With at least 12 downtown St. John's businesses closing, these experts weigh in on the causes and solutions

While downtown St. John's has been popular for its culinary scene — attracting world renowned chefs like Anthony Bourdain for a visit — a walk down Water Street lately reveals one vacant storefront after another.
The sight has prompted industry experts to call for swift action to revive the area, which saw at least a dozen businesses — half of them on Water Street — shut their doors forever, or announce they soon will, within the last six months.
"To see businesses at this volume close their doors is very concerning," said AnnMarie Boudreau, CEO of the St. John's Board of Trade.
While retail stores and clubs have felt the squeeze, the closures have been mostly restaurants. It's a trend that can also be seen outside Newfoundland and Labrador.
According to Restaurants Canada, 45 per cent more restaurants across the country went bankrupt between January and August last year than in the same period in 2023.
Despite not one, but two locations in the city, Piatto Pizzeria feels the strain, too.

Rising food prices, inflation and increased shipping. Founder and CEO Brian Vallis said those are only some of the factors putting pressure on his restaurants.
"A bag of flour went from $50 a bag to $150 a bag. The price of our cheeses all doubled, our meats doubled," said Vallis.
"Everything is gone up. So, you've got less sales, you've got more expenses. So, you've got a poor bottom line. Most restaurants have lost money or just broken even for the last two or three years."
That personal observation is supported by a Restaurants Canada release from Jan. 17, which said 53 per cent of restaurants nationally are operating at a loss or barely breaking even.
Furthermore, according to Canada's Food Price Report, which was released on Dec. 5, food prices in the province rose by 3.8 per cent in 2024 and are predicted to experience another increase above the national average this year.
This increase in cost comes at a time when businesses are still recovering from the COVID-19 pandemic. While restrictions have long been lifted, Vallis said the long-term impacts of lockdowns and the loss of three summer seasons continue to be felt.

Consumer behaviour also changed during that period with online shopping seeing an uptick says Tom Cooper, a professor in strategic management at Memorial University's faculty of business administration.
In combination with the impacts of inflation on consumers' wallets, he said, some of those who have been driving business downtown have stayed away.
"Twenty-something and 30-something-year-olds are having to deal with the very hot housing market," said Cooper.
"You're trying to save money for a down payment or you're trying to save money because you need to pay your rent. And so, what do you decide to not spend your money on? On restaurants, on new clothing."
Although businesses across the Atlantic provinces are feeling the impact of the economic climate, numbers seem to indicate that downtown St. John's is hit harder. According to data provided by real estate firm Turner Drake & Partners, as of June 2024, the office space vacancy rate downtown was at 31 per cent, compared to 19.9 per cent in Halifax and 15.5 per cent in Fredericton.
While the empty space in the downtown core is noticed at city hall, a vacancy tax isn't an approach Mayor Danny Breen wants to take.
Instead, Breen says he's banking on more investments — especially in residential developments. While he wouldn't go into details, he said several projects are currently in the planning stages.
"We have a number of buildings that are vacant, which is not something that we want to see, but you do see in cities from time to time.… Once more people are living there, that brings about the amenities and gives a better market for businesses to operate in," said Breen.
"I think that's the catalyst we'll need to bring about our resurgence in the downtown."

Cooper agrees that diversification of spaces to embrace residents and a wide variety of organizations — such as Choices for Youth or a recreation centre — can help attract not just tourists in the summer months, but locals all year round.
And, he said, cities like Halifax have managed to provide spaces for residents "just to hang out" instead of consuming, which in St. John's is only possible at Harbourside Park or during the pedestrian mall in the summer.
Back at Piatto, Vallis also wants to see financial support for businesses, whether as an extended HST break on the federal level, a provincial loan program or a municipal tax break.
He also calls for measures to increase the safety of the area, and its cleanliness.
"If you walk down Water Street and Duckworth Street, you're going to see all kinds of buildings closed. They're in a state of disrepair. There's people living in the doorways and there's a lot of pan handlers," said Vallis.
"It's a deterrent for people coming down. They don't feel safe. They don't feel welcome."
Meanwhile, Breen said the city is working on addressing those concerns, but isn't ready to share details.
Yet, they all agree that there need to be discussions between stakeholders to find the best approach to solutions.

"There are plenty of cities and capital cities that have gone through periods where things just go into a slump. But with intentional decision-making, and with really careful and strategic decisions, you can stop it. And communities have proven that they can reverse the trends and that's what we need to do right now," said Boudreau.
"Our community will look vastly different 12 months from now if we don't provide some sort of support."

