mining sectors in the month. However, the YoY performance of the steel, cement, refinery products and crude oil sectors improved in May 2025 vis-à-vis April 2025, partly offsetting the deterioration in the performance of the other sectors,' said Rahul Agrawal, senior economist, ICRA Ratings.
