Mint Explainer: What does Maharashtra FDA's crackdown on Zepto, Blinkit mean for quick commerce?
Bengaluru/New Delhi: In a major regulatory sweep, the Maharashtra Food and Drug Administration (FDA) has taken action against two major players—Zepto and Blinkit—for serious lapses in food safety and hygiene.
What went wrong, how are the platforms responding, and what does this mean for public health and consumer trust? Mint breaks it down.
Why did the Maharashtra FDA act against Zepto and Blinkit?
Zepto's dark store in Mumbai's Dharavi was found storing food near stagnant water, with fungal contamination, wet floors, and expired items mixed with fresh stock, leading to the immediate suspension of its food business license.
In Blinkit's case, the Pune facility was shut down primarily for operating without a valid Food Safety and Standards Authority of India (FSSAI) licence, and for unhygienic conditions such as uncovered food handlers, dirty storage racks, and missing pest-control and refrigeration records.
While Zepto's violations point to internal storage and sanitation failures, Blinkit's issues reflect a broader compliance breakdown at the licensing and operational level. These enforcement actions—part of a broader crackdown on the sector—raise critical concerns about food safety standards in the fast-growing 10-minute delivery ecosystem. Mint has reached out to Zepto and Blinkit for comments on the matter.
This isn't the first time the on-demand model has faced heat. Cloud kitchens—a concept that grew immensely popular during the pandemic—have time and again come under the radar for poor quality food. In January, a user from Bengaluru posted a video on social media platform X after finding a worm in his food box ordered from a popular eatery FreshMenu, indicating only one of many such incidents cropping up in recent times.
'While FSSAI licenses are mandatory for food items, quality is not guaranteed. In a quick commerce model where users don't get direct access to dark stores, this is a safety hazard which users must flag," said Rajeev Tandon, a senior consultant with over three decades of experience in public health and nutrition.

Public health risks: What is at stake?
Food safety lapses at the storage and handling level can lead to direct exposure to pathogens, foodborne illnesses, and cross-contamination, experts say.
Despite clear mandates under the Food Safety and Standards Act—such as requirements for a minimum 30% shelf life or 45 days of validity for food items at the time of delivery—there appear to be ongoing gaps in compliance by some quick commerce platforms, notes Indranuj Pathak, manager at Primus Partners, a consultancy firm.
'There's a clear regulatory vacuum — dark stores operate entirely under the platforms' control, so they can't escape liability by blaming sellers," he added.
'With multiple quick-commerce apps available to consumers, a company tends to lose a lot more than a general trade store in the same micromarket if the customer receives an inferior quality product," said Ankur Singh, partner at global consulting firm Kearney.
'What makes this especially risky is the speed of delivery," said a food safety officer not affiliated with the case. 'In traditional models, there are more checkpoints between storage and final delivery. In Q-commerce, those buffers vanish — if the source is compromised, the consumer is directly exposed," he added.
Experts say the concern is that platforms have scaled rapidly without proportionate investment in backend food safety protocols—something these enforcement actions are now bringing into the spotlight.
'In these storage environments, even a minor lapse — like not separating raw and ready-to-eat food — can trigger a cascade of microbial risks. Once the cold chain breaks or sanitation fails, there's little room for recovery," the food safety officer added.
'The rise of 10-minute delivery has collapsed traditional food safety buffers. There's less time for oversight, and greater dependency on automation — but food safety still needs human checks, especially in high-risk zones like refrigeration and pest control," said another food safety officer.
The danger isn't just about visible hygiene. It's about invisible threats — mould spores, bacterial load, mycotoxins — things consumers can't detect but are very much present in poorly monitored environments," the second food safety officer added.

What does this mean for the future of the quick commerce model?
At the heart of this ecosystem is a fragile trust triangle: customers, sellers, and platforms. When platforms fail on hygiene, stock accuracy, or seller experience, it threatens the whole model. Industry experts said more rigorous and transparent audit systems may be essential.
Poor storage or expired items slipping into delivery systems not only pose immediate health risks but also erode consumer trust, a fragile currency in the ultra-fast delivery space, according to public health expert Tandon.
'With an increasing number of consumers taking to quick commerce, the tolerance for poor quality will be severely tested. Users are in the dark about where and in what condition the products are stored and transported, which is a big dagger in the trustworthiness of these online-first platforms," Tandon told Mint.
Moreover, the crackdown highlights the growing importance of commercial determinants of public health, a factor which requires commercial establishments handling food to comply with basic safety and hygiene rules.
'In the day and age of fast-moving goods and digital-led convenience, neglecting hygiene and safety cannot be justified," Tandon said, adding that a lot more of these platforms will come under the radar from here on.
'The biggest lesson is this: don't treat sellers as back-end vendors. Not enforcing rigid policies, and one-size-fits-all engagement will help… Long-term sustainability depends on seller profitability just as much as customer retention," said Nilaya Varma, co-founder of Primus Partners.
The quick commerce industry will benefit if there is some sort of mechanism that encourages them to declare, even internally to auditors, on what specific steps they have taken along with internal audit reports, said Singh.
