Greater Warangal Municipal Corporation (GWMC) Commissioner Ashwini Tanaji Wakade has instructed Town Planning officials to speed up the process of handing over the Layout Regularisation Scheme (LRS) proceedings to applicants as soon as possible.
During a meeting with the officials at the office here on Wednesday, she said that the GWMC has generated an income of approximately ₹130 crore by processing 30,500 applications through the LRS. She emphasised that regularisation proceedings should be provided to applicants who have paid the required fees.
The Commissioner also highlighted the need to identify dilapidated buildings under the tri-cities and villages, which fall under the corporation's jurisdiction, particularly in light of the upcoming monsoon season. She noted that notices had already been served to 348 buildings so far. Additionally, she instructed officials to ensure that structures in the cellars of large buildings are removed, and electrical devices are evacuated.
The civic body chief also directed officials to ensure that building permits are granted within the specified time frame and that necessary infrastructure is in place.

In addition to trading on their own behalf, they are permitted to execute trades for these clients. Established on June 5, 2017, NSE IX is a multi-asset international exchange located in GIFT City, functioning under the oversight of the International Financial Services Centres Authority (IFSCA). It dominates the market within GIFT IFSC with a market share exceeding 99%, offering a wide variety of instruments such as Indian single stock and index derivatives, currency derivatives, depository receipts, and global equities. The Reserve Bank of India's (RBI's) initiative to review the Liberalised Remittance Scheme (LRS) framework is part of a routine exercise to align it with wider economic and geopolitical conditions, experts said. In its annual report released on Thursday, the RBI said it has initiated a comprehensive framework review and is examining various aspects, including the annual remittance limit, permissible purposes, transaction modes, and currency options. The LRS scheme was introduced in 2004, allowing all resident individuals to remit up to $25,000 per financial year for any permissible current or capital account transaction, or a combination of both, free of charge. This limit was gradually revised to $250,000 on 26 May 2015. 'Given the current dynamic economic environment, evolving capital flows, and the emergence of new-age transactions — such as investments in digital assets and international platforms — there is a clear need to relook at the LRS framework. Additionally, with remittances now linked to PAN, there may be a broader policy push to align LRS usage with income-tax compliance, ensuring that outward remittances reflect an individual's financial profile and tax status. A review can also help address concerns around sensitive sectors and potential misuse,' said Moin Ladha, Partner at Khaitan & Co. According to recent data, India's outward remittances under the Liberalised Remittance Scheme moderated by 6.85 per cent year-on-year (YoY) to $29.56 billion in FY25, after rising to an all-time high of $31.73 billion in FY24. In its annual report, the RBI said it has eased procedures and expanded the scope of the LRS in FY25, with the aim of improving convenience and accessibility for resident individuals. From 3 July 2024, authorised dealers (ADs) were allowed to facilitate remittances based on online or physical submission of Form A2, subject to Section 10(5) of FEMA 1999, irrespective of transaction value. Additionally, resident individuals were permitted to send funds under LRS to International Financial Services Centres (IFSCs) for any permissible current or capital account transaction, effective from 10 July 2024, the RBI said. Individuals were also allowed to use funds held in their IFSC-based foreign currency accounts to make transactions in other foreign jurisdictions. Previously, LRS remittances to IFSCs were allowed only for investment in securities. This was expanded on 22 June 2023 to include payments of education fees to foreign universities operating in IFSCs. 'Amid the growing educational inflation abroad and broader inflation, there is a need to relook at the LRS limits. The review is part of periodic assessment and the RBI keeping in sync with the changing realities,' another expert said.

Bainguinim waste plant seeks govt nod to float 4th tender

Panaji: While politicians locked horns over a new solid waste management plant at Bainguinim, the Goa Waste Management Corporation (GWMC) has approached govt for approval to float a new tender for setting up the plant. Once govt approves the proposal, a request for qualification (RFQ) will be floated for the fourth time. A fresh tender would be floated for a 250 TPD (tonne per day) the waste management plant at Bainguinim. 'Once approved by govt a fresh tender would be floated,' a senior officer said. The Rs 200 crore public-private partnership (PPP) project will be built on a design-build-finance-operate-transfer (DBFOT) basis, wherein the plant infrastructure will be erected by the concessionaire along with operations and maintenance for a period of 10 years. The facility will be based on recycling and sorting lines, segregation, bio-methanation, and composting systems. The bidding process for the PPP project will be divided into two stages. In the first stage, the RFQ stage prospective bidders will be shortlisted. In the second and final stage or the request for proposal (RFP) or invitation of financial bids, the shortlisted bidder will be given the RFP. In 2008, the Corporation of the City of Panaji (CCP) acquired land at Bainguinim to set up the waste management plant, and in 2017, the land was handed over to the GWMC. The GWMC held a public hearing, and the environmental clearance was also obtained. At the time, the corporation also invited RFQs for the proposed plant. In Aug 2021, all three bidders in the first tender were disqualified, as none were found eligible. Recently, Union minister for state and North Goa MP Shripad Naik urged govt to shift the plant from Bainguinim, considering the sentiment of the people. Waste management minister Atanasio 'Babush' Monserrate and Cumbharjua MLA Rajesh Faldesai were disputing over the setting up of the waste management plant at Bainguinim. Making it clear that the location of the project will not be changed, the Panaji MLA said that he was not sure if Faldesai would be there as an MLA when the project was inaugurated. 'He (Faldesai) will be there to lay the foundation stone (for the plant), but I am not very sure if he will be there to inaugurate it,' Monserrate said. 'We are firm that the plant will come. He was asking me for the last two and a half years, and I was telling him that the plant will come. He was ensuring that the plant did not come. He is trying to protect his people, and I don't want to comment on that. The plant will come up at Bainguinim,' Monserrate said. After Monserrate predicted the political future of Faldesai, the Cumbharjua MLA said that Monserrate will not get re-elected in the next assembly election.
