End of tax loophole for Shein starting to have impact, say South African retailers

JOHANNESBURG, June 6 (Reuters) - South Africa's closure of a tax loophole that benefited global discount e-commerce retailers Shein and Temu is starting to show positive signs as some consumers reject the higher prices, the CEOs of local fashion retailers Mr Price (MRPJ.J), opens new tab and TFG (TFGJ.J), opens new tab said on Friday.
Last November, South Africa's tax authority ended the practice known as "de minimis", which allowed companies to drop-ship packages valued at less than 500 rand ($28.12) from suppliers in China to consumers in South Africa, paying a flat rate of 20% in lieu of customs duties, and no VAT of 15%.
Other markets including the United States, Britain and the European Union are also closing or planning to close loopholes that have given low-cost online platforms like Shein and Temu, owned by PDD Holdings' (PDD.O), opens new tab, pricing advantages.
"There's nothing punitive about them, it's just levelling the playing field so that everybody trading in South Africa and importing products pays exactly the same duties," TFG CEO Anthony Thunström told Reuters in an interview after the company's earnings release.
Both Thunström and Mr Price CEO Mark Blair said it was difficult to get official data to quantify the exact impact on the fast-fashion giants.
"But our understanding is that the closure of that loophole has significantly slowed down some of the international pure play online into South Africa," Thunström said.
Local brick-and-mortar fashion and e-commerce retailers had urged South African regulators to impose a 45% import duty on all clothing imports, no matter the price, to level the playing field.
"One thing all of us have seen on Shein is the social media outrage that's now taken place because of higher prices, so it does make us feel comfortable that the new legislation has been applied correctly," Blair told investors during an earnings presentation.
"I think it's still a bit erratic, not across the board and if I look at our own e-commerce sales, it grew slightly ahead of our store sales, so there must be some positive impact," he added.
Mr Price and TFG are also investing in technology and enhancing product ranges as they bid to gain market share.
Mr Price said on Friday that it expects to invest 1.6 billion rand this financial year ending March 2026 in about 200 new stores, supply chain, store revamps and technology, while TFG said it plans to open over 100 new stores.

Recently, we've seen shoppers take the risk and nab themselves fresh new sofas from Temu, but now it appears that people are beginning to order box-fresh furniture from Shein. 4 4 4 4 A mother named Shaks explained that she 'wanted to take a risk' and bought herself a brand new bed frame from Shein. While she recognised that it was confusing to put together, she was thrilled with her new bedroom purchase, which cost her just £269.99. Not only does it have LED lights and four storage drawers, but it's even got a charger port too - yes, you heard that correctly. Eager to show others her new bargain buy, Shaks took to social media and gave her followers a close-up look at the functional bed frame, which is a gorgeous linen beige. Showing off her Flieks Upholstered Bed, which is still available to order online, Shaks said: 'I bought a bed from Shein so you don't have to.' Showing off the process of putting the frame together, Shaks explained: 'Well, to start off with, those confused the instructions - the Shein manufacturer needs to redo them because we had to undo, start again about three, four times.' The content creator then showed off the bedside charging port and storage drawers. Following this, she shared: 'It was looking a bit small at first but it actually worked out great. 'I can honestly say, you can buy your bed from Shein - it even comes with LED lights.' The LED Light Bed, which has four storage drawers and a slatted frame, was originally priced at £519.98, but has now been reduced to £259.99. What is Shein and is it legit? Shein is an online-only fast-fashion retailer, based out of China, that has become a number one shopping destination for many around the world. The company was valued at $66billion in 2023, dwarfing that of popular high street brands Zara and H&M. The fashion retailer was founded in late 2008, by entrepreneur and marketing specialist Xu Yangtian, also known as Chris Xu. Shein is a legitimate selling website and is not a phishing scam. But you may receive a disappointing order or run into shipping issues if you order from the site, according to reviews. There have been swathes of quality complaints, which makes sense when looking at the price tag. Having said that, she recognised that the bed, which doesn't come with a mattress, is 'good for Shein.' Social media users react The TikTok clip, which was posted under the username @ shaks6, has clearly left many open-mouthed, as it has quickly gone viral and racked up a jaw-dropping 20.3 million views. Not only this, but it's also amassed 1.4 million likes, 4,665 comments and 125,800 saves. Social media users were left stunned by the affordable bed and many eagerly raced to the comments to express this. One person said: 'I didn't know they sold beds.' Another added: 'Buying a bed from Shein is so crazy.' A third commented: 'DON'T TEMPT ME.' Whilst another user wrote: 'At this point, they have everything. They need to start selling Mr. Right too now man.' And it's not only Shaks that shared a positive review of the purse-friendly bed, as online Shein shoppers have also raved about the furniture. One shopper beamed: 'Sooooo good, easy to assemble and even comes with a charging port. I am in love!!!' A second simply penned: 'Absolutely love!' Whilst another praised: 'Lovely bed, love the USB and the lights. The drawers are a bonus, quite spacious.'

