Shirui Hills flag row: Meitei organisation Arambai Tenggol rejects provocation claims

Hindustan Times24-05-2025

Imphal, Following widespread condemnation by Manipur-based Tangkhul Naga organisations regarding the display of Meitei's seven-coloured flag and raising of slogans atop Shirui hill peak by members of Arambai Tenggol, the Meitei organisation on Saturday asserted that misleading content on social media had created unnecessary confusion.
It emphasised that the act should not be interpreted as a territorial claim or provocation.
The controversy erupted after a photo went viral on Friday night, showing Arambai Tenggol members in traditional attire holding the Meitei's seven-coloured flag while raising slogans such as "Long live Manipur" and "Mother Shirui be blessed."
The image, originally posted by a Facebook page named 'Manipur Stylish,' was accompanied by a caption that read: "We, the Arambai Tenggol, raised the SALAI TARET Flags as a bold declaration that Arambai Tenggol stands strong across every corner of our land. This is our sacred soil - no other community has the right to stake any claim over the land of Manipur."
This caption sparked outrage among members of the Tangkhul Naga community, who viewed it as inflammatory and disrespectful.
Arambai Tenggol's clarification came after Tangkhul Naga apex student body Tankhul Katamnao Long strongly condemned the incident, which took place at the venue of ongoing 5th State-Level Shirui Lily festival in Ukhurl district.
In a statement, Arambai Tenggol said, "It is deeply unfortunate that the Tangkhul Katamnao Saklong has been misled by inaccurate and misleading information circulated by a Facebook page. In sensitive matters such as this, we believe it is imperative to verify the authenticity of sources before arriving at hasty conclusions."
"Misinterpretation of such events only fuels division, and it is evident that certain elements are working with the intent to disrupt peaceful coexistence between the Meitei and Naga communities" it said.
It also clarified the symbolism behind the event and the flag.
"Shirui Lily is the state flower of Manipur, symbolising the collective identity of the state and not belonging to any single community. The event was officially organised by the state government and participants were merely engaging in cultural celebration within the framework of the state's initiatives," it said.
"The image in question, showing members holding the Salai Taret flag, is being unnecessarily politicised," it said, adding the flag symbolises the unity and peaceful coexistence of indigenous clans of Manipur and is a regular feature at expeditions, sporting events and cultural occasions whether in India or abroad.
"Displaying this flag in Shirui Hills does not, and should not, be construed as a territorial claim or provocation, it added.
"Carrying the flag in the United States, Europe, or the Himalayas does not imply ownership of those regions, its presence here signifies cultural continuity, not confrontation," it said.
The organisation also asserted that slogans in the viral video footage does not contain any content that disrespects or threatens any community.
"We urge TKS and all concerned individuals to examine the context of the video with care and objectivity. The valley of Manipur, and Arambai Tenggol, embrace and honour the spirit of peaceful coexistence among all indigenous communities who respect the unity and integrity of Manipur," it said.
"We hold deep respect for the indigenous Tangkhul community, their customs, and their sacred hills. Our intent was never to offend or incite, but only to stand in solidarity with our traditions, just as others do across our diverse state and nation We appeal to all communities to view our actions as part of a peaceful cultural expression, an expression protected under law, and essential in a democratic, pluralistic society like Manipur," it said.
Condemning Arambai Tenggol for the incident, Tangkhul Katamnao Long said, "The Shirui Lily Festival is a solemn celebration of our rare endemic flower, our land, and the enduring spirit of the Tangkhul Naga people" and "to carry out this kind of symbolic aggression in sacred Tangkhul territory is a calculated attempt to disrupt peace and politicise a neutral cultural platform."
The organisation warned that any repetition of such "reckless and inflammatory" action will not go unchallenged.
"While the Tangkhul people have traditionally welcomed all visitors to the Shirui Lily Festival with open arms, their hospitality must not be mistaken for weakness," it added.

