Make GST registration easier using technology, risk-based parameters: Nirmala Sitharaman

Hindustan Times6 hours ago

NEW DELHI: Union finance minister Nirmala Sitharaman on Friday told taxmen to make the Goods and Services Tax registration process easier, seamless, and more transparent with the use of technology and risk-based parameters. Union finance minister Nirmala Sitharaman asked CBIC to make the GST registration easier, seamless, and more transparent for taxpayers (PIB)
Addressing a conclave of the Central Board of Indirect Taxes and Customs (CBIC), Sitharaman told officials to prepare an action plan to improve various parameters such as GST registration, processing of refunds, and handling taxpayers' grievances.
The conclave was attended by principal chief commissioners, chief commissioners and director generals and field formations of the CBIC in New Delhi.
During the conclave, CBIC highlighted the performance of customs and CGST zones on key indicators such as grievance redressal, refunds, audit and enforcement. The average time for grievance disposal has been reduced to just nine days, significantly better than the stipulated 21-day timeline, the finance ministry said in a statement.
On refunds, 85% of claims were processed within the statutory 60-day limit, it said. GST audit coverage went up from 62.21% in 2022–23 to 88.74% in 2024–25. Detection of GST evasion had improved to ₹ 2,23,170 crore in 2024–25, with voluntary payments totalling ₹ 28,909 crore. The number of taxpayers repeated for audit more than once in three years is zero, it said.
In the area of enhanced trade facilitation, facilitation of cargo through the risk management system (RMS) has steadily increased, with 86% of cargo being facilitated in 2025, up from 82% in 2022. Similarly, in 2024-25, 2140.35 kgs of seized gold were disposed of by handing it over to SPMCIL, it said.
The finance minister also directed the Central GST (CGST) formations to launch targeted awareness campaigns among taxpayers, trade associations, and industry bodies regarding the mandatory documentation required for GST registration, particularly those related to the principal place of business, it said.
This would help reduce rejections and delays in registration and enable faster processing of applications, she said. The minister also directed CGST zonal heads to have a dedicated helpdesk for GST registrations to facilitate the taxpayers in the application process.
Sitharaman highlighted the need to ensure that GST 'seva kendras' and customs 'turant suvidha kendras' are well-staffed, accessible, and properly maintained, so that taxpayers receive timely and quality assistance.
Emphasising taxpayer trust, she called for a targeted and sustained focus on grievance redressal, ensuring the timely resolution of queries and complaints through improved systems and accountability.
Sitharaman also called for the speedy closure of investigations for Customs and CGST cases, and stressed the need to seek solutions to reduce the gap between detection and recovery. At the same time, the minister emphasised the need for preventing tax evasion and wrongful Input Tax Credits (ITC) claims. NTRS 2025
Sitharaman also released the fifth edition of the National Time Release Study -- NTRS 2025. According to the report, India has seen significant improvement in the average cargo release time in all four categories -- seaports, inland container depots (ICDs), integrated check posts (ICPs) and air cargo complexes (ACCs).
The time release study (TRS) is a performance measurement tool that provides a quantitative assessment of the time taken for cargo release, helping to evaluate the efficiency of the clearance process. Since 2019, TRS has been conducted at 15 major locations, including seaports, ACCs, ICDs, and ICPs.
In the import segment, average release time (ART) has declined between 2023 and 2025 across seaports by about six hours, ACCs by about five hours, and ICPs by approximately 18 hours. There has been an increase of about 12 hours in the case of ICDs, a finance ministry statement said, citing the report.
A key strength of India's TRS lies in its use of accurate and reliable data sourced directly from the customs automated system, operated by the Directorate General of Systems and Data Management in the CBIC, the statement said.
Over the years, the scope of TRS has significantly expanded. What began as a report measuring release time across select gateway ports now includes other areas of considerable importance, such as transit cargo, courier shipments, and commodity-specific assessments, it added.
The fifth edition also adopted advanced methodologies to enable stage-wise and process-specific evaluations. This edition marked another milestone by widening its geographical coverage to three additional ports -- Kochi seaport, Garhi Harsaru ICD and Jaigaon land customs station (LCS).

