Former HSE chief executive Paul Reid is set to be appointed as the new chairman of the Government's reformed planning authority, An Comisiún Pleanála.
Housing minister James Browne will inform Cabinet today, Tuesday, of the establishment of An Coimisiún Pleanála, which is due to replace An Bord Pleanála as Ireland's planning authority.
It comes as Cabinet is set to approve emergency legislation to establish a national rent pressure zone, which would prevent landlords from increasing rents beyond 2%.
New structure for An Coimisiún Pleanála
The establishment of An Coimisiún Pleanála has been long anticipated, with the previous government's mammoth Planning and Development Act providing the legislative basis for the body.
As part of the change, An Coimisiún Pleanála will have a restructured organisation with a new governing body that will be led by Mr Reid.
A new chief planning officer will be appointed alongside 14 other planning commissioners. This will replace the previous board structure of An Bord Pleanála.
Mandatory timelines for planning decisions
A new system of mandatory, statutory timelines for planning decisions will be introduced.
This means An Coimisiún Pleanála will be required to make decisions and adjudicate appeals within 18 to 48 weeks.
It is understood that Mr Browne believes the changes to the planning authority will radically increase the speed of decision-making, while providing more certainty on timelines.
The minister is said to be frustrated with the 'lack of efficiency' in the existing planning system, which he believes is delaying the delivery of homes, one government source said.
Nationwide RPZ
Mr Browne will also bring forward emergency legislation to introduce a nationwide rent pressure zone.
This will expand existing rent pressure zone protections to the approximately 17% of tenancies across the country which are not currently in rent controlled areas.
At present, landlords outside rent pressure zones are not restricted in how much they increase their rent each year.
It is understood the Government intends to pass the legislation urgently, with hopes it can be done before the summer recess in July.
Sources have also indicated that rent pressure zone protections will come into effect on the day after the laws are passed.
Rental reform in 2026
The changes to introduce a national rent pressure zone comes ahead of wider rental reform from the Government that is expected to come into effect on March 1, 2026.
The new proposals will allow for landlords to reset their rents either after six years or if a tenant voluntarily leaves the property.
Private housing on public land
Government ministers are also set to approve an expansion to the remit of the Land Development Agency, which would see legislation amended to allow the body develop private housing on public lands.
The body will also be permitted to increase the amount of private land it acquires, as well as deliver houses outside its existing operating areas.
The agency will also be given stronger land transfer powers for sites owned by commercial State bodies, particularly for sites deemed to be underutilised.
Cabinet will also approve any project-level commitments by the agency, which will no longer be required to be reviewed by NewERA — the Government's commercial advisory body — to increase approval speeds.
While the Government will approve the changes on Tuesday, it is understood that legislation to give effect to the LDA's expanded remit will be brought to Cabinet in the 'near future'.

Emergency legislation to extend Rent Pressure Zones nationwide will be brought to Cabinet this Tuesday morning by Housing Minister James Browne. It follows criticism from the opposition that the plans to extend the Rent Pressure Zones (RPZs) nationwide were not brought to Cabinet last week as part of the Government's plans to change the rental system. It is understood that Minister Browne will see the publication of the Residential Tenancies (Amendment) Bill 2025 as 'emergency legislation' that can be 'progressed as a priority.' This will extend the RPZs to all areas of the country until February 2026, ahead of the new rent controls coming in from March 1. This will protect approximately 17% of tenancies nationally that are currently outside RPZ, sources said last night. Currently, those outside RPZs are not protected by a restriction on rent increases, other than not charging above market rent. Sources stressed that almost 200,0000 current tenancies will 'not be impacted whatsoever' by the measures proposed by Government. They will see their current 2% rent pressure zone cap remain, and will not have their rents reset every six years. The Irish Mirror understands that the legislation will be placed on the Dáil schedule 'almost immediately' once it is approved by Cabinet. It is also understood the 'role and remit' of the country's Land Development Agency (LDA) will be expanded by a decision at Cabinet brought by Minister Browne. Government is set to agree to enable the LDA to secure additional housing. It is also understood the Cabinet will agree that project level commitments by the LDA would no longer have to be reviewed by NewERA to ensure speed and efficiency. Under the plans, the LDA will now support a wider area of homes delivery beyond the current locations of the LDA remit and seek out and activate additional and strategic public land sites to deliver, such as urban brownfield sites. It will for stronger land transfer powers owned by commercial state bodies, particularly when it comes to underutilised State lands and the LDA will work with Browne's housing activation office in master planning. Policy and legislative changes will now be finalised and a memo will be brought to Government in the near future. It is understood that former HSE Chief Paul Reid is expected to be named as the chairperson of the newly overhauled An Coimisiún Pleanála, which will replace An Bord Pleanála. Higher Education Minister James Lawless will bring the Heads of a Bill to unlock €1.5bn for the National Training Fund. This will see €650m in core funding package for Higher Education (€150m per annum). It will also include €600m capital uplift including €150m to provide training facilities in the areas of Veterinary, Medicine, Nursing, Pharmacy and Dentistry, €150m for the upgrading and decarbonisation of the third level estate, €150m capital funding for the Further Education and Training Sector and €150m for research including research infrastructure and an increase in the PhD stipend. The Bill will also contain €235m in one-off current funding for skills and apprenticeships. Social Protection Minister Dara Calleary will bring an amendment to the Bereaved Partners Bill, which will 'tackle economic crime'. It will allow a Social Welfare Inspector or an Authorised Officer from the Department of Social Protection to, at the behest and invitation of An Garda Síochána, participate in the interview of a detained suspect