20% ethanol blending achieved after policy changes in 2014, says Fadnavis

1 2 Pune: Chief minister Devendra Fadnavis on Saturday lauded the efforts of Pune-based Praj Industries for its contribution to biofuel generation and said the sector suffered due to the lack of a policy during the UPA-led govt's tenure. It was only after NDA formed govt in 2014 that did India start achieving 20% ethanol blending with petrol that could help save crores of rupees in foreign exchange, he said. "The period from 2009 to 2014 was a struggle not only for Praj Industries but for the entire country. Before that, during Atal Bihari Vajpayee's govt, he formed a committee to study ethanol blending and a decision was made for 5% blending with petrol. However, the subsequent govt failed to implement the decision effectively," he said in Pune. The CM further said whenever the demand to increase the ethanol blending percentage was raised (during the UPA tenure), some people would claim that a developing country like India could not afford it by compromising food security. "The scenario changed after 2014 when the NDA govt, under Prime Minister Narendra Modi's leadership, brought changes in the policy to increase the percentage. The country has achieved 20% ethanol blending due to which India is saving crores of rupees in foreign exchange, which we would have to spend on importing fuel," Fadnavis said at an event organised to release a book written by the founder president of Praj Industries, Pramod Chaudhari.

Espionage case: Punjab YouTuber remanded to police custody

Haryana Police had summoned Punjab-based YouTuber Jasbir Singh on June 6 in the Jyoti Malhotra espionage case but before he could join the investigation, he was arrested by Punjab Police, Singh's counsel claimed on Saturday (June 7, 2025). He also denied the charge that Singh was an agent of Pakistan's spy agency ISI. A Mohali court on Saturday (June 7, 2025) extended for two days the police remand of Singh, who was arrested on espionage charges on June 4. Singh was produced before the court after his three-day police remand ended on Saturday (June 7, 2025). Police sought a seven-day remand of Singh but the court granted them two days, said his counsel. Jasbir Singh alias Jaan Mahal (41), a resident of village Mahlan in Rupnagar district, was running a YouTube channel 'JaanMahal Video' with over 11 lakh subscribers, ostensibly posting travel and cooking vlogs. Also read: Jyoti Rani's police didn't have access to secret information, says Police Singh was allegedly in close touch with Haryana-based influencer Jyoti Malhotra, who is in custody on charges of spying for Pakistan. After Singh's arrest, Punjab police had claimed that it unearthed a 'terror-backed espionage network' linking him to Pakistani intelligence and army officials. Police had said that the YouTuber was allegedly spying for Pakistan's Inter-Services Intelligence (ISI). Speaking to reporters on Saturday (June 7, 2025), Singh's counsel, Mohit Dhupar, said he met him in the court on Saturday (June 7, 2025). 'We spoke to him. There is no such thing that is being said in the media that he was an ISI agent,' said Dhupar, claiming he was just a vlogger. Dhupar said Singh was summoned by Punjab Police from May 17 till May 30. He had already given his mobile phone and laptop to the police, said the counsel. Dhupar said on June 2, Hisar police summoned Singh to join the investigation in the Jyoti Malhotra case on June 6. When Punjab Police came to know about him being summoned by the Haryana police, Singh was asked to appear on June 3 and he was arrested on June 4, said the counsel. 'Punjab Police might have felt that if Haryana Police arrested Singh, it would be their insult', claimed Dhupar. The counsel said there was no mention of Singh being summoned from May 17 to May 30 in the FIR. Hisar native Malhotra (33) who was running a YouTube channel 'Travel with JO' was arrested last month. To a question on Punjab Police claiming that 150 Pakistani contacts were retrieved from his phone, Dhupar said there was no such thing. 'Many people visited Pakistan multiple times. Did they become guilty (of doing wrong) by visiting the neighbouring nation,' he said while replying to a question. On Pakistani YouTuber Nasir Dhillon's alleged link to a spy network, Dhupar said the police did not take Dhillon's name in the court while seeking Singh's remand. Nasir Dhillon, a former Pakistani police official, runs a YouTube channel 'Punjabi Lehar'. He has claimed to unite families divided during partition in 1947. His role is reportedly under investigation for possible links to the espionage network unearthed by Indian authorities. Asked whether Singh gave his laptop to Pakistani official Ehsan-ur-Rahim alias Danish, Dhupar denied it and said when Singh visited Pakistan, his laptop was examined for a routine security check. On May 13, India expelled Danish, who was posted at the Pakistan High Commission, for allegedly indulging in espionage. Jasbir Singh was allegedly found to be associated with a Pakistani Intelligence Operative (PIO). He was in contact with a Pakistan High Commission official who was recently expelled from New Delhi on charges of spying and had met Pakistan Army officials during one of his three visits to the neighbouring country, police had earlier said. He was allegedly in close contact with Jyoti Malhotra, who was earlier arrested by Haryana Police on espionage charges. Singh was found to be associated with Pakistani Intelligence Operative (PIO) Shakir, alias Jutt Randhawa. The accused had also travelled to Pakistan on three occasions including in 2020, 2021 and 2024, and came into direct contact with ISI officers, who subsequently cultivated and recruited him to carry out espionage activities within India, police had said. Investigations revealed that Singh attended the Pakistan National Day event in Delhi on Danish's invitation, where he met Pakistani Army officials and vloggers. After Jyoti Malhotra's arrest, accused Singh had attempted to erase all traces of his communications with these PIOs to avoid detection, police had said. The police had alleged that Singh was in touch with many Pakistan-based entities, including ISI agents and had been providing sensitive information about the movement of the Indian Army and other inside activities of the country to Pakistan.

