Silicon Island reclamation to take 10-15 years, says Penang exco

GEORGE TOWN, May 20 — Reclamation works to create Silicon Island off the southern coast of Penang island are projected to take between 10 and 15 years to complete, the state legislative assembly was told today.
State Infrastructure, Transport, and Digital Committee chairman Zairil Khir Johari said the reclamation for the 930-hectare island will be in two phases.
'The first phase will involve reclamation of 510 hectares, while phase two will cover the remaining 421 hectares,' he said in reply to a question from Muhamad Kasim (Bersatu-Telok Bahang) on the project's progress and the number of residents affected.
'As at April 30 this year, 60 hectares (150 acres) of land have been reclaimed, meaning the reclamation is 6.5 per cent complete since works commenced in September 2023,' he stated.
He clarified that the reclamation works for Silicon Island itself do not involve any land acquisition as they occur entirely at sea.
However, the construction of Phase One of the Pan Island Link 2A (PIL2A) highway, connecting Batu Maung to Silicon Island, necessitated land acquisitions in Permatang Damar.
Zairil said 13 land lots, 17 residential houses, two business premises, one welfare home, and one place of worship were acquired for the PIL2A project.
'The land acquisition process was approved by the authorities on May 8 last year and gazetted on July 11 last year under Section 8 of the Land Acquisition Act 1960,' he said.
He said premise owners received appropriate compensation based on valuations by the Valuation and Property Services Department (JPPH).
'A majority of the stakeholders received compensation exceeding RM1.5 million for each lot of land, while three individuals received ex-gratia payments of RM43,500 each,' Zairil added.
He confirmed that the total compensation for land acquisition for the PIL2A project amounted to RM24,154,948.73, with ex-gratia payments totalling RM130,500.

He said maintaining such a high payout raises questions about the government's fiscal priorities, especially as more than 5,000 Petronas employees (about 10% of its workforce) are expected to lose their jobs in a restructuring exercise. 'The government must clearly explain the rationale behind maintaining the RM32 billion dividend without taking into account Petronas's profit slump and the welfare of its employees. The rakyat deserves to know, is this what the government considers fair fiscal management?' he said in a statement. Yesterday, Petronas announced plans to reduce its workforce and freeze hiring until December 2026 as part of a restructuring aimed at cutting costs amid falling crude prices. Prime Minister Anwar Ibrahim today said most of those affected by the retrenchment are contract workers. In February, finance minister II Amir Hamzah Azizan said that Petronas's commitment to paying RM32 billion in dividends to the government remained unchanged. However, he said that the payout would depend on Petronas's financial performance and the outlook of the oil market. Separately, Bersatu vice-president Radzi Jidin reminded the government that the loss of jobs, whether of permanent staff or contract staff, would leave a big impact on them and their families. 'Humanity must always be at the heart of our actions,' Radzi said in a Facebook post.

Penang police chief Datuk Hamzah Ahmad sad the victim, 40, lodged a report with the Central Seberang Perai district police headquarters commercial crimes investigation division yesterday. 'In November last year the man got to know a woman through the phone and had a relationship before the woman invited him to join an investment scheme called Menurut mangsa, pada November tahun lepas lelaki tersebut telah berkenalan dengan seorang wanita melalui teGoldenCrimson that offered handsome returns. 'The man was interested to invest and was given a customer service number and a website link to register, and he invested RM90,510 and received returns of RM108,611,' he said in a statement tonight. The man grew confident in the scheme and made 103 transactions to 31 different accounts totalling RM1,532,563 from Dec 2 to March 8, and realised he was scammed when he failed to withdraw RM4,131,671 through the app but was asked instead to provide additional capital to be able to withdraw his profits. The case is being investigated under Section 420 of the Penal Code.