Prestwick Airport flights win and Royal Bank of Scotland journey

Ian Forgie, chief executive of Prestwick Airport, hailed this agreement with China Southern Air Logistics as a 'game changer'. In doing so, he echoed the phrase used by Nico Le Roux, head of cargo operations at Prestwick, about e-commerce flights in February, after the airport won major business from Hong Kong. It has been fascinating to observe, and write about, Prestwick Airport's big push on the cargo side of its business, and its focus on winning e-commerce traffic. Mr Le Roux in February revealed the airport's expectations that cargo revenues would more than treble to in excess of £10 million a year. He was speaking hours before the arrival of the first Hong Kong Air Cargo flight at Prestwick, bringing packages ordered by UK and Irish consumers on the likes of the Temu, SHEIN, and TikTok platforms. Cargo revenues at the airport, which is known officially as Glasgow Prestwick Airport, totalled £3.228 million in the year to March 31, 2024. Mr Le Roux revealed his expectation that cargo revenues would be more than treble that level in the airport's financial year to March 31, 2026, on the back of recent new business wins. The agreement between Prestwick Airport and China Southern Air Logistics has seen the carrier start scheduled cargo flights at four per week between Guangzhou and Prestwick, with plans for this to increase to a daily service. The first of these scheduled flights landed on May 16 at Prestwick Airport, which described the freighter services as 'a new direct export route to China from Scotland for high-value Scottish seafood and whisky'. Prestwick Airport, when it announced the arrival of China Southern Air Logistics on May 16, noted it had invested £2.3 million in equipment in the past 12 months. It also highlighted its continued investment in ground-handling equipment and cool chain supply facilities, as well as the building of its workforce, to maximise its capabilities in handling large freighters. The investment at Prestwick, which has included equipment to handle the wide-door Airbus A350 cargo aircraft, was plain in February when I went airside with Mr Le Roux. My subsequent column in The Herald on May 21 declared: 'It is most encouraging to see all the planning and investment at Prestwick Airport coming together.' It added: 'The airport makes a very important economic contribution to Ayrshire and more broadly to Scotland, one that is too often disregarded by the politically motivated carpers. These detractors also seem to forget that the airport supports an aerospace cluster in and around it which employs about 4,000 people, or maybe they just do not really care about this. 'Prestwick Airport's growing success is all the more reason for the Scottish Government to ensure that any sale is made with the future prosperity of this strategic asset, including on the employment front, in mind.' The column observed there was no reason to believe this would not be the case. When I asked Kate Forbes about the future of Prestwick Airport in April, in the wake of First Minister John Swinney confirming the existence of an 'active bid' in late March, she said: 'We have obviously saved Prestwick Airport more than a decade ago, precisely because of its strategic importance to the Scottish economy. 'If and when Prestwick is sold, it will be for the new owner to develop a business case.' Read more Deputy First Minister Ms Forbes, who highlighted Prestwick Airport's cargo operations, declared: 'We have set out very clear lines that we want Prestwick to continue to operate as an airport.' The institution formerly known as Royal Bank of Scotland (now NatWest Group) has also been in focus in the past month as it has headed towards full private ownership. In a column in The Herald, I reflected on having covered the institution's rollercoaster ride over the past three decades. This article addressed the 'perennial big question' in the mid-1990s, observing: 'Back in the mid-1990s, Royal Bank was progressing solidly but the big question which perennially hung over it, as it did over rival Bank of Scotland, was whether the institution would be swallowed up by one of the big London players.' The column went on to recall the frenetic bid battle to buy big four UK bank NatWest between these two Edinburgh clearing banks, in which Royal Bank of Scotland ultimately prevailed. The column highlighted the 'good times' that followed. It then recalled, in 2007, Royal Bank's hostile bid, in a consortium with Santander and Fortis, for Dutch bank ABN Amro. The column observed: 'By the time the acquisition of ABN Amro was completed by the Royal Bank consortium in October 2007, there had already been signs of what turned out to be the emergence of the global financial crisis that was going to take a lurch for the worse less than a year later with the collapse of US investment bank Lehman Brothers in September 2008.' In autumn 2008, Royal Bank had to be bailed out by the UK taxpayer, ultimately to the tune of £45.5 billion. The article noted: 'It was not entirely clear at the time but this was to mark the beginning of the end of Royal Bank being an institution based in Scotland.' Mulling the shift of control to London, the column observed: 'Stephen Hester succeeded Mr Goodwin as chief executive of Royal Bank amid the global financial crisis. He appeared acutely aware of Royal Bank's importance to Scotland, visiting The Herald's offices soon after taking up the role. New Zealander Ross McEwan then took up the top job in late 2013. 