'No one ever calls them back': University students in N.S. struggling to find summer jobs
As summer begins, university students in Nova Scotia are scrambling to find work and many say they are frustrated. Recent national figures for under-24 age group say they're not alone. According to a Statistics Canada for report for June, the national unemployment rate for returning students hit 20.1 per cent in May, the highest since 1999 other than during the COVID pandemic. For young men, its even worse at 22.1 per cent. Speaking to CBC Radio's Information Morning Nova Scotia, Alexina St. Pierre-Farrow, chair of the Canadian Federation of Students in Nova Scotia, said the situation is bleak. "A lot of students have spoken to me about their concerns," she said. "They apply to a lot of different jobs, but no one ever calls them back." St. Pierre-Farrow said many students have expressed concern about the role of artificial intelligence in hiring. She said this could create algorithmic biases that might exclude applicants based on factors like their last name or gaps in their work history. When students are able to find employment, she said, it is usually in jobs that are not relevant to their field and will not help them continue with their careers after they graduate. Low wages Low wages area also a serious issue for students, she said. Nova Scotia's minimum wage of $15.70 an hour is set to rise to $16.50 in October. But St. Pierre-Farrow said that falls well below the estimated $25 an hour living wage calculated by the Canadian Centre for Policy Alternatives. The impact of low wages is compounded by the fact Nova Scotia has some of the highest tuition rates in the country, she noted. When low wages are combined with the province's difficult housing situation, it forces students to make hard choices, she said. Analyst who forecast stock market rally updates outlook originally appeared on TheStreet. The stock market has gone on a wild ride in 2025. After back-to-back years of 20% plus returns and the S&P 500 reaching all-time highs in February, a string of tariff announcements by President Donald Trump sent stocks tumbling nearly 20% through early April. The decline left many nervous that more losses were likely as investors updated valuation models to account for increased inflation and recession risk, and potentially lower corporate profits 💵💰💰💵 However, instead of more losses, the market reversed, heading sharply higher. The S&P 500 gained almost 20% since April 9, when President Trump paused most of the reciprocal tariffs announced on April 2. The rally surprised many investors, but Fundstrat's Tom Lee wasn't among them. Lee has navigated the markets since the 1990s, correctly predicting the bear market bottom in 2023 and rally in 2024. More recently, he said in April that stocks would likely look past tariffs and head higher, an opinion that proved particularly prescient. Of course, stocks don't go up in a straight line, and things have gotten a little tougher recently. Israel's missile attacks on Iran, and Iran's response, increased oil prices last week and geopolitical risks ratcheted even higher when the US bombed three Iranian nuclear facilities over the weekend. Given the latest news, Lee revamped his outlook, offering up a new stock market forecast. The Federal Reserve has had its work cut out for it over the past few years. In 2022, it launched the hawkish monetary policy since the 1980s after inflation spiked following Covid-era stimulus payments and zero interest rate policy. The rate hikes successfully muscled inflation to below 3% from over 8%, but inflation progress has stalled, and newly enacted tariffs have many expecting inflation will increase in the coming possibility has boxed the Fed in. Unemployment has climbed to 4.2% from 3.4% in 2023, and normally, that increase would support interest rate cuts. However, with inflation already worrisome because of tariffs, the Fed has taken a wait-and-see approach this year, nervous that cuts would cause inflation to move up even more. The decision to keep rates at their current 4.25% to 4.5% level could backfire, pushing the Fed behind the curve, given the economy is also showing worrisome signs. In May, both the ISM Manufacturing and Services PMIs were below 50, signaling contraction. Furthermore, consumer confidence, while rebounding from its April low, is still troublesome. The Conference Board's Expectations Index was 72.8 in May, below the threshold of 80 that typically signals a recession ahead. The potential for the US economy to slow isn't lost on economists. The World Bank reduced its outlook for US GDP to 1.4% this year, down from 2.8% growth in 2024. The Fed similarly predicts 1.4% growth, down from 2.1% in December. Lee's long experience in the market means he's navigated the Internet boom and bust, the Great Financial Crisis, and the Covid-drop. His been-there-done-that background helped him predict that the bear market would end in 2022, setting the S&P 500 up to rally in 2023, and that stocks would continue to climb in 2024, even as many thought it would geopolitical risks in the Middle East increase uncertainty, Lee doesn't necessarily think that markets will decline as a result, and he wasn't surprised that the S&P 500 trended higher on Monday. "Markets were already kinda nervous and anxious and we already saw de-risking and the VIX was already elevated so I think in some ways this is probably pretty typical," said Lee in a CNBC interview. Often, stocks price in the hews beforehand, supporting the old Wall Street saying, "sell the rumor, buy the news." In this case, Lee cited a quip from long-time NYSE floor trader Art Cashin, "sell the buildup, buy the invasion" as to why he wasn't shocked that stocks moved up. While he sees some speculative fervor building, including a return of SPAC listings and names like Circle Internet surging 74% over the past five days on passage of stablecoin legislation, he thinks the market isn't nearly as stretched as it was when speculation ran rampant in 2021. "There's actually a lot less risk taking by institutional investors," said Lee. "High net worth is not really that invested and institutions are still pretty cautious' Lee said that the macro backdrop isn't nearly as concerning as it could be, saying that there's more visibility on tariffs and "we have regulation and tax legislation visibility into 2026." He also noted that consumers expect inflation in the future to be much higher than it is today, providing plenty of opportunity for positive surprises.
