
Trai says telcos start '1600' number series rollout for BFSI sector

) said that the incumbent telecom carriers have been implementing a '1600' series as a number prefix in numbers for consumers to identify calls originating from genuine banking, financial services and insurance (BFSI) companies.

Further, the top official said that the 1600 series initiative in the BFSI sector will 'give a lot of credibility' to voice calls and consumers can identify it as a transactional service, and not meant for a promotional purpose.
The move comes following the sector watchdog holding multiple discussions with stakeholders, including incumbent telecom service providers.
'The work is in progress, so the number series has been given to the service providers and now the principal entities are taking the numbers from them. We have also requested the respective sectoral regulators to advise the entities regulated by them for early adoption of this system,' Lahoti said.
Some of the BFSI entities, such as the State Bank of India (SBI) Card, according to the regulator, have already started the rollout of the new number series.
Lahoti further said that the sector watchdog eventually aims to mandate all service and transaction calls routed through the new series, including those coming from large commercial entities.
'So, we have started from the BFSI sector, it will take some time to complete it, then we will take up other sectors also,' he added.

In 2022, Trai formed a Joint Committee of Regulators (JCoR) that includes representatives from the Reserve Bank of India (RBI), Securities and Exchange Board of India (SEBI), Insurance Regulatory and Development Authority of India (IRDAI), Ministry of Home Affairs (MHA) and the Department of Telecommunications (DoT).
The JCoR agreed to mandate the BFSI sector with necessary directions to prevent misuse of headers and content templates and to curb unauthorised calls using telecom resources under the Telecom Commercial Communication Customer Preference Regulation, 2018 (TCCCPR-2018).
In April this year, the joint committee discussed the modalities for the implementation of 1600 series numbers allocated to transactional and service voice calls by the entities belonging to the government and financial sector.
The deliberations followed the onboarding of senders of commercial communication on the Digital Consent Acquisition (DCA) platform.

Vodafone Idea share price fell over 2 per cent in Tuesday's trading session after the telecom company said that it is actively working with the central government to obtain relief for its longstanding Adjusted Gross Revenue (AGR) liabilities. However, at 9:20 am, the Vodafone Idea stock recovered losses by climbing intraday high to ₹ 7.02 apiece on June 3. The company, which is facing challenges, is in talks with banks to obtain debt financing for its long-term growth, said CEO Akshaya Moondra. She added that banks will seek clear information about the telco's outstanding payments to the government before approving any loans. However, Moondra noted that this requirement is not hindering the progress of the discussions. This update comes after the Supreme Court recently rejected the company's request for relief, dealing a major setback to the heavily indebted telecom operator. The telecom company is struggling with AGR liabilities close to ₹ 30,000 crore and a declining market share. TRAI data shows that Vodafone Idea's subscriber count dropped by 6.47 lakh in April, bringing the total to 20.47 crore. Ahead of the Supreme Court's decision, the telecom company had sent an urgent appeal to the telecom department, cautioning that without timely government support, it might not sustain operations beyond FY26. Although the company reduced its net loss to ₹ 7,166.1 crore in Q4 FY25, Vodafone Idea continues to depend heavily on external aid. Recently, its board approved a plan to raise up to ₹ 20,000 crore, pending shareholder and regulatory clearances. According to Riyank Arora, Technical Analyst at Mehta Equities Ltd, Vodafone Idea is showing signs of stability above its support at ₹ 6.80. As long as the stock holds this level, a short-term upward move toward the target of ₹ 7.55 looks possible. 'A breakout above ₹ 7.00 with volume can add momentum to the move. However, if it breaks below ₹ 6.80, weakness could set in, and the stock may drift lower. Traders can consider buying with a stop-loss at ₹ 6.80, aiming for ₹ 7.55 in the near term. Consumer interest at the forefront of TRAI's amended TCCCPR
