Bates urges Horizon victims to take Government to court over redress delays

Sir Alan Bates has urged victims of the Horizon scandal to take the Government to court over delays to financial redress.
In an email sent to members of campaign group Justice For Subpostmasters Alliance (JFSA), seen by the PA news agency, Sir Alan said a judicial review would 'probably be the quickest way to ensure fairness for all'.
He told the group it would likely take until November 2027 for all claims to be completed.
More than 900 subpostmasters were prosecuted between 1999 and 2015 after faulty Horizon accounting software made it look as though money was missing from their accounts.
Many are still awaiting compensation despite the previous government announcing that those who have had convictions quashed are eligible for £600,000 payouts.
Sir Alan told JFSA members it was 'time for others to step up', adding: 'Hopefully you'll all agree I've done my bit.'
Christopher Head, who became the Britain's youngest subpostmaster in 2006 at the age of 18, offered his assistance in taking the Department for Business and Trade (DBT) to court because he had already aired his case 'out in public on purpose to be transparent'.
In his 'JFSA Circular', Sir Alan described the group litigation order (GLO) scheme, which was set up to achieve redress for the 555 claimants who took the Post Office to the High Court between 2017 and 2019, as a 'mess'.
In his email, Sir Alan said: 'There may be other options but the one which is repeatedly mentioned is a judicial review, not just for the GLO scheme but to include all of the schemes to ensure there is parity in the way victims have, and are, being treated.
'Returning to the courts may seem to be a long haul, but it will probably be (the) quickest way to ensure fairness for all.'
His email added: 'I do know many of you who have already settled have done so out of desperation or despair or because you have been backed into a corner to accept an offer.
'Well a new legal action may well be a way of having your claim reassessed once more, this time by the courts.'
Referring to the GLO scheme, Sir Alan said: 'Quite simply the scheme is a mess, and has been almost since the time of its inception.
' Advice on how to streamline and speed up the scheme which has been offered to the DBT by ourselves, your lawyers and even the DBT select committee is ignored out of hand with the feeblest of excuses.
'And unfortunately it does seem that the GLO scheme is not the only scheme in dire straits, it seems all the financial redress schemes are being similarly affected by common failures with their administration and application.'
His email also said a national fundraising campaign may be needed to cover any potential legal costs.
A Government spokesman said: 'We pay tribute to all the postmasters who have suffered due to the Horizon software over the past 25 years and are continuing to work at pace to ensure all postmasters receive the financial redress and justice they deserve.
'However, we do not accept this forecast.
'The facts show we are making almost 90% of initial GLO offers within 40 working days of receiving completed claims. As of 31 March, 76% of the group had received full and final redress, or 80% of their offer.
'So long as claimants respond reasonably promptly, we would expect to settle all claims by the end of this year.
'We have trebled the number of payments under this Government and are settling claims at a faster rate than ever before to provide full and fair redress.'

And it was even worse in the Midlands, where the figure was £455. ‌ Marcus Johns, senior research fellow at think-tank IPPR North - which crunched the numbers - said: 'Today's figures are concrete proof that promises made to the North over the last decade were hollow. It was a decade of deceit. ‌ "We are 124 years on from the end of Queen Victoria's reign – yet the North is still running on infrastructure built during her reign – while our transport chasm widens. This isn't London bashing - Londoners absolutely deserve investment. "But £1,182 per person for London and £486 for northerners? The numbers don't lie – this isn't right." The data shows £83billion of Government cash was spent on transport projects in the north since 1999/2000. The region with the lowest amount of investment over the period was the East Midlands with just £355 spent per person. Last week Chancellor Rachel Reeves announced a £15.6 billion package for mayoral authorities to use on public transport projects across the North and Midlands. This cash is expected to include funding to extend the metros in Tyne and Wear, Greater Manchester and the West Midlands. There will also be a renewed tram network in South Yorkshire and a new mass transit system in West Yorkshire. Labour's Local Transport Minister Simon Lightwood said: 'This report lays bare the way in which successive Conservative governments have short-changed areas outside of London and the south east, denying millions of people access to jobs, education and opportunity. ' Labour promised we would bring growth to every part of the country and we've put our money where our mouth is. As part of our Plan for Change we've announced more than £15 billion for local transport in England's city regions, delivering the biggest ever investment in buses, trams and local rail."

