
DBS Foundation's Inaugural 'GBA Impact Beyond Dialogue 2025' to Explore the Future of an Ageing Society

Ho Kai Ming, JP, Under Secretary for Labour and Welfare, HKSAR Government, emphasised during his opening remarks that collaborative efforts are needed to address the opportunities and challenges posed by an ageing population. This Dialogue offers an invaluable platform for stakeholders to collaborate, co-creating a supportive environment where seniors can thrive and contribute meaningfully to society,' he remarked.
The forum features a range of discussions from leveraging innovation to cultivate holistic wellbeing in an ageing society to promoting social inclusion in Hong Kong and other cities in the Greater Bay Area.19 local social enterprises were invited to showcase their innovative solutions including those focusing on addressing ageing issues in the silver economy.
The DBSF has committed to supporting social enterprises and promoting sustainable development since its establishment in 2014. DBS Bank pledged to invest up to SGD 1 billion (approximately HKD 5.7 billion) from 2024 over the next decade to support vulnerable communities.

In addition, the event introduces the three grantees of the DBS Foundation Grant 2024, recognising impactful social enterprises. Since the launch of the grant programme in 2015, DBSF has disbursed grants totalling SGD 21.5 million[1] (equivalent to HKD 123.8 million) to some 160 grantees. Last year, over 1,500 applications across key markets[2] were received, with 22 social enterprises awarded a total of SGD 4.5 million (equivalent to HKD 25.9 million) to scale up their business and benefit vulnerable communities. All in, their work is projected to collectively benefit more than 800,000 beneficiaries over two years.
Among the 22 grantees, three notable Hong Kong enterprises include The Project Futurus, which promotes positive ageing, dignity dining and social inclusion through education, advocacy, and community service; Motive Force, which advances elderly and disabled well-being through innovative gerontechnology, rehabilitation, and primary healthcare solution; and Rhys Workshop, which empowers marginalised communities with sewing training and remote work opportunities for sustainable careers.

FOR travellers, understanding the nuances of currency use can significantly ease transactions and travel plans. Nowadays, we rarely travel with fat stacks of cash on us anymore, even when going overseas. Yet, dealing with exchange rates and foreign countries remains a necessary evil. However, is it true that Singaporeans travelling to Brunei and vice versa do not have to deal with such hassles as their respective currencies are interchangeable? VERDICT: TRUE A unique currency arrangement exists between Brunei and Singapore, meaning Brunei dollars (BND) and Singapore dollars (SGD) can be used interchangeably between the two nations. The interchangeability of BND and SGD is the result of a longstanding Currency Interchangeability Agreement (CIA) between Brunei Darussalam and Singapore. Established in 1967, the CIA allows both currencies to be used as customary tender in each other's country at a 1:1 exchange rate. Malaysia also used to be part of this agreement, but exited in 1973 following an economic shock caused by the then-US President Richard Nixon's decision to delink the dollar from gold. Under the CIA, residents and visitors can use SGD in Brunei and vice versa without the need for currency conversion, making cross-border travel and trade between the two countries more convenient. The ease of using either currency interchangeably also supports business operations and tourism. By encouraging more seamless interactions between the two countries, both nations benefit economically from this agreement. In practical terms, the agreement means that most businesses and financial institutions in both countries accept the other's currency. For example, a shop in Singapore will likely accept Brunei dollars as payment, and similarly, a vendor in Brunei may accept Singapore dollars. Banks can also accept cash deposits in both currencies. However, the keyword is "most businesses" – there may be exceptions, particularly in smaller or more rural establishments. As stated on the Brunei Central Bank's website, "retailers in Brunei Darussalam may choose to not accept the Singapore currency, and retailers in Singapore may choose to not accept the Brunei currency." As such, it is always advisable to confirm with individual vendors or service providers whether they accept both currencies before attempting to make a transaction using a non-local currency. Moreover, the 1:1 exchange rate may not extend to transactions outside of cash dealings. For example, banks may still apply different exchange rates for electronic or online financial exchanges. Amend Electricity Ordinance to protect new tenants, Pujut rep tells DUN
Yii says Sarawak Energy currently has the authority to reject electricity supply applications from new occupants if there are outstanding bills left by previous owners or tenants. – Photo by Roystein Emmor KUCHING (May 23): Pujut assemblyman Adam Yii Siew Sang has called on the Sarawak government to amend the Electricity Ordinance to enhance service delivery and protect the interests of consumers. Speaking during the debate on the Motion of Appreciation for the Yang di-Pertua Negeri's speech at the Sarawak Legislative Assembly (DUN) today, Yii highlighted an issue affecting new tenants and homeowners. He pointed out that Sarawak Energy Berhad (Sarawak Energy) currently has the authority to reject electricity supply applications from new occupants if there are outstanding bills left by previous owners or tenants. 'This situation creates difficulties for many homeowners and new tenants who have no connection to the previous occupants, and it is unfair for someone to bear another person's debt. 'I urge for this ordinance to be amended so that if a new applicant can provide proof, such as a tenancy agreement or a statutory declaration, showing they have no ties to the defaulter, then Sarawak Energy should allow the reconnection of electricity supply,' he said. He also recommended the introduction of prepaid electricity meters, particularly for rental properties, saying the system offers several advantages. These include preventing arrears through upfront credit payments, reducing disputes between landlords, tenants, and Sarawak Energy, and encouraging responsible electricity usage. 'Most importantly, prepaid meters are more tamper-resistant and help reduce electricity theft and losses to Sarawak Energy,' he added. On a separate note, Yii raised concerns over delays and high costs faced by new entrepreneurs in Miri in obtaining piped gas connections from Sarawak Gas Distribution Sdn Bhd (SGD), a subsidiary of Petros. 'Applications currently go through multiple stages without clear guidelines or defined timelines. 'This can cause delays in operations, financial losses, and in some cases, the cancellation of business plans,' he said. To address this, Yii urged the relevant ministry and SGD to review the application process and introduce a fast-track mechanism for commercial users, including installation incentives for SMEs.
