Costly Baltimore City job vacancies addressed during budget negotiations

Baltimore City leaders are figuring out ways to address hundreds of vacant jobs that are costing the city millions of dollars.
Those unfilled positions are a concern as council members work to approve the Fiscal Year 2026.
"We have several hundred vacancies in the city of Baltimore," said Faith Leach, the Baltimore City administrator.
Leach told WJZ the city is aiming to reduce the number of vacant jobs, and it starts with competitive wages.
"We know wages are a big part," Leach said. "It's just one part of what we can do to recruit new people into our fire and police department, as well as the city department."
Exceeding overtime budgets
WJZ previously reported that Baltimore City has paid millions of dollars in overtime costs, with some agencies outspending their budgets.
"That ultimately winds up to about $33 million that is going to go into overtime within these city budgets," Baltimore City Council President Zeke Cohen recently told WJZ.
City leaders said there are more than 2,700 vacant positions, and 530 of those positions have gone unfilled for at least 18 months. The city is still down 20% when it comes to job vacancies compared to 2024.
"As long as there's a vacant position in the city, there's an opportunity for someone to be hired," said Baltimore councilmember Jermaine Jones.
City Administrator Leach said hundreds of the vacancies are within the police, fire, and EMS departments. And, oftentimes, those departments rely on overtime pay to get by with officers and first responders working extra shifts.
"As people work longer hours, the quality of work goes down, so I think this isn't a sustainable approach as we continue to fill those vacant positions with overtime hours," councilmember Jones said.
Impact on the police department's shortage
City Council President Cohen told WJZ during a recent hearing that one option, dissolving vacant city jobs, could put more pressure on the already short-staffed police department.
The police department remains under a consent decree following the in-custody death of Freddie Gray. One of the mandates is to hire more officers.
"But there are certainly other agencies, including the fire department, where we're not under a consent decree, where I certainly think there could just be a more honest accounting of what's going on within the agency," Cohen said.
City agency needs
Cohen said this budget season allows the city council to see what each city agency needs.
"Making sure that we have enabled each city agency to fulfill their mission to do what they need to do to provide great services for the residents of this city but that they are being honest about their needs and that they're not coming back six months, a year, two years later and asking the council to approve supplemental budgets that they've already spent," Cohen said.

After the market opened on May 29, the stock retreated to $83, remaining 44% below its year-to-date peak and lagging behind the S&P 500's 0.6% increase. This discrepancy underscores the company's robust operational performance amid macroeconomic challenges, tempered by investor apprehension regarding adjusted margin and earnings projections for FY 2025. In the last three years, ANF stock has more than doubled—from approximately $35 in early 2022 to almost $85 today—driven by a 155% increase in earnings per share, from $4.20 in 2021 to $10.69 in 2024. This momentum continued into Q1 FY25, where the company achieved EPS of $1.59 on $1.10 billion in revenue, exceeding expectations of $1.39 and $1.07 billion, respectively. Although earnings growth has been remarkable, valuation multiples present a more conservative picture: the trailing P/E ratio rose to 11x in 2024 but has since decreased to 8x, despite improved fundamentals—reflecting investor concerns regarding sustainability and external risks. The resurgence of the company's namesake brand hasn't happened by chance. The company has redesigned its stores, broadened its market appeal, and focused on digital and global expansion. Sales of the Abercrombie brand grew at an 18% CAGR from 2021 to 2024, outpacing the company's overall growth of 10%. Hollister reported an 8% CAGR, boosted by Gen Z enthusiasm and a more robust women's collection. Operating margins sharply increased from 9.2% to 15.0%, while a 15% decrease in shares outstanding contributed to a dramatic 155% jump in EPS, significantly outpacing revenue growth. Nevertheless, Q1 results presented a mixed scenario: Abercrombie brand sales fell 4%, with comparable sales down 10% due to reduced pricing and challenging year-ago comparisons. Conversely, Hollister achieved its eighth consecutive quarter of growth—sales increased by 22% with comps up 23%. The operating margin settled at 9.3%, lower than last year's 12.7% but above expectations. Inventory value rose by 21%, positioning the company for a stronger second half. The full-year guidance has been adjusted, with EPS now forecasted to be between $9.50 and $10.50 (down from $10.40 to $11.40), and operating margins revised to 12.5%–13.5% (from 14%–15%). The primary factor: $50 million in tariff expenses expected to reduce margins by 100 basis points. With no plans for broad price hikes and a flat outlook for average unit retail this year, ANF anticipates 3%–6% net sales growth in 2025, with increases expected across all regions. Management is enhancing shareholder returns through a $1.3 billion stock buyback program, having repurchased $200 million in Q1 with $1.1 billion remaining authorized. The fluctuations in ANF's stock have been significant: +71% in 2021, -34% in 2022, +285% in 2023, and +69% in 2024. The notable decline in 2025 suggests investor skepticism amid macroeconomic risks and tariff challenges. Nonetheless, with a P/E of just 8x—well below the four-year average of 14x—and robust earnings potential, the stock may present considerable upside if management effectively addresses the headwinds. Agentic AI: The Next Leap In Container-Based Threat Detection