"90s decade proves who misused public money": Chirag Paswan slams RJD

Patna (Bihar) [India], June 20 (ANI): Union Minister Chirag Paswan on Friday slammed RJD leader Tejashwi Yadav and dismissed his claims of state administration 'forcibly' gathering people for Prime Minister Narendra Modi's rally, saying the RJD had no moral ground to speak of public welfare. 'The 90s decade proves who misused the public money. The 90s were a decade in which the people of Bihar had to leave their homes, villages, and businesses and leave Bihar.' He emphasised that under the current administration, there has been a positive shift. 'Gradually, reverse migration has started in Bihar. Around 25 lakh people have returned to Bihar after COVID-19... This is a double-engine government, not a jungle-raj...' Meanwhile, Bihar Deputy Chief Minister Vijay Kumar Sinha hailed PM Modi's visit to Siwan as a momentous occasion. 'It was a very historic way people welcomed and greeted the Prime Minister was tremendous... this is a historic day for the people of Bihar,' said Deputy CM. Apart from this, in a swift rebuttal Bihar Minister Ashok Choudhary also questioned the credibility of Tejashwi's claims, saying, 'Is it Lalu Prasad Yadav's regime that the professors are not getting salaries? Has any government employee claimed that they are not getting their salaries? Tejashwi Yadav should reveal who is providing him with such information... In the upcoming Bihar Assembly elections, Tejashwi Yadav will face a defeat greater than that experienced by Lalu Prasad Yadav.' Notably, PM Modi during his visit to Siwan on Friday flagged off a state-of-the-art locomotive built at the Marhowra Plant, for export to the Republic of Guinea, under the 'Make in India' initiative. The plant became the first export locomotive manufactured in this factory. They are equipped with high-horsepower engines, advanced AC propulsion systems, microprocessor-based control systems, and ergonomic cab designs, incorporating technologies like regenerative braking. PM also flagged off the Vande Bharat Express between Patliputra and Gorakhpur via Muzaffarpur and Bettiah. (ANI)

Centre unveils portal to boost gender budgeting across ministries, states

Union Minister for Women and Child Development Annpurna Devi on Thursday launched a web portal titled Gender Budgeting Knowledge Hub, which will serve as a digital repository of all information related to gender budgeting processes. The launch took place during a national consultation on gender budgeting held at Vigyan Bhawan in New Delhi. The knowledge hub is intended for use by central and state government ministries and departments, as well as other stakeholders. Addressing the gathering, the Union Minister said that gender budgeting has evolved from being a fiscal exercise to becoming a strategic instrument for inclusive governance. 'Our government believes that when we invest in women, we are not merely allocating resources; we are shaping a more just, empowered, and Viksit Bharat,' she said. For the financial year 2025–26, the government has allocated ₹4.49 lakh crore towards the gender budget — a 37 per cent increase over the previous year's allocation, she added. The Union Minister further highlighted that over the past 11 years, gender budget allocations have increased four-and-a-half times — from ₹0.98 lakh crore in 2014–15 to ₹4.49 lakh crore in 2025–26. The consultation — the first of its kind — deliberated on measures to strengthen gender budgeting processes across all sectors. It also included the sharing of initiatives and good practices from central ministries, departments, and state governments under their respective schemes, the Ministry of Women and Child Development said in a statement. The journey of Twenty Years of Gender Budgeting in India: Achievements and Challenges was discussed during the national consultation. Deliberations were also held on a draft Training Manual on Gender Budgeting, developed by the Ministry as an important capacity-building tool and practical guide to understanding various aspects of gender budgeting in India. Senior officers from 40 central ministries and departments, and 19 states, along with representatives from UN Women, the Asian Development Bank, and experts from national-level institutes, participated in the day-long consultation.

Sky's the limit: DDA plans hot air balloon rides

New Delhi: Delhiites will soon be able to enjoy hot air balloon rides, with Delhi Development Authority confirming plans to introduce tethered balloon services at Yamuna Sports Complex and CWG Village Sports Complex. Tired of too many ads? go ad free now Two other sites along the Yamuna floodplain—Asita and Baansera—have also been selected for the initiative. The service will be operated by a designated firm, which will provide its own equipment and staff, under a revenue-sharing model with DDA. "We have already earmarked sites at four locations. A notice inviting tender has been issued and the last date to apply is July 7. For the safety of visitors, we have made it mandatory that the agency will have a minimum of one year of experience in operating hot air balloon services or tethered hot air balloon services or similar aviation-based recreational activities," said an official. Besides valid licences and certifications, a proven track record of safety and compliance with aviation standards and a licence under the air operator permit or non-scheduled operator permit as issued by the Union civil aviation ministry would be among other compliances DDA would demand from the operator. After the award of the letter, the firm will be given 45 days to set up the required infrastructure and equipment and make the professionals available to commence the operations. The tenure of the licence will be three years, which can be extended for three terms, up to a maximum of nine years, stated the authority. "The price of the ride will be decided by the firm. However, it should be reasonable and will need to be approved by the competent authority of DDA. The sale of tickets will be arranged jointly by the firm and DDA to ensure transparency and record-keeping. The entire amount will be credited to DDA's account," stated the authority. Tired of too many ads? go ad free now The firm will be permitted to use the balloon as well as certain hoardings as decided by DDA to get sponsors and for advertisements. "However, no advertisement carrying information or graphics or other items relating to alcohol and tobacco products, objectionable or indecent content, as defined by industry standards, etc., would be allowed," stated the authority. To attract more people to the Yamuna floodplain, DDA is making efforts to restore the greenery at these places, besides developing waterbodies, children's playing areas and recently initiating work on establishing eating facilities.
