Marine rescuers call for improved radio coverage in large blackspot

Nestled on the Great Barrier Reef between two of Australia's most popular boating destinations, the Keppel Islands and Whitsundays, is a dangerous radio blackspot zone leaving boaties with no communication for days on end.
The sprawling Clara Islands Group near Shoalwater Bay, about 100 kilometres north of Yeppoon on the Capricorn Coast, is a boating paradise, with crystal-clear waters and picturesque tropical isles that dot the coastline.
But the popular offshore fishing haven and safe anchorage location for ocean commuters can be deadly when the weather turns, with no phone or radio communication coverage.
Coast Guard volunteer Darryl Prizeman said the area had been a serious concern for a long time.
"The area effectively north of Yeppoon to Mackay is probably the most remote in the state," he said.
"We have had [boating] disasters up there and for comfort and for families, time is critical in those situations."
In November, a 67-year-old sailor was winched to safety after his trimaran ran aground on South Barron Island near Shoalwater Bay. He had activated an emergency beacon to raise the alarm.
In bad weather, if mariners are forced to take shelter, the blackspot can also mean loved ones panic and volunteers' lives are put at risk.
"We can have family ring up from all over the country and say … 'We haven't been able to contact them,'" Mr Prizeman said.
Mr Prizeman, based at Keppel Sands, has been a member of the Australian Volunteer Coast Guard Association for more than 30 years.
He said his squadron was frequently required to locate "overdue" or potentially missing vessels because crews were unable to log off with marine rescue authorities.
From Yeppoon, where the nearest marine rescue base is located, it is a five-hour return boat trip to reach the Clara Group — if the weather is good. It can take much longer.
"We're always concerned that we're putting our volunteers potentially at risk to get up there and find out they're just sheltering from the bad weather, sitting on their back deck and they're sipping their chardonnays," Mr Prizeman said.
The Squadron Commodore is helping to lead a new project to improve VHF [Very High Frequency] radio coverage in the large blackspot zone.
The group, along with Queensland's Water Police, is lobbying for a new VHF working channel, with repeaters strategically located to better access the blackspots and sheltered anchorages.
Sergeant Shaun Halson, from Yeppoon Water Police, believed the new channel, 78, recently approved by the Australian Communications and Media Authority (ACMA), would help prevent potential tragedies at sea.
"A lot of these tragic incidents happen very quickly," Sergeant Halson said.
"They're lucky to grab their safety equipment and valuables, let alone grab their EPIRB [Emergency Position Indicating Radio Beacon] to put out a mayday call, whereas quite often the VHF radio is right there on the console to get a call out."
Since 1966, the land surrounding Shoalwater Bay has been under the ownership of the Australian Defence Force (ADF), for the purpose of military training exercises.
Sergeant Halson said the ADF was collaborating with the group on the site chosen in the area for the repeater station.
He said the necessary government approvals and processes had also been supported and endorsed to date.
One of the main barriers is the establishment of the new VHF repeater infrastructure on Clara Group, just east of Island Head Creek, due to its remote location.
A repeater is a stand-alone receiver and transmitter and in essence acts as a ranger extender, like a home internet booster.
The site can only be accessed by helicopter and Sergeant Halson said the project also came at a cost.
More than $100,000 of funding has been committed but there is a shortfall of about $150,000.
"This project is vital," Sergeant Halson said.
"Search and rescue is our responsibility, and until we can prove that boaties are safe and well, we have to act as if the situation may not be.
"We're heading into a busy time now with yachties or luxury boats heading north to the Whitsundays and further and then vice versa at the end of the winter period they're heading back south."
This is not a new concept. A similar project on Penrith Island, off the coast of Mackay, for VHF channel 83 has produced successful outcomes.
"We know the solution. We know what we want. We know the how, the where, the when," Sergeant Halson said.
"It's just a matter of actually getting the funds to finally make it happen."

