DPM Zahid: Malaysia, Russia to sign MoU on disaster management this year

PUTRAJAYA, June 19 — Malaysia and Russia are expected to sign a Memorandum of Understanding (MoU) on disaster management cooperation later this year.
Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said the MoU would establish a practical framework for joint training, knowledge exchange and coordinated emergency response.
'As Asean Chair this year, Malaysia remains committed to regional leadership in disaster response,' he said at a joint press conference with Russian Emergency Situations Minister Colonel General Alexander Kurenkov here today.
Ahmad Zahid, who also chairs the Central Disaster Management Committee, said Malaysia welcomed Russia's offer to provide capacity-building programmes for Malaysian officers — including a specialised training course in Vladivostok this September.
'We are exploring broader collaboration, including technology transfer in unmanned aerial vehicles (UAV) applications for disaster monitoring,' he said.
He added that Malaysia's National Disaster Management Agency (Nadma) was among the first to respond to the recent earthquake in Myanmar, operating alongside international teams including Russia's RUS-03.
Malaysia and Russia have also agreed to conduct joint search and rescue (SAR) training between the Special Malaysia Disaster Assistance and Rescue Team (SMART) and the RUS-03 team.
Ahmad Zahid expressed appreciation for Russia's offer to train the SMART team and for inviting senior officers from the Fire and Rescue Department of Malaysia to attend a specialised course at a top university in St Petersburg.
He also welcomed Emercom's cultural ensemble, describing its participation as a meaningful gesture that fosters people-to-people ties and deepens the bilateral relationship.
He said Emercom's visit marked a significant step forward in disaster management cooperation between both countries.
Ahmad Zahid also acknowledged the strong working relationship between Nadma and Emercom, especially through platforms such as the International Search and Rescue Advisory Group (Insarag) and the Asean Committee on Disaster Management (ACDM).
He added that he looked forward to attending an international conference and disaster management event hosted by Russia in Azerbaijan.
Earlier today, Ahmad Zahid received a courtesy call from Kurenkov, which he said marked an important milestone in bilateral ties.
Meanwhile, Kurenkov said the meeting covered key areas such as training and education for firefighters and rescue personnel.
'Emercom's academies offer a wide range of programmes for international specialists — not only for firefighters and rescuers, but also for medics, dog handlers and UAV operators,' he said.
He noted Emercom's interest in learning about Malaysia's modern fire and rescue training methods and the importance of exchanging best practices.
He added that both countries are committed to enhancing early warning systems and risk communication for natural disasters, especially in prevention, prediction and risk management using space monitoring and remote sensing technologies.
'In Russia, these functions are handled by the National Crisis Management Centre. Overall, our countries have great potential for deeper cooperation in managing the aftermath of natural and manmade disasters,' he said. — Bernama

NADMA director-general Datuk Abdul Halim Hamzah said the six-day training, from June 15 to 20, is part of RUS-03's preparation for the International Search and Rescue Advisory Group (INSARAG)'s reassessment exercise. 'Russia's decision to appoint Malaysia as the mentor for the RUS-03 training is a great honour for the country, recognising the excellence demonstrated during past search and rescue missions, particularly in Myanmar and previously in Turkiye,' he said. He spoke to reporters after receiving a visit from Russia's Emergency Situations Minister, Colonel General Alexander Kurenkov, at the SMART headquarters today. Abdul Halim said at the same time, SMART is also undergoing the INSARAG recertification process for next year, adding that the team was first certified in 2016. 'It is no easy feat to maintain the (INSARAG) certification. I was directly involved in 2016, and now, a decade later, I have the opportunity to be part of it again. But it's even more challenging as all eyes are on Malaysia, and the expectations are higher,' he said. He said the Russian team was highly impressed by SMART's level of professionalism, determination and training approach, particularly in operational techniques and current best practices. Abdul Halim said the joint training also paved the way for collaborations, with Russia inviting Malaysia to join forces in several areas of expertise and offering opportunities for short-term training and study programmes. 'This matter will be conveyed to the Public Service Department as it aligns with the government's strategic thrust to strengthen national disaster preparedness and management,' he added.

MOSCOW, June 19 — Russian President Vladimir Putin and his Chinese counterpart Xi Jinping today strongly condemned Israeli attacks on Iran in a phone call and stressed the need for a diplomatic solution, Moscow and Beijing said. Israel has launched an unprecedented wave of strikes at Iran that prompted Tehran to respond with its own attacks with missiles and drones. Putin and Xi 'strongly condemn Israel's actions', Kremlin aide Yuri Ushakov told reporters after the call. He added that Moscow and Beijing believed the end to the hostilities 'should be achieved exclusively by political and diplomatic means'. Xi told Putin that a ceasefire was the 'top priority' and urged Israel to halt its attacks, Chinese state media reported. 'Promoting a ceasefire and cessation of hostilities is the top priority. Armed force is not the correct way to resolve international disputes,' Xi said, according to China's state news agency Xinhua. 'Parties to the conflict, especially Israel, should cease hostilities as soon as possible to prevent a cyclical escalation and resolutely avoid the spillover of the war,' he added. Higher Education Ministry monitoring safety of Malaysian students in Iran, says minister

LANGKAWI, June 19 — The Ministry of Higher Education (MOHE) will continue to closely monitor Malaysian students currently in Iran to ensure their safety and well-being. Its minister Datuk Seri Zambry Abdul Kadir said that MOHE had so far identified seven Malaysian students currently in Iran, although the exact number remains uncertain as some are there under self-sponsorship. 'We will continue to monitor the situation closely, and our team will work in coordination with the Foreign Ministry. Based on the information available during my visit to Iran a few weeks ago, we identified seven Malaysian students there,' he said. 'Even though they are not registered with MOHE, as Malaysians, it is our responsibility to be concerned for their well-being and ensure we know their whereabouts. We will continue to monitor the situation,' he said in a press conference after the Asean Higher Education Ministers' Roundtable Conference here today. Yesterday, MOHE urged all Malaysian students currently in Iran to leave the country immediately, following the escalating conflict in the region. Deputy Higher Education Minister Datuk Mustapha Sakmud, reportedly said that Malaysian students had been identified as studying in Qom and Isfahan. — Bernama