'There were signs that the nerve centre was gradually moving to London. However, it was only in the immediate wake of Alison Rose's appointment as chief executive in late 2019 that it could be stated definitively that this had happened. The key was that her contract stated she would be based in London. Paul Thwaite, who succeeded Dame Alison in summer 2023 and looks to have done a good job in raising the institution's profits, is also based in London and has made no bones about this.' In February 2020, not long after Dame Alison took the top job, a momentous name change was revealed. It was announced that Royal Bank of Scotland's name would be changed at parent company level to NatWest Group, and this took effect in July that year. The column concluded: 'Dame Alison, who joined NatWest as a graduate trainee, worked for the London bank at the time Royal Bank acquired it in 2000. 'With the confirmation of the move in where the bank was being run from and the name change, it looked as if things had turned very much full circle and, in terms of the London-Edinburgh dynamic, the boot was very much on the other foot.' Online 'ghost stores' falsely claiming to be Australian businesses are providing fake tracking numbers to convince payment platforms they have delivered goods that have never been sent, a disappointed shopper says. Ghost stores are online businesses that only exist in a digital sense and do not have a physical storefront. Guardian Australia has tracked 140 such stores masquerading as local businesses, which include those selling poor quality clothing and counterfeit labels, while others take customers' money and fail to deliver anything at all. Sign up for Guardian Australia's breaking news email A 63-year-old Geelong woman, who asked not to be identified, said she had a 'distressing' and 'disappointing' experience seeking a refund from PayPal after trying to buy items from the Maison Canberra website in April. She said she had been duped by fictitious advertising on Facebook portraying it as a Canberra-based boutique having a sale after making the difficult decision to close. Her clothing and shoe orders never arrived. The customer said the seller had repeatedly submitted false evidence to PayPal of deliveries, and she believed the payment platform was siding with the business despite her 'efforts to provide clear and legitimate proof to the contrary'. Maison Canberra was built using Shopify, a Canadian multinational e-commerce platform. Neither Maison Canberra nor Shopify has responded to Guardian Australia's repeated requests for comment. On 31 March Guardian Australia bought a blouse for $69.95 from Maison Canberra. The site sent an email on 1 April saying the item had been shipped but it was never delivered. The site has since been taken down. The Geelong woman spent $490.90 on two orders of clothing and shoes. After seeing she had been charged international transaction fees of $17.18, researching the site and realising she had potentially been scammed, she lodged a dispute with PayPal requesting a refund. She said she had included 'extensive documentation' including evidence of what she believed were 'fake' tracking numbers. In two separate emails seen by Guardian Australia, Maison Canberra claimed her orders were 'on the way' but sent tracking numbers beginning with 'UK'. Australia Post declined to comment on whether they were valid. Guardian Australia looked up the tracking numbers on three third-party parcel-tracking platforms, all of which said the orders had been processed by a logistics company in China but had not progressed any further. Consumer experts have said Shopify and Meta need to take more responsibility for enabling these sites and allowing them to run false advertising but that payment platforms including PayPal also play a role by allowing these sites to use their services. The Geelong customer said PayPal had denied her claim on 29 April and told her tracking information provided by the seller showed that the items had been delivered. But she said she hadn't receive a refund until 26 May, the day after she told PayPal she would escalate the issue to the Australian Financial Complaints Authority. She said PayPal maintained she had received items from the seller and that her refund had only been granted because they were 'not as described'. The customer said she was 'appalled by this misrepresentation'. 'I strongly believe consumers deserve better protection, and someone must be held accountable,' she said. 'It's so distressing and so disappointing and frustrating.' She said PayPal should have a dedicated fraud or scam category in its claims process to help scam victims seeking redress. PayPal previously said all Australian sellers were verified when applying for an account, before conceding that this may not be the case for online sellers based in countries with different laws and regulations. A PayPal spokesperson said the safety and security of customers was its 'top priority' and it invested 'significant resources' into protecting them. 'Under PayPal's buyer protection policy, we will refund the full purchase price plus the original shipping charges for eligible claims,' they said. The Australian Financial Complaints Authority declined to comment, saying it could not disclose information about individual complaints. The Australian Competition and Consumer Commission, which has previously said it is investigating ghost stores, declined to comment.