In a bid to further safeguard consumers, the Telecom Regulatory Authority of India ( TRAI ) has announced significant changes to the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR) through the Second Amendment Regulations, 2025. The reforms aim to strengthen consumer protection against Unsolicited Commercial Communications (UCC), streamline the complaint redressal mechanism, and plug regulatory gaps that have allowed telemarketing misuse in the past. Key Focus: Empowering Consumers in a Digital-First Era At the core of these amendments lies enhanced consumer autonomy. A landmark shift is the removal of mandatory preference registration for filing spam complaints. Now, consumers can report UCC against a very simple process, where they only provide some basic details such as their number, sender's number, date of receipt, and a short description of the message. It's worth noting that the complaint window has also been extended from 3 to 7 days, this will provide more time to consumers for acting. Access providers (APs) must now act within 5 days, down from 30, making the redressal process significantly more responsive. Repeat violations by senders can result in blacklisting, telecom service disconnection for up to a year, and even device blocking—a major deterrent to habitual spammers. Moreover, consumers no longer need to navigate a separate preference management system. All promotional communications must now include a clear opt-out mechanism, ensuring control lies with the recipient at every stage. New Safeguards Around Consent Further ensuring the power remains with the consumer, the amendments introduce consent expiry timelines, addressing the misuse of outdated permissions. Consent for one-time transactions lapses in 7 days, and service-related communications are valid only during the contract period. Post opt-out, a cooling period of 90 days prevents senders from soliciting renewed consent, although consumers can voluntarily opt-in again. Furthermore, disclosures around automated tools like auto-diallers and robocalls are now mandatory, ensuring transparency. Message headers are now standardised with suffixes like '-P' for promotional, '-S' for service, '-T' for transactional, and '-G' for government, giving consumers clear visibility on the nature of incoming communications. Strengthening the Commercial Communications Ecosystem To deter fraudulent actors and strengthen regulatory oversight, TRAI has also focused on ecosystem-level interventions. Access providers are now obligated to monitor suspicious patterns using tools like: Pattern analysis based on call volumes and ratiosHoneypot numbers to detect emerging UCC trendsBiometric authentication and physical verification of telemarketers The updated norms restrict the use of regular 10-digit numbers for commercial messages. Instead, communications must come from designated series—140-series for promotional calls and a new 1600-series for transactional and service calls—enabling consumers to distinguish between genuine and fraudulent messages more easily. To enhance traceability, intermediary layers between Principal Entities and telemarketers have been restricted, ensuring a clear accountability trail. All senders must now self-certify registration data annually, and any unused or fraudulent headers are subject to immediate deletion and action. Holding Access Providers Accountable Moving to the other side of the spectrum, the repercussions are now severe for APs and scammers. Access Providers now play a frontline role in enforcement. Penalties for non-compliance are stringent, with fines of: ₹2 lakh for a first violation₹5 lakh for a second₹10 lakh for further breaches APs are also empowered to collect security deposits from telemarketers, which are forfeited upon violations, further tightening compliance. Importantly, penalties apply not just to spam-senders, but also to misreporting of complaints, invalid closures, and non-compliance with header and template registration norms by APs. Challenges in Implementation Despite the comprehensive nature of the amendments, the implementation is currently faced with hurdles: Digital Literacy: Many consumers may still be unaware of their rights or lack the digital literacy to navigate complaint platforms efficiently. Inter-Operator Coordination: Blacklisting and service disconnections require seamless cooperation between multiple access providers and regulators. Consent Platform Onboarding: Bringing all senders—especially in the government and financial sectors—onto the digital consent acquisition system will demand extensive alignment. AI-based Spam Evasion: Spammers increasingly use AI-driven tactics to evade detection. While pattern recognition systems and honeypots offer strong defence, AI-based detection and filtering systems will need to evolve in parallel. A joint committee of sectoral regulators is already working on implementation strategies for the 1600-series, and on enhancing the digital consent acquisition framework. Their efforts also include blocking fraudulent IMEIs, eliminating unused headers, and detecting scam behaviour early on. The Road Ahead TRAI's 2025 amendments are a progressive evolution of its 2018 regulatory framework. By simplifying complaint procedures, enhancing transparency, enforcing stricter penalties, and holding telecom players accountable, the amendments place consumer rights at the centre of India's communications ecosystem. However, the efficacy of these reforms will ultimately depend on how efficiently the ecosystem adapts—from awareness-building campaigns and real-time monitoring, to embracing AI-powered enforcement that can evolve as quickly as the spam tactics it seeks to counter. As the battle against UCC continues, TRAI's amended TCCCPR serve as a timely and robust reset, reminding stakeholders that responsible communication and consumer consent must remain non-negotiable pillars of India's digital future. COAI flags Trai's satcom recommendations; claims assumptions incorrect, low charges unjustifiable
