Large brush fire in northern San Diego County prompts evacuations

SAN DIEGO (FOX 5/KUSI) — Fire crews were battling a growing brush fire in northern San Diego County Friday night and evacuation orders and warnings have been issued for nearby residents.
Cal Fire San Diego crews along with air support have been battling a brush fire that started around 5:45 p.m. at around 5 acres. That fire by 7 p.m. had grown to nearly 60 acres, Cal Fire reports.
By 7:20 p.m., the fire had grown to 145 acres. Within 30 minutes, Cal Fire San Diego said the fire was at 182 acres and 0% contained, and most active on the eastern flank.
The Henderson Fire was burning along the 35000 block of Henderson Road, north of Highway 76 in Pala, at a moderate rate of spread in grass and brush.
According to Cal Fire and Alert San Diego, there are evacuation orders and warnings in place for nearby residents in Pala near the Pala Shooting Range as the fire was reported to be threatening structures. View those areas here.
Evacuation warnings have since been issued for parts of Riverside County just north of the San Diego County line, the San Diego County Sheriff's Office reports.
A temporary evacuation point has been set up at the Pala Resort & Casino parking lot at 11154 Hwy 76 in Pala.
Due to the brush fire, CHP Oceanside has closed parts of Henderson Road and Pala Mission Road, and SR-76 at Magee Road.
The North County Fire Protection District issued a smoke advisory but emphasized there is no threat to the district at this time.

SAN DIEGO (FOX 5/KUSI) — Voting is officially underway in the runoff special election for the vacant District 1 seat on the San Diego County Board of Supervisors. The Registrar of Voters mailed ballots to all registered voters in the South County district on Monday, giving residents just shy of a month to cast a vote in the race between Chula Vista Mayor John McCann and Imperial Beach Mayor Paloma Aguirre. Completed ballots can either be returned through the U.S. Postal Service or by placing them in one of the more the two dozen drop boxes set to open up in the lead up to race day. To keep tabs on the ballot as it makes its way to the registrar for tabulation, voters can sign up for the county's 'Where's My Ballot?' tool. D1 Special Election: What to know | The Candidates | How to vote | More Stories District 1 residents who want to vote in person will be able to do so beginning on Saturday, June 21, when the first crop of seven vote centers opens. Just over a dozen additional polling places will be up and running on the final day of voting on Tuesday, July 1. Maps of all the vote centers and drop box locations across South County available to collect completed ballots can be found on the Registrar of Voters' website. The runoff between McCann and Aguirre will decide the successor to former Board of Supervisors Chair Nora Vargas following her abrupt resignation from public office in November of last year — just weeks after winning a second term. The race narrowed from a field of seven candidates to a South Bay mayoral showdown after no one secured more than 50% of the vote — the threshold for an outright win — in the special election's first round back in March. Whoever wins in the runoff will serve out the remainder of the term Vargas vacated, which runs through January 2029. Since the race is at a district level, only residents who live within its boundaries will be eligible to cast a vote in the race. This includes neighborhoods in south San Diego, such as Barrio Logan, Chollas View, East Village and Golden Hill, as well as the whole of Chula Vista, Imperial Beach and National City. SAN DIEGO (FOX 5/KUSI) — After the high-profile U.S. Immigration and Customs Enforcement operation at Buona Forcetta in South Park that led to the arrest of several people, the legal community is weighing in on the use of force. 'There are not different rules for federal officers than there state officers, the same rules,' said Jerry Steering, an attorney and use of force expert. 'The Fourth Amendment is the Fourth Amendment, is the Fourth Amendment, is the Fourth Amendment.' However, he notes subtleties make all the difference in these cases. In the case of the South Park operation, ICE was legally able to cuff the entire restaurant staff under the search warrant they presented. If they had an arrest warrant, Steering says it would have been completely different. Buona Forchetta to close temporarily following ICE raid in South Park 'If ICE has an arrest warrant for the occupants of a building, whether it's a residence or an office, they have no right to detain or restrain anyone other then the targets of the warrant,' said Steering. The attorney says people who can prove they've been violated by a federal action do not have any criminal recourse, but they can bring a civil case against individual officers seeking damages for civil rights violations using a legal tool called a Bivens action. Federal civil suits can also be brought against the whole of the U.S. Individual agencies cannot be sued, per Steering. 'You can sue ICE agents for the same Fourth Amendment violation that you could sue a state or local officer,' said Steering. 'Under the Bivens actions the only defendants are the cops.' ENCINITAS, Calif. (FOX 5/KUSI) — The City of Encinitas gave an update last week on the renovation of a key beach access point in Encinitas. The D Street Beach access staircase, located at 404 West D Street, has been closed since April due to emergency structural concerns. According to city officials, it is 'actively working with the contractor to finalize the complex design needed to fabricate the custom steel brackets for the D Street beach staircase.' 'The design phase is expected to be completed by May 30th after which fabrication can begin. Bracket production typically takes 4–6 weeks, assuming no delays. However, staff is attempting to negotiate a phased fabrication schedule to allow on-site construction to begin before the end of June,' the City of Encinitas said in a statement Thursday. Celebrities spotted running in San Diego's Rock 'n' Roll Marathon Once the custom brackets are delivered, the repair work is estimated to take around 60 days, per city officials. The popular access point provides residents and visitors with a mile-long stretch of beach running below the bluffs from Moonlight Beach, south to Swami's Point. The city advises beachgoers to use an alternative access point a block away at Moonlight Beach to access the D Street Beach area.
