France's Senate debates new fast-fashion restrictions

After months of delays in Parliament, France's Senate is reviewing a bill on Monday to curb the rise of fast fashion. The legislation targets low-cost, short-lived clothing imported in massive volumes from China, with fast-fashion giant Shein at the center of the debate.
Cheap, low-quality, easy to buy, highly polluting and constantly renewed — such garments now flood the market and challenge traditional players in the textile industry. But will their unchecked flow into France finally be regulated?
That is the aim of the bill under debate Monday evening in the upper house. Originally introduced by Horizons party lawmaker Anne-Cécile Violland, the proposal to reduce the textile industry's environmental impact was passed by the National Assembly in March 2024 but had since stalled in the Senate. A formal vote is scheduled for Tuesday, June 10.
The issue is urgent. Between 2010 and 2023, the volume of clothing released on the French market rose from 2.3 billion to 3.2 billion units.
According to France's environment agency Ademe, more than 48 garments per person are placed on the market annually, and 35 are discarded every second.
'These giants of ultra-fast fashion are invading the market unchecked. We need to establish rules and hit them as hard as possible,' said Republican Senator Sylvie Valente Le Hir, who is presenting the bill in the Senate.
Also denouncing what she called an 'invasion,' Minister for Ecological Transition Agnès Pannier-Runacher emphasized during a visit to the Rhône region on Monday that the textile industry is 'the most polluting sector in the world,' particularly in terms of carbon emissions.
In the face of this 'unstoppable wave' of products 'that don't last,' the minister praised the bill as 'a very bold law' — the first of its kind in Europe — though she acknowledged it 'won't solve everything.'
Targeting the ultra-disposable
Among the key measures in the bill is an official definition of 'fast fashion,' with criteria based on production volume, frequency of collection turnover, product lifespan, and the lack of incentive to repair. Companies identified under these criteria would be required to raise consumer awareness of the environmental impact of their clothing.
The proposal also introduces stricter penalties through a revised 'bonus-malus' system that factors in the environmental costs of overproduction.
However, differences have emerged between the National Assembly and the Senate. While the Assembly favors linking penalties to a new environmental labeling system, the Senate — in agreement with the government — removed this reference during committee review. It prefers criteria tied to durability and business practices.
This updated version aims to specifically target the 'ultra-fast' fashion of Asian giants, particularly Shein. According to the Senate committee's rapporteurs, a framework has been designed to clearly distinguish ultra-fast fashion giants — for whom being a multi-brand platform is merely a legal loophole — from legitimate marketplaces. In doing so, the Senate hopes to protect European and French retailers that may have been unintentionally affected by the Assembly's version, including chains like Kiabi, Zara and H&M.
'We're drawing a clear line between European express fashion retailers and ultra-fast fashion platforms,' said Senator Valente Le Hir. 'We'll use a defined threshold of daily product listings, to be set by decree, to distinguish between the two. Express fashion retailers may release 50 to 100 new items a day, while ultra-fast fashion platforms can launch as many as 10,000 — making the distinction relatively easy to formalize.
'Across local communities, express fashion brands play a role in keeping shopping malls, retail parks, and town centers active. We want to support that. These retailers are already subject to regulatory oversight. They're not perfect, but they operate within a monitored framework. Ultra-fast fashion, on the other hand, produces massive waste. A low price often comes with a very high cost.'
As expected, the Senate proposed its own version of the text after committee review, which now serves as the foundation for this week's debates in the upper house. More than 100 amendments were filed by senators, along with around 15 by the government.
Advertising and lobbying
Several points are expected to spark intense debate. The environmental and human rights coalition Stop Fast Fashion — which includes organizations such as Emmaüs and France Nature Environnement — has warned that the Senate's revisions could turn the bill into 'an empty shell with no deterrent power.'
One of the key questions will be whether fast-fashion brands should be banned entirely from advertising.
The Senate majority — a center-right alliance — has rejected a full advertising ban, arguing that it could infringe on entrepreneurial freedom and raise constitutional concerns. 'We want a law that can be implemented quickly,' Valente Le Hir told reporters. 'That's what brands and retailers are asking for.' As a compromise, she proposed restricting the ban to social media influencers. However, the government supports a total ban and plans to push for its reinstatement, backed by left-wing parties.