regarding offences under the Social Welfare Act. Minister for Agriculture Martin Heydon will update Cabinet on the first interim report by the Timber in Construction Steering Group. which Minister Michael Healy Rae has also been working on. It recommends that Ireland needs to use more wood in construction and we 'embrace' best practice in countries where timber is the material of choice. It should also look toward a 'Wood First' procurement policy advocating for all publicly procured buildings to be constructed using materials primarily of timber and other bio-based products. Finance Minister Paschal Donohoe will seek approval for committee stage amendments to the Local Property Tax Bill, including one that relates to property adapted for use by disabled persons. This will provide for a reduction of €105,000 in the chargeable value of a property which has been adapted for use by a disabled person, subject to certain criteria being met. This is an increase from €50,000 in the 2012 Act. Taoiseach Micheál Martin, alongside Minister Donohoe and Public Expenditure Minister Jack Chambers, will look to publish the Analysis of Well-Being in Ireland report for 2025, which will be used to help set out priorities for Budget 2026. It uses a dashboard of 35 indicators of well-being divided across 11 sections. The report shows the progress Ireland has made over the past five years, both in terms of the trend and in comparison to international peers. Progress was seen in Income and Wealth; Connections, Community and Participation; and Work and Job Quality. The analysis also identifies areas where work is needed, highlighting that unemployed people, younger workers, people in bad health, single-parent households, lower income households, and renters paying market rates are faring less well than other groups in society. Elsewhere, Tánaiste Simon Harris will outline the preparations underway for Ireland's presidency of the European Union next year. During the presidency term there will be 23 informal Ministerial meetings hosted in Ireland and a quarter of them will be held outside Dublin. There will also be a summit of the European Political Community and an informal meeting of the European Council, both of which will take place in Dublin.

In short, it looked like the America many of us grew up believing in. And it worked. Donald Trump, who never likes to lose face, has already begun retreating on immigration, tariffs and foreign policy. His showy military parade flopped. What this tells us – and what Irish eyes might take from it – is that dignity and discipline in protest still carry weight. The trick is not to outshout your opponents, but to outclass them. In Ireland we know a thing or two about resisting authority, but we also know that it's public opinion, not public fury, that ultimately shifts the ground. This is not just a moment of American resistance – it may be the quiet revival of the democratic centre. I beg to differ. Within distance of where Mr Stacey lived were Francis Street and Synge Street Christian Brothers schools. Football and hurling were played in both schools. There had always been some interest in the Dublin senior football team, even through some unforgettable years. When Kevin Heffernan and the Dubs reached the promised land in 1974, the spark was rekindled, and it still burns brightly to this day. Perhaps Mr Stacey was too busy watching TV shows or movies to have noticed this. A recent report by the charity revealed how important community support is for older people and showed a clear reduction in healthcare use and improved quality of life. The research found that commun­ity support enables older people to live with dignity at home. This itself highlights how the services of Alone are transforming the experience of ageing in Ireland. This support can encompass a wide range of services, including help with daily tasks, access to health care and opportunities for social engagement. Thank you to Alone for all the support it provides to the elderly of this country. Legislation to expand the zones under which rent increases are limited to 2pc, are expected to be signed off on by the Cabinet today, before being put to a Dáil vote as an emergency measure over the coming days. About 17pc of tenancies do not come under the current rules, which will be implemented 'at the earliest possible date' if passed by the Oireachtas. Meanwhile, the former chief executive of the HSE, Paul Reid, is to be named as the chairperson of the new planning body which will replace An Bord Pleanála. It is expected that his name will be brought to cabinet to be appointed as chair of An Coimisiún Pleanála. Mr Reid, who took over as head of the HSE in 2019, became a household name during the Covid-19 pandemic. He stepped down from the position in 2022 to spend more time with his family and with the belief that the HSE was 'entering a new phase and that the appointment of a new leader was now timely'. Memos going before the Cabinet tomorrow are to include the expansion of the remit of the Land Development Agency and changes to the Rent Pressure Zone system, which was agreed by the Cabinet last week. Housing Minister James Browne will bring a memo to the Cabinet to establish the new body to replace An Bord Pleanála, in a move to reset the organisation and its culture. As part of the establishment of An Coimisiún Pleanála there will be a number of changes, including a restructuring of the organisation as well as a new governing board, with Mr Reid as chairman. The body will be subject to statutory mandatory timelines, which will aim to give greater certainty to applicants. Learn more The board will also appoint a chief planning commissioner. The overhaul of the former planning commission is part of number of recent changes that have been brought to the Cabinet in recent weeks in relation to planning. This includes the ability of developers to seek extensions to planning permissions that were caught up in judicial reviews, and changes to planning exemptions to allow for modular units and granny flats to be built without permission. Meanwhile, designated cost rents from the Land Development Agency (LDA) are set to be exempt from corporation tax, under plans going to the Cabinet today. The Government is expected to sign off on plans to expand the remit of the LDA. Plans to change the agency's powers include amending legislation to allow for it to deliver increased levels of private housing. Changes will also allow for the increased acquisition of private land. Currently, the LDA focuses on building large developments in cities and towns including Dublin, Cork, Galway and Kildare. However, proposals going before the Cabinet will see housing delivery by the LDA expanded beyond where the agency currently operates. It will also consider strong land transfer powers to the LDA for public land that is owned by commercial state bodies. There will be a particular focus on 'underutilised' state lands.