The polar chill is also set to deliver promising conditions for the opening of the ski season. For those who like that sort of thing, Luke Radford reports. Luke Radford: The alpine hills are alive with the sound of artificial snow making, but they might not be needed for long because up to 60cm of snow is forecast to fall on Australia's ski resorts this weekend. And early birds are keen to take advantage of it, like Debbie Cadwell and her husband Tim, who are on the road to Victoria's Mount Hotham. Debbie Cadwell: The long weekend, we don't usually expect to have a ski weekend as such. It's more a social weekend. Often there isn't enough snow. But this weekend there is forecast for some substantial snowfalls, which is lucky - sorry that's my husband... Luke Radford: That was my next question. Debbie Cadwell: ... He's very excited. He's an excitable person. Luke Radford: That snowy weather is thanks to a blast of air welling up from the polar regions. The Bureau of Meteorology predicts that despite the cold start, it's actually on track to be a warmer than average winter. But Bureau climatologist Caitlin Minney says that doesn't mean less snow. Caitlin Minney: The warmer than average forecast doesn't rule out the possibility of a good snow season or some really good snow coverage during the snow season. Over this opening weekend, we are forecasting snow across a lot of the alpine regions. Luke Radford: Over the border in New South Wales, resorts are making their final preparations. Jessica Rutherford is the visitor experience manager at Charlotte Pass. Jessica Rutherford: We've got snow on the forecast really close, so it's all looking up. We found that year after year the snow does take a little bit longer to kind of fully hit the ground. So we would rather open with a full resort with full snow coverage than open early just to get the lift spinning but only be able to offer a little bit of the resort. Luke Radford: While the chairlifts spin up at the ski resorts, one at Jindabyne will remain firmly in place. But that's because it's a sculpture which the local community raised $25,000 to purchase. Oliver Kapetanakos is president of the Jindabyne Chamber of Commerce. Oliver Kapetanakos: Chairlifts are synonymous with Jindabyne. We are an altitude town, probably one of the very few places in Australia, I think it's the only place in Australia that uses chairlifts for mountain biking, as well of course to get to the highest point of Australia, Mount Kosciuszko. So to have one in town would be great. I believe it will be the 125th big thing in Australia. Luke Radford: The chance of a good snow season is also good news for Australia's alpine creatures, like the endangered mountain pygmy possum. Dean Heinze is an independent wildlife biologist affiliated with La Trobe University. Dean Heinze: When there's a great cover of snow, the temperatures there are about two degrees. But when that snow cover isn't as good, so it's more patchy or broken up, then the temperatures in those subniveal spaces, that can fluctuate. And what that means is that for a hibernating animal, that makes them uncomfortable and then they wake up out of their hibernation. Victorian premier heads up drought taskforce amid crippling dry weather

The Victorian government's newly minted drought response taskforce met on Friday for the first time, in the midst of mounting desperation from farmers struggling in the big dry. Premier Jacinta Allan chaired the meeting at Camperdown in the state's south-west, ahead of a series of events this month. Ms Allan also visited a farm in the nearby town of Derrinallum to inspect conditions for herself. The trip was tightly controlled and the meeting time and location were not made public. The state government has expanded its support for farmers who are struggling with drought conditions, with three announcements made since September. Farmers will also be relieved of paying an increased Emergency Services and Volunteers Fund (ESVF) levy, with the rate to be frozen at the current amount for the next financial year. About 15 CFA trucks drove up and down Camperdown's streets ahead of the premier's visit, occasionally turning on their sirens in protest. Following the meeting, Ms Allan told reporters the levy was among the issues raised at the meeting and she ruled out scrapping it. "More and more is being asked of our emergency services with more frequent and fierce flood and fire events," she said. Ms Allan said drought conditions would be monitored to inform future decisions about when the rate freeze would be lifted. Farmers have criticised the support provided by the government so far, and called for subsidies for livestock feed and fodder transport. Ms Allan said these options were on the long list of options the taskforce would return to at next week's meeting. Victorian Nationals leader and Member for Murray Plains Peter Walsh is a taskforce member. He told Statewide Drive on ABC Radio that the drought was impacting entire communities. "There needs to be something good to come out of this [taskforce] ... it can't be a talkfest," he said. "The premier heard that loud and clear. "People don't want platitudes, people want real support and help to get through this." Mr Walsh said there were fears for the future of farming as younger farmers battled in the drought. He did not believe the drizzling rain falling on Friday in the south-west region would break the drought. "It would be a start, but this grass is not going to grow very fast from now on," Mr Walsh said. Rural Councils Victoria deputy chair Kate Makin, who is also mayor of Corangamite Shire, said many ideas had been discussed, but she would not be drawn on specific proposals. "I'm thankful that they're listening and we've all got a seat at the table so our views are heard," she said. Taskforce members include government ministers, local government representatives, banks and the Victorian Farmers Federation. United Dairyfarmers of Victoria president Bernie Free said there needed to be other expertise, such as an agronomist and nutritionist, on the roundtable to offer practical advice on tackling the drought. "Those roles are an absolute no-brainer," he said. Mr Free said there should be farmers from across the region involved in the taskforce to offer a perspective from the ground. Speaking on ABC Radio Melbourne, Prime Minister Anthony Albanese said the federal government was providing more than $1 billion of support for farmers, including funding for Victorian farmers for financial counselling and concessional loans. "We know people are doing it tough and it's been for a long period of time," Mr Albanese said.