Behind the scenes, lawmakers have pointed to intense lobbying by fast-fashion companies — particularly Shein, which recently appointed former Interior Minister Christophe Castaner to an advisory committee on corporate social responsibility.
'This distorts the process and creates the impression that hiring a former minister is enough to influence lawmakers. That shows a poor understanding of how the Senate works,' said Republican Senator Didier Mandelli on Monday.
Once the bill passes the Senate, it will move to a joint committee where representatives from both chambers will finalize the text.

While designers have been tapped for hospitality service outfits in the past, the Maison Close x Cotte d'Armes by Clarence Ruth collaboration stands out for its co-branding and the fusion of culinary excellence with craftsmanship that draws cues from each brand's heritage. The collection offers waitstaff uniforms, bartender attires, and manager ensemble styles. Ruth made the bold choice of ivory for the waitstaff and bartender: a bellhop-reminiscent jacket and vest, respectively. The jacket features a denim backside with Cotte d'Armes brand signature lacing detail, while the vest's drawstring-included backside is blue shirting stripes, which serve as lining on both. Management will don a navy double-breasted jacket featuring the denim panel backside. Both jacket styles feature a red emblem tag co-branded with the restaurant's signature line drawing and Cotte d'Armes logo. Approaching the capsule collection required a different mindset for Ruth. "It's more than just making the garments; they have to be functional in this case. To prepare, I visited the restaurant several times, watched how they worked, and observed their routine. I needed fabrics they can move in," the designer told at a dinner to celebrate the project. "Since they are this nice ivory color, I had to consider potentially staining and how to prevent those, so I sourced a stain-resistant, water-resistant fabric," he added. For inspiration, Ruth looked to the 1940s and 1950s. "I love that period as a design era. I referenced French waiters at that time. They were so stylish and chic," he noted. Models also wearing the styles even donned white gloves for the look, a hallmark of that time. "At Maison Close, we believe that every detail contributes to the guest experience—including what our team wears," said Theliau Probst and Thibaut Castet, owners of Maison Close. "This collaboration with Cotte d'Armes allowed us to bring the essence of French elegance into every thread, merging our passion for hospitality with a design vision that feels both timeless and bold." Ruth, also the 2022 Tommy Hilfiger New Legacy Challenge winner, is no stranger to collaboration, having produced a limited-edition capsule collection in partnership with the Tommy Hilfiger brand and the Mercedes Petronas Formula 1 team. In his remarks during dinner to the guests, the multi-faceted creator shared his journey with collaboration, recalling his childhood where he had five natural siblings, and his parents fostered 30 disadvantaged children when he was growing up. "My mother would sit us all down each time a new kid was arriving to coach us on being collaborative and open. She said, 'You have to come to this situation with an open mind'. It was then I realized how powerful collaboration was, to be in the mindset of being open to them and their culture as well," Ruth recalled adding, "It created something beautiful, amazing, and powerful, so for me in my position as a creative artist, that is why I live in the space of collaboration. "I was all for this collaboration with Maison Close. IYKYK. It's the most exciting restaurant in the area right now, so I suggest you come to their brunch to see a show. I am blessed they gave me free rein. That is heaven for a creative, and all entities make it great when they come together to be inspired by their culture and mine," he continued. Ruth was connected through Sharon La Ruffa, VP of strategy, revenue and partnerships of Tailwind Consultancy, who connects brands for high-impact partnership moments. Ruth met the moment, a philosophy he lives by in his work. "As an artist, I always look to what is happening at a moment in time. I see it as my role to document and express a particular moment. The mediums I chose depend on what fits the idea the best. For instance, a canvas has different constraints than a garment and vice versa," he reflected. This time, he made the chicest, envy-producing server outfits in the New York hospitality scene.

Undiz, a year on: has Marie Delahaie brought fresh momentum?