'There might be an initial cost… but in the long term, they — and the brands — will win in a positive way," he said.
Can platforms be held legally liable for foodborne illness caused by lapses at their dark stores?
Under Section 79 of the IT Act, 2000, e-commerce platforms enjoy certain exemptions as intermediaries, placing the burden of responsibility on sellers. However, in the case of quick commerce, the situation is different.
'In the case of quick commerce, dark stores are fully controlled and operated by the platforms themselves. This potentially makes them directly responsible for hygiene, safety, and compliance—they cannot shift the blame to third-party sellers or manufacturers," said Indranuj Pathak, manager, Primus Partners.
To address this, there's a pressing need for an inter-ministerial group or steering committee involving key agencies like FSSAI, BIS, ministry of consumer affairs, and ministry of electronics and information technology (MeitY) to establish clear, enforceable standards and protocols for food safety in the digital commerce ecosystem, Pathak added.

Will the Air India crash lead to the grounding of the Dreamliner series and disrupt travel?
Mumbai: Thursday's crash of Air India flight AI171 has sent shockwaves throughout the country. This is the first time the Boeing 787 Dreamliner has crashed, according to the Aviation Safety Network database. Mint breaks down the impact of the crash. An Air India flight, AI 171, an Ahmedabad to London flight, crashed within minutes after taking off from the Sardar Vallabhbhai Patel International Airport, according to an Air India statement on X. The aircraft, which had 242 passengers and crew members, was a Boeing 787-8 Dreamliner. The plane crashed into a hostel building for doctors, about 1.4 km southwest of the runway end, according to Aviation Safety Network. Subsequently, the Ahmedabad airport was shut down. Experts maintain that the Aircraft Accident Investigation Bureau (AAIB), an independent bureau under the ministry of civil aviation, will investigate the crash. The first step is to recover the flight data recorder and the cockpit voice recorder, which appear to be reasonably intact at this time. The US Federal Aviation Administration stated that it has initiated an investigation to determine the cause of the accident. As of 14 April 2025, Air India's fleet comprises a total of 198 aircraft. This includes 34 Dreamliners, comprising 27 Boeing 787-8s and 7 Boeing 787-9s. The Directorate General of Civil Aviation has the power to ground the remaining 26 Boeing 787-8, which will cause Air India to take a hit. The air carrier may face operational disruptions if these widebody jets are grounded. "It is the worst day of my professional career," Tata Sons Chair N. Chandrasekaran told CNBC-TV18 on Thursday. Boeing has said it is in touch with Air India. On 30 April, the US plane maker highlighted the success of the Dreamliner series in a press release, noting that its 1,175 planes had carried 1 billion passengers in 14 years—a record that surpasses any other wide-body commercial aircraft in history. Indigo and Air India together hold a majority of 90% of India's aviation market. Any grounding of the 787 Dreamliner series would further lead to plane shortages, especially for long-haul routes. On Wednesday, analysts at Kotak Institutional Equities stated that Indian carriers were already facing a plane shortage, which was evident in the price rise on routes connecting six metropolitan cities. All of this, including a potential grounding of the Dreamliner series, could lead to an increase in airfare.

Capillary Tech set to file IPO documents by October; Warburg, others to trim stake via listing planned this fiscal
Capillary Technologies, a company specialising in loyalty management and customer engagement software, is likely to file a draft prospectus by October and go public this fiscal, two people aware of the plan told Mint. This would be its second attempt at listing. The company's board approved an initial public offering of ₹2,250 crore, of which ₹500 crore is a fresh issue of shares and ₹1,750 crore is an offer for sale by existing investors, according to a filing with the ministry of corporate affairs earlier this month. Investors such as Warburg Pincus and Avataar Ventures will sell a part of their stakes in the IPO to reach minimum public shareholding norms, the people added. Warburg Pincus first invested in Capillary in 2018 in a $20 million round, alongside Sequoia Capital. Avataar joined the cap table in 2023 in an equity and debt round that totalled $140 million. It is likely to be valued at $1.2-1.3 billion. It joins startups including Navi and Droom that had initially pursued IPOs during the 2021 boom but are now making a renewed push to go public this year. The company first filed a draft red herring prospectus in December 2021 for a fresh issue of equity shares worth ₹200 crore and an offer for sale of ₹650 crore, totaling ₹850 crore. However, the company did not proceed with the listing at the time. Queries sent to Capillary Technologies, Warburg Pincus, and Avataar Ventures did not elicit a response at the time of publishing the story. This offers a glimpse into a broader transformation quietly reshaping the banking, real estate, and financial services sectors. AI is no longer a distant promise. It's here, and it's redefining how legacy industries operate, deliver value, and make decisions. One powerful example is the State Bank of India's generative AI solution, askSBI. There are risk management issues. There are issues of finding fraud. But more than anything else, there is an issue of giving a uniform level of customer service that really and truly gives an experience to a customer which will enable the customer to want to come back again.' The transformation is already measurable. One of the most immediate and visible applications is fraud detection. Traditional systems rely on static, rule-based models that can be slow to adapt. In contrast, AI-powered tools continuously learn and evolve. For instance, in 2019, SBI deployed an AI-driven fraud analytics platform capable of analysing