HYDERABAD: A powerful explosion tore through a multi-storey chemical plant building at Pashamylaram village in Telangana's Medak district Monday morning, killing at least 15 workers and injuring 35 others - 12 critically.
Authorities said the toll may rise as several workers are believed to be trapped beneath the collapsed structure.
The workers are from Telangana, Andhra, Jharkhand, Odisha, Bihar, UP and Bengal.
Over 60 workers had reported for duty around 9.20am when the explosion reduced a building to rubble at the Rs 500-crore Sigachi Industries facility. Initial findings suggest a dryer malfunction in the quality control unit triggered the blast.
"V-P (ops) M E Elanghovan, in charge of attendance, is missing. This makes it difficult to determine who was in the building," a fire official said.
Telangana blast burnt victims badly, only 4 identified so far
Vice president, operations, M E Elanghovan had just stepped out of his car when the explosion struck the factory, about 50km from Hyderabad.
An adjacent HR block and a rear compound wall were partially damaged. Chunks of cement crushed some workers, while others suffered fatal burns as flames spread rapidly after the blast.
Many bodies were burnt beyond recognition. Only four bodies have been identified till late Monday.
PM Narendra Modi expressed condolences and announced an ex gratia of Rs 2 lakh each for the families of the deceased and Rs 50,000 for the injured.
Search teams supported by fire services and disaster response units plan to continue search efforts through Tuesday. "We have stationed two robots along with SDRF personnel and rescue teams," a senior fire official said.
"Aerial lighting systems have been installed to support night-time rescue operations."
Distraught relatives waited outside hospitals and at the blast site, hoping for news as authorities struggled to trace missing workers. "Lack of accurate information from the company management on how many workers were inside has complicated rescue efforts," director of fire services G V Narayana Rao said. "More could be trapped under the debris.
Only once the rubble is cleared will we have a clear picture."
Many relatives had not heard from loved ones since the explosion. "My nephew Ajal Mondal is just 19 and came here two months ago from Kolkata," said his uncle. "We haven't told his family back home yet. They'll panic if we do."
Shubham Chaudhary, searching for his uncle Munnilal, 55, said he saw burnt bodies outside the factory but had no word on his uncle. Pinky, 21, said her brother Siddhant Gonda, 19, started work in quality control unit just three months ago.
He remains missing.
The family of senior manager S Ravi, 41, said they last spoke to him around 9am, minutes before the blast. "We checked every hospital but have no idea where he is," a relative said.
Pooja searched for three family members - her uncle Dileep Gosai, 45, brother Deepak Parsvan, 25, and cousin Naga Parsvan, 22 - missing since morning. "Only one of our family got out alive," she said.
Telangana CM A Revanth Reddy will visit the hospital and meet victims' families Tuesday.
He directed the health minister, chief secretary and DGP to oversee rescue and relief efforts. A five-member committee was formed to investigate the cause of the explosion and recommend preventive measures.
Sigachi Industries, which manufactures microcrystalline cellulose (MCC), informed stock exchanges about an "accident in the vicinity" of its plant in Medak district. The company said the facility is fully insured and it will file necessary claims.