In May 2024, Marie Delahaie took over as managing director of French lingerie chain Undiz, succeeding Isolde Andouard. Delahaie's first step was to work on brand image and a new logo to try to give Undiz fresh impetus, and she is now set on revamping the brand's store concept. Delahaie, 44, who previously worked at Balenciaga, Zadig & Voltaire and Lacoste, has talked to about the areas she is focusing on, as she aims to attract new customers to the brand. Undiz was founded in 2007, and from the start it has targeted Gen Z consumers with its low-cost products. 'Our latest store concepts were very striking, with plenty of black and metallic hues. We now want our collections to take centre-stage in-store, and we're adopting a much lighter palette, rounded forms, bowl-shaped ceiling lights, and cosy fitting rooms with macaroon-shaped seats,' said Delahaie. Undiz commissioned the stores' interior design to Spanish agency Masquespacio. Undiz isn't planning to expand its retail footprint, but the new interiors concept will be rolled out during the summer in the stores at Paris Saint-Lazare, and in those in the town centre of Tours and Rennes. Undiz's 157 stores in France (plus the 41 addresses outside the country, chiefly elsewhere in Europe, in the Middle East and the Mediterranean basin) are all expected to adopt the new look by 2028, with 35 renovations per year initially planned. This will include some soft-touch upgrades (new flooring, and walls redecorated in white), given that '65% of our store fleet still has the original all-black interiors.' Seven full renovations and 13 'soft' refurbishments are scheduled in the second half of 2025. The goal is to broadcast the message that Undiz 'is no longer focused solely on 18 to 25-year-olds. It's a fresh, creative brand, still offering very good value for money, and which is opening up to a new clientèle,' said Delahaie. 'The good news is that, according to the Kantar Institute, 50% of the French consumers they track do not know us. There is therefore potential for growth through our new positioning.' In recent months, footfall in stores has been satisfactory. 'More people are visiting our stores. We attribute this to our revamped brand image, which has been advertised with plenty of poster displays and city-centre marketing. Undiz is a high street brand, generating 90% of sales through its stores. Having a physical connection with consumers is paramount,' said Delahaie. Undiz's customer base has recently topped the 5 million mark, equivalent to a 35% increase. Assortment-wise, prices remain low, but the brand's style has slightly shifted away from its hyper-sexy, assertive character, transitioning towards 'a softer, fine-lace feel. We removed from our collections products with a bondage vibe, promoting instead another kind of sexy, based on our corsetry expertise. It's quite a balancing act, keeping prices steady without cutting back on quality,' said Delahaie. Is there a risk of encroaching on the territory of the group's flagship brand, Etam? Delahaie said that 'even if there is some overlap on certain trends, the group ensures that each brand has its own vocabulary. And price continues to be our differentiating factor.' In terms of CSR, Undiz says that 70% of its products bear the 'We Care' label, which designates the brand's more sustainable items (made with organic or recycled materials, or using low-impact manufacturing methods, for example sublimation). Undiz's license portfolio is also changing, featuring fewer Disney characters and introducing new partnerships, for example the retro-garage capsule collection dropped this season in collaboration with Ford. In addition, Undiz is increasingly targeting a male clientèle, and its men's range now accounts for 10% of the business. 'We made a men's underwear photoshoot for the first time this year, and it has worked very well in terms of advertising,' said Delahaie. Talking assortment, residual inventory remains a challenge in lingerie. 'AI is helping us predict demand and plan purchase orders, especially for year-round products, as well as how to distribute products among our stores,' she said, adding that besides brand image, the range and the retail concept, Undiz's way of working has also changed. Staff are less compartmentalised and the teams are working more closely together, and I'm trying to introduce a more entrepreneurial mindset. I'm noticing that our staff's sense of belonging is growing.' Undiz is close-mouthed about its annual revenue, which is said to be in the region of €200 million. Delahaie said the result of fiscal 2024 was 'appropriate,' and that Undiz is ahead of forecasts in 2025. 'In the first part of the year, we are also doing better than lingerie market specialists and mass-market retailers,' concluded Delahaie, who has set herself the challenge of a new international expansion drive next year.