transaction patterns in real-time. Similarly, ICICI Bank's AI chatbot, 'iPal,' utilises natural language processing not only to handle customer queries but also to proactively flag suspicious behaviour, thereby enhancing both customer service and fraud prevention. Besides these, multiple other banks, including HDFC Bank, Axis Bank, Federal Bank, and more, have implemented conversational AI solutions. But AI's role in banking goes far beyond risk mitigation. It's helping banks deliver hyper-personalised experiences. Ratan highlighted AI's indispensable role in today's financial services landscape, stating, 'In the financial services industry, you cannot survive without AI. It provides a comprehensive view that allows effective management without needing a large number of experts on staff.' The potential benefits of AI are substantial. According to anEY report, generative AI is projected to boost productivity in Indian financial services by 34–38% by 2030, with banking operations alone expected to see a 46% increase. Ratan also pointed to concrete improvements, noting, 'Costs come down by 20 to 30%. Net Promoter Scores increase by 20 to 30%. Fraud detection, personalised customer offers, and credit decision-making — AI is fundamentally transforming the banking landscape.' Further emphasising AI's growing prominence, Gartner predicts that by 2026,90% of finance functions will have integrated at least one AI-enabled technology. This shift marks a move from experimentation to full operational adoption, making AI a core pillar of modern financial strategy and decision-making. Kripadyutipointed out the inherent human dependency of the real estate sector. "Real estate is a human-dense industry. It has always been trusted human intelligence over any sort of intelligence, be it AI or ML." He emphasised the challenges posed by human variability and emotion in decision-making, which led to difficulties in analytics and customer insights. AI is helping real estate firms make data-backed decisions faster than ever before. From predicting market trends to qualifying leads and automating documentation, AI is streamlining everything. One standout example of AI in action is the rise of intelligent property platforms, such These platforms now use AI algorithms to analyse buyer behaviour, preferences, and search intent, enabling them to recommend properties more accurately and significantly reduce the time required to find a suitable home. In the commercial real estate sector, the potential is even more transformative. By strategically embracing AI, companies can optimise everything from space utilisation and lease management to predictive maintenance and investment planning. According to JLL's recent report, over 90% of C-suite leaders believe AI will fundamentally change the way the workforce operates within the next five years. Kripadyuti highlighted the importance of transparency in real estate, describing it as "a business where I'm selling a dream to a customer," who invests significant money in a property that is often just barren land at the time of purchase. AI helps provide real-time updates and data access to customers, enhancing trust. 'AI gives us a platform that integrates my customer experience to that level where even a customer can have a photograph of the existing situation of the site. Not only photographs, if they want any of the financial data, their outstanding data, or even if they have any complaint, they can raise their concerns. This is real-time.' Speaking of customer experience, one cannot overlook the developments in the field of agentic AI, which refers to autonomous systems capable of performing tasks, making decisions, and interacting in ways previously limited to humans. These intelligent agents are now redefining how industries manage scale, efficiency, and human connection. 'AI, especially the agentic autonomous layer, provides digital labour,' notes Arundhati. She explains it through an example of customer service. Traditional call centres often face long wait times due to staffing limits. Doubling the workforce to cut wait times isn't feasible. 'But with agentic AI, a 2-minute wait can be reduced to 2 seconds,' she says. This will dramatically improve customer satisfaction without the need for massive hiring. Healthcare offers another compelling use case. Doctors are often overwhelmed with routine tasks like recording symptoms and drafting diagnoses. An agentic AI can handle these processes, freeing up the physician to 'do the deep dive to give you a much more personalised human experience.' Beyond automation, agentic AI unlocks time, giving employees the capacity to connect more deeply with customers and patients. 'AI should help humans become more human,' Arundhati concludes, highlighting the technology's role in shifting human roles from routine execution to empathetic engagement. Both sectors underscore trust as a crucial factor. Sarkar pointed out that AI-enabled platforms deliver transparency, which is vital when customers invest their lifetime savings. "Transparency to the customer, progress of the project to the customer is very important so that they can tie it up with the project," he remarked. The panelists agreed that investing in robust AI platforms like Salesforce is key to achieving this trust and future readiness. India's digital transformation is accelerating rapidly, though not without its challenges. Arundhati Bhattacharya acknowledged the regional dynamics, saying, 'We are seeing signs in the East of a lot of interest; companies that want to go pan-India and have global ambitions. The entire ecosystem is changing.' Ratan Kumar Kesh reflected on some of the initial hurdles, highlighting concerns around cloud security and legacy systems: 'Initially, the lag was on account of the fear of cloud because India was basically an on-prem kind of an ecosystem. As we moved towards digitisation, there was a lot of technical debt.' Despite these challenges, the momentum behind AI adoption is unstoppable. Kesh emphasised, 'Change is not going to wait for them anymore. With the coming of generative AI, the future belongs to those who are agile.'
