Vietnam ends death penalty for 8 crimes, may spare tycoon Truong My Lan
Vietnam has lifted the death penalty for eight crimes in legal reforms that may spare the life of a real estate tycoon imprisoned in the country's largest financial fraud case.
The legal reforms in Vietnam ended the death penalty for eight crimes, including trying to overthrow the government, damaging state infrastructure, making and selling fake medicine, starting wars, spying, drug trafficking, embezzlement, and taking bribes.
Vietnamese lawmakers passed the reforms on Wednesday, according to state media.
Truong My Lan, sentenced to death for her involvement in Vietnam's largest financial fraud case, will be eligible to have her sentence reduced after the reforms, her lawyer said Thursday.
The 67-year-old chair of the real estate company Van Thinh Phat who was facing execution for her involvement in fraud amounting to USD 12.5 billion nearly 3 per cent of the country's 2022 GDP will now be eligible for the exemption for the death penalty according to the new rules, her lawyer Phan Minh Hoang told The Associated Press.
We are still waiting for the official instructions of implementing the law amendment for next steps in her case, Hoang said.
The new rules also say that anyone already sentenced to death for these crimes but not yet executed by July 1 will have their sentence changed to life in prison after a final decision by Vietnam's highest court.
After the legal changes, the maximum punishment for Lan's crimes will be life imprisonment without parole. Hoang said that they were continuing to work on repaying the damages to get her sentence further reduced.
The law change will likely impact other ongoing trials such as the one that started earlier this week involving the real estate and infrastructure development company Phuc Son Group, whose chairman Nguyen Van Hau is accused of paying over USD 5 million in bribes to win contracts for major infrastructure projects across three provinces.
Following the change, Vietnam now has the death penalty for 10 crimes like murder, sexual abuse of children, treason and terrorism.

Iranian woman held for duping US national of USD 700 at Delhi airport
A 52-year-old Iranian woman was arrested at the Indira Gandhi International (IGI) Airport for allegedly cheating a US citizen of USD 700 through an elaborate currency swap scam. The accused, Fatemah Akbari, was arrested from a guest house in Saket following a police probe. Her husband and co-accused, Mojtaba Zolfaghari, is on the run, police said. The case came to light when Baldev Singh, a 70-year-old US citizen of Indian origin, filed a complaint at the IGI Airport Police Station. The incident took place on the night of June 20 when Singh was going to board a flight to the United States. Singh said he was approached by a couple with a child near one of the departure gates. The pair engaged him in friendly conversation and asked to see Indian currency, allegedly to show their child. Singh obliged by handing over a Rs 50 note. The couple then asked to see US dollars. Trusting them, he showed them nine $100 notes from his bag. The couple returned the notes after showing them to the child. It was later that Singh discovered only two genuine notes remained, while the rest had been swapped with Rs 500 Indian currency notes sandwiched between dollar bills to create an illusion of authenticity. The FIR was registered on June 21 under sections 318(4) and 3(5) of the BNS, and a special investigation team was formed. Sharing details of the probe, Additional Commissioner of Police (IGI Airport), Usha Rangnani, said, 'The team analysed CCTV footage outside the airport and the vehicle used by the suspects was identified and traced. It was found registered in the name of one Beena, a resident of Vikaspuri. While the mobile number linked to the car was found inactive, the registered address was the Mahila Battalion of the CRPF at Vikaspuri. However, on visiting the CRPF Battalion, no Beena Kaur was found posted there,' the ACP said. Police finally found that the phone number, though inactive, was in the name of a man called Param Singh. 'Beena was finally traced and examined. She said she is posted in the CRPF and Param Singh is her husband,' Rangnani said. 'Further examination revealed that the car was leased to an Iranian family in February 2025. However, the contact number available for the family was found to be switched off,' added Rangnani. Police then tracked the car's GPS location to Saket. 'The raiding team rushed to Saket, and based on local enquiry, it was found that the user of the offending car was staying in a guest house,' said Additional CP Rangnani. Police nabbed Akbari from the guest house. During questioning, the accused allegedly admitted to the fraud. According to police, Akbari and her husband struggled financially and devised a plan to target foreign nationals at locations such as the airport, Connaught Place, Khan Market, and Lajpat Nagar. She told police that her husband had a history of involvement in similar cases across multiple police jurisdictions, including Lajpat Nagar, RK Puram, and Gurgaon. According to police, Akbari holds refugee status under the United Nations High Commissioner for Refugees and is originally from Tehran. She remains in police custody, and efforts are underway to apprehend her husband. Police are probing the couple's financial transactions and looking into their links to similar scams in Delhi-NCR.

Iranian woman arrested for $700 currency swap fraud at Delhi IGI airport
New Delhi [India], June 26 (ANI): The staff of IGI Airport Police arrested Iranian national Fatemah Akbari, who was involved in an ingenious currency swap fraud that duped a US citizen of $700 at Delhi's Indira Gandhi International Airport, officials said on Thursday. According to FIR No. 447/25 dated June 21, 2025, registered at IGI Airport Police Station, the complainant Baldev Singh, a 70-year-old US citizen originally from Village Tanda, Hoshiarpur district, Punjab, alleged that on June 20, 2025, while unloading luggage near Departure Gate No. 7 at around 10:45 pm, he was approached by a couple of Iranian nationals accompanied by a child. The couple initiated a conversation and asked to see his Indian currency to show their child. Singh handed them a 50 note. They then asked to see his US dollars, and Singh showed them nine $100 bills from his side bag. The couple took the notes, showed them to the child, and appeared to return them. However, upon later inspection, Singh found that the original US currency had been deceitfully replaced. The returned bundle, though appearing to contain US dollars on the top and bottom, was filled with five 500 Indian notes in the middle, effectively cheating him out of seven USD 100 bills. Police investigations involved analysing CCTV footage at the airport, which helped trace the vehicle used in the crime -- a Renault Triber registered in the name of Beena from Vikaspuri, Delhi. The mobile number linked to the car was found inactive, and further inquiry revealed no record of Beena Kaur at the CRPF Mahila Battalion address linked to the vehicle. Checking traffic challans related to the vehicle revealed a phone number subscribed to Param Singh, Beena's husband. It was confirmed that the car was leased to an Iranian family in February 2025. GPS tracking located the vehicle in Saket, Delhi, and police identified the occupants as Iranian nationals Fatemah Akbari, 52, and Mojtaba Zolfaghari, 55. Fatemah Akbari was apprehended from a guest house in Saket and arrested, while her husband, Mojtaba Zolfaghari, managed to flee. During interrogation, Fatemah confessed that due to financial difficulties, her husband and associates targeted foreign nationals to quickly earn money through such scams. They mainly operated in areas like Lajpat Nagar, Connaught Place, Khan Market, and the airport. She admitted that on the night of June 20-21, 2025, she, along with her husband and son, cheated the elderly US citizen at the airport by tricking him into showing money to their child and stealing USD 700 from him. Further, police revealed that Mojtaba Zolfaghari was previously involved in other similar cheating and theft cases registered at police stations in Lajpat Nagar, Vasant Kunj, RK Puram, and Gurugram. The investigation is ongoing to locate the absconding accused, scrutinise their bank accounts, and probe possible involvement in other similar cases. Police efforts are focused on dismantling the fraud network operating in the region. (ANI)
