43 Noida condos lack pollution board nod to operate STPs

Noida: An RTI reply has revealed that 43 group housing societies in the city lack the mandatory consent to operate (CTO) for their sewage treatment plants (STPs).
CTO is a mandatory authorisation issued by the Uttar Pradesh Pollution Control Board (UPPCB) under the Water (Prevention and Control of Pollution) Act and the Air (Prevention and Control of Pollution) Act.
It permits industries, commercial establishments, and group housing societies to operate their facilities while ensuring that their emissions, effluents, and waste management systems comply with environmental standards.
Amit Gupta, a resident of Prateek Wisteria in Sector 77, had filed an RTI application on April 29 asking the pollution control board for the list of societies without CTOs, the action taken against them, fines imposed and recovered, and the names of those societies against which cases were filed in the Special Pollution Court in Lucknow.
In its reply dated May 20, UPPCB stated that 43 group housing societies did not obtain the required CTO for their STPs. The list included prominent names such as Lotus Boulevard, Supertech Capetown, Sikka Karmic, Logix Blossom County, Antriksh Golf View, Ajnara Grand Heritage, Prateek Wisteria, NRI City Homes, and Logix Blossom Zest, among others.
As per the reply, prosecution proceedings have been initiated against 34 of the identified societies.
Of these, environmental compensation amounting to Rs 27 crore has been imposed on 30. Notices were sent to the rest.
However, the board stated it had no data in its records on how much of the fines were actually recovered. The current status of these cases in the special court was not available with the office.
Lack of CTOs does not necessarily mean that societies do not have functional STPs. On the other hand, in some cases, it may also indicate that societies never had STPs to begin with.
Additionally, many of them lack Occupancy Certificates (OC) and Completion Certificates (CC), pointing to a major procedural failure.
For example, Gupta's society, Prateek Wisteria, does not have a CTO but has had a functional STP since 2019.
"A large number of societies do not have CTOs to operate STPs, which suggests that occupancy and completion certificates were issued without the Authority verifying the status of STPs.
Of these 43 societies, about 60%-70% are located in sectors 74, 75, 76, 77, and 78. Many of them cannot even install STPs now due to lack of space within the premises and insufficient funds, as the builder has already handed over the project.
The Authority should intervene and lay a separate sewage pipeline connecting these societies to the nearest operational STP in Sector 50," Gupta told TOI.
Pointing out the lack of coordination between the UPPCB and the Noida Authority, Gupta stated, "The Authority and the pollution control board are not working together on this issue.
They conduct inspections separately and impose fines independently. Often, they are not even aware of each other's actions. Also, the responsibility of establishing STPs and obtaining CTOs lies with the builder, as per the law. It is not the responsibility of the AOA.
"
Meanwhile, Noida Authority officials said they are monitoring societies flouting environmental norms.
Noida CEO Lokesh M said, "OC/CCs are issued after checking whether societies have facilities such as STPs, fire safety, and lift clearances.
It is more of an operational issue, as the societies fail to run these facilities properly after homebuyers start living there. The Authority takes action as public health is at stake. However, it is the pollution control board's primary responsibility to impose fines and take legal action.
As far as the Authority is concerned, we will continue with our enforcement drive."
In a recent drive, the Authority took action against eight societies that either lacked functional STPs or were discharging untreated sewage into open drains, bypassing norms that require treated water to be released into sewer lines.
These included RG Residency in Sector 120, Sikka Karmic in Sector 78, Lotus Boulevard in Sector 100, Lotus Panache in Sector 110, Purvanchal Royal Park in Sector 137, Aims Max Gardenia in Sector 75, Prateek Stylome in Sector 45, and Amrapali Silicon City in Sector 76.
The drive also extended to Maharishi Ashram near Lotus Panache. The Authority wrote to the registrar of firms, societies, and chits in Meerut seeking cancellation of registration for both the Ashram and the Panache society.
However, the Allahabad High Court stayed coercive action against RG Residency. Noida officials said that an environmental cell has been formed to verify whether STPs have been installed. The cell has been asked to compile data on STPs in all group housing societies. As per rules, all residential societies with a floor area of 20,000 sqm or more must have an STP.
No new OC is currently being issued without verifying the CTO for the society's STP, officials added.