Industry body COAI has approached the telecom department to raise concerns over Trai recommendations on the satcom spectrum, saying "incorrect assumptions" have led to unjustifiably low spectrum charges for satellite services relative to terrestrial networks . In a letter dated May 29, COAI claimed that Trai's recommendations are based on incorrect assumptions and that their implementation will hit the sustainability of terrestrial services, which form the foundation of India's digital infrastructure. COAI said that Trai's recommendations do not appear to address the most fundamental and contentious issue - the lack of a level playing field between terrestrial service providers and satellite operators serving the same market. Live Events "The said recommendations are based on incorrect assumptions and implementation of these recommendations will impact the sustainability of terrestrial services that form the foundation of India's digital infrastructure," it said. COAI, in its letter, claimed that Trai has underestimated the potential capacities of satellite networks while possibly overstating those of terrestrial networks. This, it said, "resulted in a flawed foundation for the entire exercise". "Use of accurate capacity data from both terrestrial and satellite operators would have yielded a more transparent and reliable assessment of respective capacities of satellite and terrestrial networks," it said. The "fundamental flaw" in the capacity assumptions exercise undermines the DoT's clear mandate to ensure competitive parity between satellite and terrestrial services. "Incorrect assumptions have led to unjustifiably low spectrum charges for satellite services relative to terrestrial networks" said the letter addressed to DoT Secretary Neeraj Mittal. COAI further said that the regulator was expected to recommend a pricing structure that ensures a level playing field between satellite-based and terrestrial operators after doing a complete techno-economic analysis, but "has instead, surprisingly, based its recommendations on the ad-hoc spectrum charges set on an administrative basis for non-competing VSAT services using Geo-Stationary (GSO) satellites. The telecom regulator last month recommended that satellite communication companies like Starlink pay four per cent of their adjusted gross revenue (AGR) as spectrum charges to the government. Operators offering satellite-based broadband internet services in urban areas would have to shell out an additional Rs 500 per subscriber annually. No additional levy would be applicable for services in rural areas. COAI also argued that the recommendation of a spectrum charge at four per cent of AGR is without justification. "It is well known and Trai would surely be fully aware that with the advent of next-generation non-geostationary satellite orbit (NGSO) broadband services -- including low Earth orbit (LEO) and medium Earth orbit (MEO) constellations -- satellite services are now capable of directly substituting and competing with terrestrial fixed and mobile broadband networks," COAI said. Trai's current recommendations fall short of ensuring a level playing field, COAI claimed. The proposed spectrum charges are even lower than the administrative fees currently levied on GSO-based VSAT services, which do not compete with terrestrial networks, it added. "Spectrum Charges on a revenue share basis without any entry fee promote regulatory arbitrage and tilt the level playing field against terrestrial broadband service providers," it said. COAI argued that the additional proposal to subsidise user terminals or satellite operators through the Digital Bharat Nidhi (DBN) fund further tilts the level playing field against the terrestrial operator, especially given that a majority of the DBN levy is contributed by competing terrestrial operators. The association said that the recommendations are non-transparent based on non-justifiable assumptions rather than factual data. "The limited consideration of stakeholder inputs coupled with the absence of comprehensive consultation on key issues, such as ensuring a level playing field, evaluating network capacity, determining assignment methods, and establishing fair spectrum valuation, along with reliance on flawed assumptions, has culminated in recommendations that are not only inequitable but may also contravene the principles embodied in the Telecommunications Act, 2023," as per COAI.
