Chandigarh: Shelved PGI-Sarangpur flyover back on the table after two years

Over two years after the proposed flyover from PGIMER to Sarangpur was put on hold, the UT Road Safety Committee has recommended its immediate revival, stressing the need to alleviate the escalating traffic chaos in the area.
The recommendation comes following a fresh survey conducted on the directions of deputy commissioner-cum-committee chairperson Nishant Kumar Yadav.
At a recent meeting of the committee, the most urgent recommendation was the construction of a grade-separated (elevated) flyover from PGIMER to the Botanical Garden in Sarangpur to ease traffic congestion.
The project was initially proposed in 2020 and a geotechnical study was also conducted. The UT-appointed technical consultant, General Highways and Infracon Pvt Ltd, had submitted a detailed report on the feasibility of the project.
However, in February 2023, the proposal was shelved after a Metro corridor was planned along the same route.
Stretch a critical chokepoint, says road safety committee
While the long-awaited Metro project has failed to pick up speed ever since, in its latest report, the Road Safety Committee stated that traffic jams, lack of footpaths (forcing pedestrians onto roads), roadside parking, encroachments by shops, waterlogging during monsoon, U-turns at junctions and autos halting mid-road to pick up passengers had collectively turned the stretch into a critical chokepoint.
The committee recommended a grade-separated flyover from PGIMER to Botanical Garden, shifting the boundary wall of the nearby school to create a walkable footpath, immediate removal of roadside encroachments, installation of 5-6 sets of rumble strips (15 mm thick, every 50 metres), creation of a designated school zone and widening the current road to 200 feet for Mullanpur-bound traffic.
UT chief engineer CB Ojha said the administration was awaiting the official minutes of the committee meeting. 'Once received, we will move ahead with the planning,' he said.
When asked about the Metro alignment along the same stretch, Ojha stated, 'Our current priority is to decongest traffic on this stretch.'
According to initial plans prepared by the UT engineering department, the project was to be constructed at a cost of around ₹90 crore, running 1.75 km in length, with a 1.3-km elevated stretch.
It was to start from near PGIMER and end near Botanical Garden, Sarangpur, after crossing over Khudda Jassu and Khudda Lahora villages. The planned total width of the flyover is around 19.1 metres and the carriageway width will be 17.5 metres.
'The administration had planned to provide a four-lane elevated highway in Khudda Lahora village in order to provide hassle-free movement of traffic from PGIMER side (Madhya Marg) towards Sarangpur, Kurali and Baddi,' said another senior UT official.
The revived proposal is expected to be taken up on priority, given the worsening traffic situation and recurring congestion along this vital corridor.

The incident took place around 1 PM on June 2 when the plane was flying at an altitude of around 3,000 to 4,000 feet and struck a vulture. The flight had taken off from Patna and was scheduled to head to Kolkata after stopping in Ranchi. According to officials, all passengers and crew members are safe. However, the Airbus A320 aircraft suffered damage due to the bird strike. Confirming the incident, Airport Director RR Maurya said, 'A dent was caused after the aircraft hit a vulture. Engineers are assessing the damage." Though birds seem small compared to aircraft, the damage they can cause is serious, especially if they hit sensitive parts like the engine. Experts say that bird strikes usually occur when planes are flying low – just after take-off or right before landing- when engines are running at full speed. A professor at Purdue University in Indiana, who teaches aviation technology, explained how dangerous such collisions can be. 'A large bird like a crane is far more dangerous than a small one. Jet engines are very delicate and not built to withstand such impacts. If a bird gets sucked in, it can break the engine's blades and cause major damage," he said. Birds flying in groups pose even bigger risks. The speed difference between the aircraft and the bird also increases the force of impact. Even a 5 kg bird can hit with a force equal to dropping 1,000 pounds from a height of 10 feet. To prevent such incidents, airports avoid planting trees nearby as they attract birds. Still, bird strikes cause losses of around $1.2 billion (approx. ₹103 billion) worldwide every year. According to Robin Radar Systems, each strike can cost an airline nearly $40,000 in repairs. 'Kripya candidate dhyaan de! Pehle apne center ka naam check kare, fir apna document check kare. Uske baad apna bag, mobile, aur keemti saman andar jama karwaye. Token lena zaruri hai. Baahar kisi ki behkawe mein mat aaye! (Candidates, please pay attention… first check your centre's name, and documents… then submit your belongings and get tokens. Beware of fraud outside!)' The loudspeaker blares across an otherwise silent, sun-bleached street flanked by carrot and wheat fields. A white building stands in the middle, where the announcement repeats in a loop. Located near the Delhi-Haryana border, this exam centre in Sawda village sees at least 600 aspiring candidates show up almost every day for various exams. For the last few days, the humble village in Outer Delhi has seen swathes of high-school graduates flocking for the Common University Entrance Test (CUET), which is conducted by the National Testing Agency for various undergraduate, postgraduate, and doctoral programmes. Almost overnight, the 200-metre stretch of road in front of the exam centre — Ganga International School — has transformed into a hub catering to the needs of the aspirants. E-rickshaws idle near the school gates, ready to pick up and drop off candidates at the nearest Metro station 4 km away. Carts selling kulfi, sweet lime juice, and lemonade have lined up for a cold and sweet treat in the sweltering humidity. Hand-painted banners, advertising accommodation options, have been placed near the centre — 'Rooms hi rooms!'. Each one tries to beat the other's cheap fare. This part of Sawda, locals say, has recently explored a self-sustaining world of its own. 'Entrance exams like CUET, Railways, and SSCGD (Staff Sele-ction Commission General Duty) bring in the real crowds,' says Lokesh Dalal, a 20-year-old who has turned his uncle's plot of land into a parking lot where he allows visitors to park their vehicles. Near the edge of the land parcel stands a small room with a wooden table. Here, Dalal operates a printer for last-minute emergencies of candidates if they need to get a copy of the admit card. Dalal claims he has been observing the student crowd for the last four years, ever since the exam centre came up. 'For exams like CUET, JEE, and NEET, you'll see more cars… my parking lot is full on those exam days. But most of those children come from higher-class families. They don't rent the rooms or use the washroom or need any printouts… they come completely prepared,' he explains. Behind the table lie three thin blue and black mattresses, with three men lying in different states of sleep and wakefulness. Annual entrance exams, however, do not translate into hefty profits like the quarterly government service exams for him. 'Students come from Uttar Pradesh, Haryana, Rajasthan, and sometimes, Bihar, to give these exams. They often come to the centre directly from the railway station or bus stand with all their books and luggage,' he says. Dalal realised a business opportunity in the entrance exams only five months ago after some candidates, frustrated by the back-and-forth travel to the closest urban area, Ghevra, asked Dalal if he could rent them a room in the village. 'I knew that the CUET was a few months away… so it was the best time to start,' he says. The makeshift rooms that he offers are affordable — Rs 200 per night for a mattress on the floor — and come with charging points, coolers. These rooms are located opposite the exam hall. As the day's second batch of candidates line up near the exam centre, Dalal's printer spits out one admit card after another. 'I deleted 10,500 admit cards from my phone just a few days back,' he smiles. A few metres away, students who don't want to stay the night turn to Parveen Kumar's shop, where they can leave their bags for safekeeping. As they wait to give the exam, they can munch on the patties at his shop. Interestingly, Kumar says, this stretch of road was not the first to benefit from the exam boom in Sawda village. 'The centre's main gate earlier faced the opposite side, away from us, and was closer to the Sawda's main market,' he says. However, the road leading to the school passed through a farmer's land. 'The school and the farmer had a good understanding… but about a year ago, they had a fallout, and the school shifted their entrance here. The room and printer businesses went bust there… but we were lucky, because we owned land on this side…we could open our shops now,' he chuckles. Kumar, however, hasn't completely let go of farming. 'I give two to three hours a day for these services. The rest of the day goes to tending my fields,' says the carrot cultivator.