The girl, who hails from Patwa Toli, a small settlement of weavers in Gaya district — often called Bihar's "IIT factory" — secured an All India Rank (AIR) of 8,910 in the OBC category and 30,943 in general in JEE (Advanced)-2025, the results of which were out on Monday. Born to a weaver family, Kashish now aims to get admission to IIT-BHU or IIT-Kharagpur to pursue civil engineering. "It was my first attempt at JEE, and I am pleased with my result. My mother is very proud of me, and my siblings look up to me as their role model. I want to set an example with my hard work," she told this newspaper over phone. But was not an easy task as the girl had her fair share of struggle. They are also providing free education to my siblings," said Kashish, who completed her Class X from a CBSE school and scored 90.8%. She completed her intermediate this year from Gaya College and got 85.4%. Her younger sisters are in Class XI and VIII, and brother is in Class II.

The waste management crisis near the wildlife sanctuary area of Kasol in Himachal Pradesh sparked heated debate recently after a video of widespread litter went viral. Authorities responded by deploying JCBs and other machinery to clear the garbage. However, the waste was hastily buried by digging pits nearly 2 km inside the forest, an act that blatantly violates environmental laws and video showed garbage and waste from the past eight months -- originating from Kullu, Kasol, and nearby villages, including from hotels and residential areas -- lying openly dumped in the middle of the Parvati Valley forest, a popular international tourist response to the public outcry, the Special Area Development Authority (SADA), led by local Congress MLA Sunder Thakur, deployed tippers and JCB machines to the site. However, instead of treating the waste, it was removed from its original location and dumped deep within a demarcated wildlife sanctuary zone. India Today's ground report revealed a significant disconnect between official claims of cleanliness and the reality on the ground. The truck and JCB operators were seen fleeing the scene upon the arrival of camera crews, with one driver admitting to dumping waste on the instructions of 'Pradhan Tehal Singh' and covering it with Sood, a local activist and hotel owner, criticised the government's negligence, stating that despite SADA collecting Rs 3,000 to Rs 4,000 per month from every hotel owner for waste management, they have failed to provide a viable pointed out that dumping began even before an official site was established, and authorities waited for months for the waste to accumulate to this extent before resorting to burying it. "This is clear negligence by the government. There are 400-500 hotels in Kasol itself waste in nature, but treatment and a way out of it is what is required. Dumping started even before the official dumping site was established. This area falls under SADA, which collects Rs 3,000 to Rs 4,000 per month from every hotel owner for waste management. Despite collecting funds, they're only spreading pollution instead of managing it responsibly," Aman Sood leader Nirotam Thakur threatened to file a complaint with the National Green Tribunal (NGT), noting the irony of city waste being dumped in the forest, unlike the usual practice of bringing forest waste into urban areas."We will file a complaint with the NGT (National Green Tribunal). Locals had earlier approached the DC (District Commissioner), but they were dismissed. Usually, people bring forest waste into the city, here in Kasol, it's the opposite: city waste is being dumped in the heart of the forest," Thakur added. However, the Development Authority Chairman and local MLA Thakur, when contacted, attributed the delay to waiting for permission for a dumping site and claimed to have exchanged land with the Rural Development Department for this purpose."We got delayed because we were waiting for permission for a dumping site. We have exchanged land with the Rural Development Department, and now we will develop a dumping site there. The Story Of Sunder Kamala Nagar, Looking With Envy At Dharavi

Mumbai: BMC 650, Sunder Kamala Nagar, a small shanty just six feet by eight feet - a modest 48 square feet - was my home address for over 20 years. I was born and brought up there. Sunder Kamala Nagar (SKN) is a slum spread over 10 acres, next to King's Circle railway station in Mumbai. My father 'bought' his 48 square feet there from the local slum mafia for Rs 300 in 1975. Our family of six, migrated from Ratnagiri to Mumbai (then Bombay), where my father worked as a helper at an electronics dealership in Chinchpokli. Welcome To Sunder Kamala Nagar, My Home Back then, Sunder Kamala Nagar was a wasteland with just a few shanties along the local Harbour Line railway tracks. As it expanded over the years, the shanties, originally made out of metal sheets, gradually became permanent structures with brick walls. Like most Mumbai slums, the residents of Sunder Kamala Nagar organise themselves into groups called mandals, each with around 80 to 100 households. Today there are more than 30 mandals in Sunder Kamala Nagar. Our family was a part of the Tarun Mitra Mandal, which now has nearly 140 members. The mandals foster a sense of community and unity, bringing residents together especially when they need to deal with civic authorities like the Brihanmumbai Municipal Corporation (BMC), or, as in the case of SKN, the Railway Authority. The mandals also often work collectively to push for improvements in sanitation and other facilities for the residents. 