Ranga Premsai - Technical fellow in Cybersecurity and identity management. As organizations race to adopt AI-powered applications, the cybersecurity threat landscape is evolving just as rapidly. At the intersection of innovation and risk lies a growing challenge: How do we secure containerized AI workloads that operate with dynamic access privileges and autonomy? Agentic AI systems capable of independent decision-making have emerged not only as a computational advancement, but also as a critical force multiplier in modern cybersecurity. By leveraging agentic AI for container-based threat detection, organizations can move from reactive security to proactive defense, especially within the realm of identity and access management (IAM). As a technical fellow focused on cybersecurity at Bellevue University, this is something I've been involved in for quite some time now, and I'd like to share my insights on the future of agentic AI with you in this article. In today's cloud-native environments, containerization accelerates deployment but complicates security. Each container may spin up with its own permissions, APIs and ephemeral lifespans, creating a perfect storm for lateral movement and privilege escalation attacks if not managed properly. Traditional IAM approaches involving static rules, manual approvals and periodic reviews are no longer sufficient. We need intelligent, real-time systems that adapt as containers launch, communicate and terminate. Unlike traditional AI models trained to recognize patterns within constrained datasets, agentic AI introduces the notion of context-aware autonomy. These agents operate within defined parameters but can make real-time decisions based on behavioral analysis, risk signals and continuous policy evaluation. Imagine a container running a machine learning job suddenly initiating outbound API calls to services outside its scope. An agentic AI engine can detect this behavior, cross-reference it with learned norms and automatically isolate the container—all without human intervention. Integrating agentic AI into a container security model enhances IAM at three critical layers: 1. Behavioral Access Intelligence: Agentic AI models learn normal patterns of access across containers, users and services. Deviations such as privilege creep or suspicious privilege elevation trigger adaptive response actions. 2. Autonomous Policy Enforcement: Instead of relying on static rules, agentic AI refines policies dynamically. For example, if a container suddenly accesses identity stores or credential vaults, the system can quarantine access and prompt step-up authentication. 3. Audit and Explainability: One often overlooked benefit of agentic systems is their ability to explain decisions. This is essential for IAM teams navigating compliance, audit trails and zero-trust initiatives. For security leaders, this isn't just about adopting another AI capability; it's about rethinking access governance in AI-native ecosystems. Agentic AI doesn't replace IAM teams; it empowers them with visibility, agility and control. However, implementation requires careful consideration. During my time in the industry, I've learned that guardrails must be clearly defined to avoid decision-making drift. Governance structures should include review cycles, simulation environments and risk tolerance thresholds. When done right, agentic AI acts not as a rogue decision-maker, but as a trusted security co-pilot. In a world where digital identities are increasingly interwoven with AI operations, agentic AI offers a path forward: secure, autonomous and intelligent IAM that can scale with innovation, agility and resilience. As enterprise infrastructures become more dynamic and AI systems gain greater autonomy, the need for adaptive security frameworks becomes not just important, but essential. Agentic AI can enable us to move beyond static controls and embrace a responsive, risk-aware model of identity governance. As someone deeply engaged in cybersecurity leadership and AI strategy, I believe this approach will define the next generation of intelligent, context-aware access governance will serve as a foundation for trust in tomorrow's cloud-native and AI-driven digital ecosystems.
