Dr. Toni Aubynn, CEO of Ghana's Petroleum Hub Development Corporation (PHDC), has joined the Invest in African Energies: Accra Investor Briefing – taking place on April 14, 2025 at the Kempinsky Hotel – to discuss the country's progress towards becoming an integrated petroleum hub in West Africa. During the event, Dr. Aubynn will outline development strategies, investment avenues and petroleum market trends, underscoring the value of investing in Ghana's growing oil and gas value chain.
Expecting to launch 17 oil and gas projects by 2027, Ghana is prioritizing investments across the entire hydrocarbon value chain to meet rising domestic demand, increase revenue generation and unlock greater value from the petroleum sector. Strategically located and with over 1.1 billion barrels of proven oil reserves and 2.1 trillion cubic feet of natural gas, the country is well-positioned to become a regional hub for petroleum. Ghana's PHDC strives to position the country as an integrated hub in West Africa. Established under the Petroleum Hub Development Corporation Act, 2020, the company promotes the development of a petroleum and petrochemical hub in Ghana, leveraging innovative technology to develop a value chain that create economic linkages and provides business opportunities for Ghanaians.
In August 2024, the PHDC and a consortium of private partners broke ground on the development of the first phase of a $60 billion downstream petroleum hub. The hub represents the first of its kind in West Africa and will be developed across three phases between 2024 and 2036. The first phase – at a cost of $12 billion - comprises a 300,000 barrel per day (bpd) refinery; a 90,000-bpd petrochemical plant; storage tanks with a total capacity of three million cubic meters; a jetty; and marine port infrastructure. Phase one is situated across 6,590 acres in the Jomoro municipal district. Following its completion, the integrated hub will have the capacity to process 900,000 bpd of crude across three 300,000-bpd refineries. Each refinery has the potential to be expanded to 500,000 bpd, targeting an overall production capacity of 1.5 million bpd.
Additionally, following the completion of all three phases, the hub will feature five multi-purpose petrochemical plants with a production capacity of 90,000 bpd each. The plants will produce chemicals such as fertilizers, lubricants and cosmetics, utilizing natural gas as feedstock. Phase 1 will include the development of one petrochemical plant while the second and third will see two plants constructed each. The integrated hub showcases the value of public-private partnerships in advancing large-scale oil and gas projects in Africa. Spearheaded by the PHDC, the hub is supported by global and regional partners, including Touchstone Capital Group Holdings, UIC Energy Ghana, China Wuhan Engineering and China Construction Third Engineering Bureau.

Ghana's Energy Future in Focus as Minister Jinapor Joins African Energy Week (AEW) 2025

Ghana's Minister of Energy and Green Transition, John Abdulai Jinapor, will participate as a speaker at the highly anticipated 2025 edition of African Energy Week (AEW): Invest in African Energies, scheduled to take place from September 29 to October 3 in Cape Town. As Ghana continues to unlock billion-dollar opportunities across oil, gas and renewables, Minister Jinapor's participation will spotlight the country's bold reforms and strategic projects that are positioning it as a leading energy investment hub in West Africa. Ghana's energy sector is undergoing rapid transformation. With over 17 oil and gas projects scheduled for development by 2027 and reforms already driving increased output, the country is laying the groundwork for sustained growth. In the upstream sector, Ghana has revised its fiscal terms – mandating 15% free and carried interest in all oil and gas projects and introducing more flexible royalty regimes to attract foreign players. Major projects like the Pecan Phase 1A Upstream Project - developed by Aker Energy, Lukoil, Ghana's state-owned Ghana National Petroleum Corporation (GNPC), and others - and the Atuabo II Gas Processing Plant, led by Ghana Gas, are scheduled to come online in 2025. Additionally, a $700 million Gas Processing Plant 2 (GPP2) project— also led by Ghana Gas—is in the pipeline, aimed at expanding the country's gas processing capacity and strengthening supply for domestic power generation and industrial consumption. Meanwhile, Ghana's Gas Master Plan (GMP) – a long-term growth strategy through 2040 – is