1 2 3 Kolkata: The currently operational curtailed services of the Joka-Esplanade Metro are likely to continue to face challenges unless new rakes are added immediately. An official, however, said late on Wednesday that normal services would be available from Thursday. Till the beginning of May, the Joka-Majerhat section of the Purple Line ran on a basic signalling system, offering 18 services at 50-minute intervals, from 8.55 am to 3.35 pm. Following the advanced signalling upgrade, 44 services were added from May 9, and the six-hour services doubled. The automatic CBTC or communication-based train control signal helps improve frequencies. Even as the operational window was expanded (8 am to 8 pm), the old system continued, with a single rake running up and down the 8-km corridor, while another remained on standby. In the extreme heat, the CBTC-compliant rakes, which require meticulous maintenance, became overworked, and consequently, the speed slowed down. The targeted 24-minute frequencies couldn't be met, officials said. On Monday evening, one of the rakes (No. 417) failed, following which the reserved train was put into service. Instead of 62 services, 48 were provided at 40-minute intervals. "The Purple Line rake runs at around 30 kmph, covering 8 km in 16-17 minutes. Add 5 minutes for reversing. That's a 24-minute gap between two services, rather tight for an overworked rake," an official said. Kolkata Metro is supposed to receive 20 new eight-coach rakes in the next 10 months for the Purple, Orange (New Garia-Ruby), and Yellow (Noapara-Airport) lines, which are ready for meaningful expansions. "Equipped with an automatic CBTC signalling system, the Medha rakes made in Chennai's Integral Coach Factory should reach Kolkata Metro within the current fiscal," an official said. Another 37 rakes were also ready, but the dispatching schedule had not been finalized, he said. Metro Railway's fully air-conditioned fleet currently includes 31 rakes for the Blue (North-South), three for the Orange, two for the Purple, and 17 six-coach BEML rakes for Green (East-West Metro) lines. "Clearly that's not enough for an expanding Metro network. There aren't enough manpower either to seamlessly run the existing 31km North-South (Blue) line, which ferries six lakh passengers daily, and East-West Metro, with a lakh daily passenger count. When the EW Metro starts its full 16-km length, another five lakh passengers will use the services every day. On top of this, the Purple and Orange lines are being expanded, and the Yellow line is set to roll out," said Subhasis Sengupta, vice-president, INTTUC-affiliated Metro Railway Pragatisil Sramik Karmachari Union. "Metro just about managed when the Purple Line was being run for six hours, on a single shift of workers, with one rake at its disposal. When hours doubled, two shifts were introduced, with limited manpower. The system is bound to fall apart if operations are expanded without strengthening infrastructure."