Keir Starmer faces a rebellion from his own party over a string of measures, including cutting access to the personal independence payment (PIP) and sickness-related elements of Universal Credit. ‌ The Government's assessment found 250,000 people, including 50,000 children, will fall into relative poverty in England, Scotland and Wales after housing costs are taken into account. But Trussell's analysis said the true picture is even worse, with 440,000 likely to need a food bank - although an increase in the basic rate of Universal Credit will move around 95,000 people out of severe hardship. ‌ Helen Barnard, director of policy at Trussell, said: 'This UK government was elected on a promise of change, and with a commitment to end the need for food banks. If the government goes ahead with these ill-considered and cruel cuts to social security, this promise will not be kept – and instead, they will risk leaving behind a legacy of rising poverty and hunger. "Tackling fiscal challenges should not be done at the expense of people already facing hunger and hardship. These cuts will force 440,000 people in disabled households into severe hardship and leave them at risk of needing a food bank. "We urge the government not to continue down this damaging path." The PM faces fierce opposition from Labour backbenchers, dozens of who say the proposals - expected to save £5billion a year - are "impossible to support". Charity the Joseph Rowntree Foundation has backed Trussell's calls for the Government to rethink the disability benefit cuts. It said: "This analysis shows they are likely to create more deep poverty and hardship than even the bleak forecast from the Government's own limited assessments." Trussell has also demanded the Government brings forward the planned increase to the basic rate of Universal Credit to April 2026, instead of waiting until April 2029. A Government spokesperson said: "This Government is determined to change people's lives for the better, helping them out of poverty and tackling the unacceptable rise in food bank dependence in recent years. "We will never compromise on protecting people who need our support, and our reforms will mean the social security system will always be there for those who will never be able to work, and that their income is protected."

Farage to call for Port Talbot blast furnaces to reopen

Nigel Farage will call for Port Talbot's blast furnaces to reopen after they were shut down last year as Reform UK sets its sights on the Welsh elections in 2026. On a visit to the South Wales town, the party leader is expected to say that the resumption of traditional steelmaking should be a long-term ambition, a spokesman said. Mr Farage believes his party has a chance of ending Labour's long-standing dominance in Wales during the Senedd elections next year amid opinion poll momentum and gains made at the local polls last month. The Government has backed plans for a new £1.25 billion electric arc furnace at the Tata steelworks, with the switch-on due in 2027 as part of the push towards greener production. The plant's last blast furnace was shut down in September 2024. Some MPs have said workers in South Wales have been let down in comparison with those retaining jobs in Scunthorpe, where ministers took control of the steelworks to prevent the closure of its blast furnaces. The Government has said the two steelworks were in different situations. Mr Farage's speech comes as Reform seeks to draw a line under internal clashes after chairman Zia Yusuf quit the party on Thursday only to return 48 hours later, saying the resignation had been 'born out of exhaustion'. It followed a row in which he described a question to the Prime Minister concerning a ban on burkas from his party's newest MP, Sarah Pochin, as 'dumb'. Mr Yusuf will now have four jobs, including leading the party's plans to cut public spending via the so-called 'UK Doge', based on the US Department of Government Efficiency which was led by tech billionaire Elon Musk. Mr Farage's spokesman said: 'He will focus part of the speech on Keir Starmer's year of failure in the UK as a whole but especially Wales. Of course for years Welsh Labour blamed all issues on the Tories in Westminster, now their excuse is gone and the game is up for them.' Reform had also been hoping to cause an upset last week in Scotland, where it was fighting a Holyrood by-election in Hamilton, Larkhall and Stonehouse, but Labour secured a shock victory. Scotland's First Minister John Swinney had claimed the contest would be a 'two-horse race' between the SNP and Reform but Mr Farage's party came third with 7,088 votes to Labour's 8,559 and the SNP's 7,957.