incentivizing capital and technology deployment across the gas value chain. With 2.1 trillion cubic feet of proven gas reserves, the GMP is central to Ghana's ambition to become a gas-powered country. To further bolster oil and gas production, the country is turning towards exploration. Ongoing exploration efforts, such the GNPC's drilling program in the Voltaian Basin and Tullow Oil's development plans for the Jubilee and TEN fields, are expected to further bolster production and attract new players. The GNPC will drill an exploration well in the Voltaian Basin in 2025, targeting new exploration plays, while Tullow Oil seeks to bolster output at Jubilee and TEN. The company completed a seismic drilling campaign at Jubilee earlier in 2025 and will start a drilling campaign in May 2025. A plan to revive output at the TEN field is also being formulated. In the downstream and infrastructure sectors, Ghana is spearheading the development of an Integrated Petroleum Hub - the first of its kind in West Africa. The hub will feature three refineries, five petrochemical plants, storage infrastructure, jetties and port facilities, supported by a TCP-UIC-led private sector consortium. Agreements for Phase 1 were signed in 2024, and AEW: Invest in African Energies 2025 is well-positioned to provide a vital platform for discussions on financing and partnerships related to this multi-billion-dollar initiative. Beyond hydrocarbons, Ghana is also leading in renewable energy and nuclear development, emerging as a top destination for utility-scale solar and wind projects and preparing to construct its first nuclear power facility. These projects align with the Ministry of Energy and Green Transition's broader commitment to a diversified energy mix and long-term sustainability. Monday 28th April, 2025 marked a historic day in Ghana's passport administration as Ghana officially begun the mass roll-out of the Chip-Embedded Passport and a full suite of progressive reforms designed to modernize passport acquisition, enhance security, and provide citizens with a better passport acquisition experience. The event, attended by the Chief of Staff, Hon. Julius Debrah, Hon. Samuel Okudzeto Ablakwa (MP), Minister for Foreign Affairs, Ministers of State, Deputy Majority Leader, Members of the Parliamentary Select Committee on Foreign Affairs, Heads of State Institutions, Chief Director and Directors of the Ministry of Foreign Affairs Deputy Comptroller General of the Ghana Immigration Service (GIS), Management of Biometric Travel Solutions (BTS), and other private partners, symbolized the end of frustrations linked to passport acquisition, such as long wait time, thousands of uncollected passports and a beginning of a new era for Passport Services. Speaking at the event, Hon. Ablakwa stressed that 'today symbolizes a reset and the ushering of a new era of modernization, convenience, and deep respect for Ghanaian citizens.' The Minister in his speech stated that 'as Ghana roles out its first Chip-embedded Polycarbonate (PC) biographical data-page passport, equipped with the highest latent and patent security inputs, the sector players, end users and regulators within the document security management setup are assured of robust security features that are almost impossible to forge'. The underlisted are to be noted when it comes to the new passport regime: Chip-Embedded Passport: Ghana will no longer issue the old biometric passports. All new issuances will have superior chip-embedded technology; 24-Hour Operations: The Passport Head Office would now open around the clock to better assist citizens; Courier Delivery: Ghana Post and Troskit would deliver passport to Ghanaians everywhere;, E-Tracking System: Applicants can trace the status of their passport applications from submission to delivery; Faster Turnaround Time: Regular applications will be handled in 15 working days, while expedited services will take only 5 working days; Reduced Application Fees: Cabinet has approved the reduction of application fees from GHS500 to GHS350, awaiting parliamentary approval; Ghana is meeting the International Civil Aviation Organization's (ICAO) requirements with the new security-enhanced chip-embedded passports. According to the ICAO, current passports will be outdated by 2030. The chip-embedded passport must be kept away from heat and liquids, it should be stored properly to prevent bending or damage, avoid inserting other chip-enabled cards into the passport and it should not be kept it in back pockets, where it could be bent or damaged.