The Chhattisgarh High Court has upheld the arrest warrant against Vijay Kumar Bhatia, accused in a massive liquor scam. Bhatia's attempt to quash the warrant, issued in May 2025, was dismissed, with the court citing his planned travel to Brazil as evidence of evading arrest. RAIPUR: The Chhattisgarh High Court has dismissed a petition challenging the arrest warrant issued against Vijay Kumar Bhatia, an accused in the alleged Rs 2,161 crore liquor scam case. Bhatia had sought to quash the warrant issued on 16 May 2025, by the XI Additional District and Sessions Judge, Raipur, and declare his arrest illegal. Referring to Section 73 of the Code of Criminal Procedure, the High Court reiterated that a Magistrate can issue a warrant of arrest against an accused who has committed a non-bailable offence and is evading arrest, even during the investigation. A division bench of Chief Justice Ramesh Sinha and Justice Bibhu Datta Guru, in its order on 26 June 2025, observed that Bhatia's conduct was important, noting that he had planned to travel to Brazil on 30 May 2025, after the arrest warrant was issued. The court stated this "prima facie shows that the petitioner was aware that he could be arrested at any point of time and by leaving the country, he was trying to evade his arrest and had no intentions to cooperate with the investigation. " Bhatia, a resident of Nehru Nagar East, Bhilai, is accused of offences under Sections 420, 467, 468, 471, and 120B of the Indian Penal Code, and Sections 7 and 12 of the Prevention of Corruption Act, all of which are non-bailable. The Enforcement Directorate (ED) had also issued a lookout notice against him in connection with the scam. Senior counsel Meenakshi Arora, appearing for Bhatia, argued that he was not named in the three charge sheets filed by the State. She initially contended that a non-bailable warrant was issued, but later corrected herself, admitting that it was a warrant of arrest issued to secure his presence. She also stated that Bhatia was never summoned for 1.5 years after the First Information Report (FIR) was registered, so there was no occasion for him to seek a protective order. Additional Advocate General Vivek Sharma, representing the State, and Dr. Sourabh Kumar Pande, counsel for the ED, opposed the petition. They submitted that Bhatia is named at serial number 43 in the list of accused in the FIR and the investigation is ongoing. They further stated that more than 300 witnesses have been examined and two supplementary charge sheets have been filed after the initial one. The court noted that Bhatia was arrested on 1 June 2025, and his regular bail application was rejected by the trial court on 20 June 2025. He is currently in judicial custody. The court also cited the Supreme Court's observation in State through CBI v. Dawood Ibrahim Kaskar & Others, which affirms the Magistrate's power to issue warrants during investigation to apprehend those evading arrest. The court concluded that the reasons assigned by the Additional Sessions Judge for issuing the warrant were "just and proper and reasons are well merited," finding no grounds for interference. The petition was dismissed, with the court stating that Bhatia is at liberty to seek regular bail if he is aggrieved by the trial court's rejection of his previous bail application. In a bid to check overcharging by autorickshaw drivers following the bike-taxi ban, an enforcement drive across the city Monday saw nearly 300 cases of violations and over 100 autos being seized. As complaints of daylight robbery by both regular and app-based auto drivers pour in, the crackdown, directed by transport minister Ramalinga Reddy, involved 22 enforcement teams operating from early morning till evening. The drive covered both the city centre and outer areas including Devanahalli, Chandapura and Magadi. Jayanagar RTO reported the highest number of violations with 48 cases and 18 vehicles seized, followed by Rajajinagar RTO (36 cases and 13 seizures). Additional transport commissioner (enforcement) C Mallikarjuna said: "Field staff verified complaints directly with passengers to confirm the fare and distance travelled. Cases were booked only after ensuring drivers violated rates fixed by Regional Transport Authority (RTA)." Many of the seized vehicles lacked essential documentation like valid permits, fitness certificates and legal papers. "These are serious offences. Penalties in such cases can range from Rs 3,000 to Rs 4,000. A detailed report from RTOs will offer more clarity," Mallikarjuna said. Passengers alleged that ride-hailing apps have been levying unauthorised fees — congestion charges, pick-up fees, driver surcharges and even pre-booking tips — in clear violation of transport norms. In Bengaluru, RTA has fixed Rs 30 as the base fare for first 2km and Rs 15 for every additional km. Despite this, commuters have been forced to pay more, especially after the ban on bike taxis increased demand for autos. The city currently has around 3.6 lakh operational autos. The department has said it will soon evaluate the role of aggregators in these violations. "Once RTOs submit reports, action will be taken against app-based platforms as well," Mallikarjuna said. CN Sreenivas, president, Autorickshaw Drivers' Union (CITU), acknowledged the issue, saying 80-90% of auto drivers in the city have joined aggregator platforms. "The department has no control over these platforms. They've introduced tactics like platform fees and tips to maintain a commission-based model," he said. The transport department has confirmed its enforcement drive will continue in the coming days. New minimum fare At Rs 38? Sreenivas told TOI it has been months since a committee headed by a DCP submitted a report to the Bengaluru Urban deputy commissioner on revision of auto fares. Auto unions had demanded Rs 40 as base fare for the first 2km and subsequently Rs 20 per km. Sources said RTA is likely to consider Rs 38 as base fare and Rs 18 per km thereafter. Sreenivas said they will meet the minister seeking fare revision.