MHA to resume talks with Kuki-Zo insurgents, says camps near Meitei areas must be closed before renegotiating SoO pact

The Union Home Ministry (MHA) is all set to resume talks with Kuki-Zo insurgent groups in Manipur after a gap of two years. A senior government official told The Hindu that the suspension of operations pact (SoO) with the insurgent groups in Manipur will be 'renegotiated with stringent ground rules'. The SoO framework has to be in existence before any 'political solution' can be reached. The Kuki-Zo SoO groups will hold the talks with the MHA's Northeast adviser A.K. Mishra and Intelligence Bureau officials, on June 9. Changing demands Before May 2023, when ethnic violence erupted in the State, the primary demand of the SoO groups was to have autonomous territorial councils within Manipur. After the conflict began, however, they changed the stance to demand a separate administration for Kuki-Zo areas, defining it as a Union Territory with a legislature. The agreement, in place since 2008, has been periodically extended each year, except on February 29, 2024 when the Manipur government pulled out from the tripartite pact. The other two signatories are the MHA and the SoO groups. One of the conditions that has been set forth to hold further talks is the removal of SoO camps from locations close to the valley districts which are dominated by the Meitei people. Security forces have suggested that the number of camps be reduced from the existing 14 to seven camps. Timeline of the ongoing Suspension of Operations pact 2008: 25 Kuki-Zo insurgent groups sign a Suspension of Operations (SoO) pact with MHA, Manipur government which is extended every year; 14 SoO camps set up in the hill districts of Manipur with around 2200 identified cadres. May 3, 2023: SoO groups almost sign an agreement with MHA agreeing on autonomous councils for Kuki-Zo people in Manipur. After violence erupts, talks are derailed. February 29, 2024: Manipur government pulls out of the tripartite SoO agreement when it comes up for an annual extension. MHA and Kuki-Zo groups are present, but Manipur does not send any representative to extend the agreement on its behalf. February 29, 2024: Manipur Assembly, sans Kuki-Zo MLAs, passes a resolution to abrogate SoO. August 19-22, 2024: Informal meetings held between three members of the SoO groups, MHA's Northeast adviser A.K. Mishra, and Intelligence Bureau officials Exchanging accusations Meitei groups have accused the SoO groups of carrying out armed attacks during and after the ethnic violence between the Kuki-Zo and Meitei people which erupted in the State on May 3, 2023 and claimed the lives of 250 people, displacing more than 60,000 people from their homes. Former Manipur Chief Minister N. Biren Singh claimed that the SoO groups had violated ground rules and instigated the ethnic violence. The SoO groups have accused the Manipur government of using the State machinery against them. 'No immediate extension of SoO' The official quoted above said that there will be no immediate extension of the SoO pact, which protects the identified cadres from arrest and criminal cases if they follow ground rules. It will be extended only after the negotiation is complete, he said. 'Some camps will have to be shut down, few have to be relocated. Separate set of ground rules are being formulated. Without its implementation, the SoO pact cannot be extended,' the official said. After a peace pact is signed with an insurgent group, the cadres are expected to stay in earmarked camps. Weapons and ammunitions are accounted for and regular checks are conducted by a monitoring agency decided by the State government. 'Preliminary meeting' An SoO representative said: 'The talks are being held in Delhi after a hiatus. It will be a preliminary meeting with the Centre.' Around 2,200 cadres of the SoO groups — comprising the United People's Front (UPF) and the Kuki National Organisation (KNO), umbrella organisations of 25 insurgent groups — live in 14 designated camps in the hill districts of Manipur. The cadres are entitled to a stipend of ₹6,000 per month, which has not been paid since the violence erupted. The SoO agreement was signed in the aftermath of the Kuki-Naga clashes in the 1990s when hundreds were killed. The insurgent groups demanded an independent land for the Kuki-Zo people.