'Mitra Mandals' - Lifelines Of A Slum Vithal Bhostekar was our neighbour at SKN for years. Working at a decoration contractor's office in Matunga, he also served as the secretary of our Tarun Mitra Mandal for several years, an active participant in SKN's social and political life. Married, with three daughters and a son, Vithal has spent his entire life here. When asked about the development of the slum, he shared his bitter experience. He said, "As secretary, I used to visit the BMC and other government offices regularly. We knew that our area fell under the railway authority, but we still managed to survive. Over time, we secured electricity, water connections, and public toilets for the people. "In the last 50 years, we've heard about redevelopment, but nothing has happened to date. Our houses were surveyed, and they even numbered them, but nothing progressed beyond that. My daughters, some of whom are married now, have moved out. But I am still here, waiting for redevelopment." Dharavi Gets Development, What About SKN? Vithal adds, "We've heard about the Dharavi Development Plan. Dharavi is just 800 meters away from us. While there are several issues with it, at least something positive is happening in terms of development. Now, our next generation is anxious and insecure about their future here at Sunder Kamala Nagar. They feel their dream of development will never come true." Over the decades, SKN has become a sought-after location despite being a slum. When my family first got here, I remember we had to fetch water from outside. The BMC first provided a public water connection and electricity only in the late 1980s. Households started getting individual water connections in the early 1990s. Most SKN residents were daily wage workers back then, migrants from other parts of Maharashtra. Our Tarun Mitra Mandal had migrants from the districts of Ratnagiri, Raigad, and Sindhudurg. Most were either related to each other, or from the same village. Even today, the men mostly work as helpers, daily wagers, or at best, office clerks. Women still work as domestic helpers. Almost everyone works in the nearby Matunga area. Land Ownership, A Key Hurdle Vithal says those who have lived in SKN for decades deserve better. The former Tarun Mitra Mandal office bearer points out that a key hurdle is land ownership. Land near the railway tracks is under the railway authority, but a major portion of SKN land also belongs to the state government. Apart from that, he says BMC officials have also identified this area as a green zone. "To this day, we don't know the exact status of our land is. We don't know what other issues are there, but for us, lack of development remains the primary concern," he said. "Dharavi is denser than our Sunder Kamala Nagar and more complex, especially due to the industries there. Our area is not as complicated as Dharavi. But because we are stuck in land ownership disputes between the railway authorities and the state government, I think redevelopment will remain a dream for us." Over time, SKN residents also formed cooperative housing groups to lobby for development with the authorities. But due to lack of unity within these groups, they have not succeeded. Vithal says, "Many have sold their homes and moved out to distant suburbs like Virar, Panvel, and Ambernath. This has led to problems with residency records as well." Redevelopment, A Distant Dream For SKN Vinod Dasavate, was our immediate neighbour, working as an executive in a private company. He says, "Since childhood, we've heard about redevelopment schemes. My grandfather moved here with the family, and I was born here with my siblings. Every two years, we hear that a new development scheme is coming. They survey our homes, but we are left waiting to see the dream. In the last 30 years, this has been a recurring pattern." Vinod adds, "For three decades, we dreamed of a decent home in a redeveloped building with basic facilities at least. We're not asking for a large house, just a safe and comfortable place where the community can live peacefully. Yet every time, we end up waiting for the next promise." Veteran residents are more restless now, because they have heard about the Dharavi Development Scheme, where the survey of the residents and homes has started. Vinod says, "With the government being proactive about that project, we're confident that the residents of Dharavi will finally get proper housing. However, we're still anxious about our own future. For now, we just keep our fingers crossed." Many Schemes, Little Success Mumbai's slum dwellers first heard of a development scheme in 1976 when the Congress government launched the Slum Improvement Plan (SIP). This led to water connections and some upgrades in sanitation facilities. Then came the Slum Development Scheme (SDS) in the late 1980s, which raised a few hopes, but not much changed. By the time the Shiv Sena-BJP alliance came to power in Maharashtra in 1995, Sunder Kamala Nagar had experienced the Mumbai riots and the 1993 Mumbai bomb blasts. While nearby Dharavi saw a lot of violence, SKN despite its mixed population - 60% Hindu, 40% Muslim - remained peaceful during the riots and in their aftermath as well. The Shiv Sena-BJP alliance introduced the Slum Redevelopment Scheme under the Slum Redevelopment Authority (SRA). For the first time, residents of Sunder Kamala Nagar began dreaming of redevelopment, envisioning homes of around 160 square feet. But again, not much happened on the ground. With the recent announcement of the Master Plan of the Dharavi Development Project, the residents of Sunder Kamala Nagar are now feeling anxious and uncertain about the future of their homes.
